Mission and objectives

UNDP partners with people at all levels of society to help build nations that can withstand crises and to drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in nearly 170 countries and territories, we offer global perspective and local insight to help empower lives, build resilient nations, and achieve the Sustainable Development Goals (SDGs). Sustainable Development Goals represent the global consensus for the comprehensive and ambitious 2030 Agenda. The level of ambition and the need for resources to reach the targets necessitate innovations to increase efficiency, and partnerships for effective use of existing resources as well as growing them. As a major effort to finance SDGs and in order to streamline its financial and investment engagement, UNDP launched the Sustainable Finance Hub (SFH), a finance and innovation platform, that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs and lead the implementation of the new UNDP private sector strategy and other initiatives. The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. The Hub serves as a connector, broker and global coordinator among internal and external actors; curates and manages UNDP’s catalogue of service offers on SDG financing to governments, investors and companies, via the COs, to significantly enhance the scale and impact of UNDP’s work. Through SFH, UNDP’s Istanbul Center for Private Sector in Development (ICPSD), one of the five Global Thematic Policy Centers of UNDP, acts as an enabler for the private sector and foundations to become more active partners in development, encouraging them through policy advice and technical services on how to contribute towards the achievement of the 2030 Agenda. ICPSD was established in 2011 in partnership with the Government of Turkey. The Center’s work to engage foundations and the private sector focuses on delivering policy advice and technical services in four thematic areas: • Private sector engagement through South-South cooperation for the SDGs • Digital transformation and private sector engagement in skills development • Impact investing • Resilience and crisis response ICPSD also provides the framework for UNDP’s global work on the private sector and foundations through the UNDP Private Sector and Foundations Strategy for the SDGs 2016-2020. The Center has vast experience in providing research and advocacy to mobilize impact investing activities for the Sustainable Development Agenda. Context

UNDP’s Istanbul International Center for Private Sector in Development (ICPSD), supports the private sector and foundations to become transformative partners in development through research, advocacy for inclusive business, facilitation of public-private dialogue and multi stakeholder-partnerships. ICPSD aims to (i) support the development of inclusive and competitive markets and inclusive business models that engage poor people into value chains as producers, employees, consumers and entrepreneurs, with the end goal of poverty alleviation; (ii) foster private sector engagement and advocacy with the UN system for achievement of the SDGs and other internationally agreed development goals (iii) become a center of excellence for capacity development activities that harness trilateral development cooperation and south-south partnership, promote skill-building, access to enterprise-related finance, entrepreneurship and assistance to enabling actors; (iv) convene business and supporting actors to expand dialogue and create actionable partnerships between themselves, in support of a development agenda. These objectives will be achieved through research, advocacy, public-private dialogues, knowledge development and management, SDG-aligned partnerships, capacity-building and training.

Task Description

Under the direct supervision of ICPSD Deputy Director, the UN Volunteer will undertake the following tasks: 1) Human Resources: • Support the organization of transparent and competitive recruitment, selection and placement of ICPSD personnel, including timely submission of necessary forms and documentation to relevant UNDP teams for creation, extension and closure of ICPSD positions, set-up interview processes and prepare interview reports, run reference checks, finalize candidate selection and handover completed recruitment cases to GSSC HR Administration Team for hiring and contract management, as well follow-up with GSSC on ongoing recruitment cases as may be needed. • Manage recruitment of ICPSD interns and fellows: draft TORs, request approvals, submit to OHR for posting, coordinate long- and shortlisting, evaluation, and onboarding processes. • Ensure the onboarding request of new ICPSD personnel (NPSAs, interns, fellows) is timely submitted and that new personnel’s onboarding process is seamless and efficient. • Maintain ICPSD personnel files and ensure timely extension and termination of personnel, intern and fellow contracts and agreements. • Regularly monitor the budget availability for the existing and new ICPSD positions and ensure timely submission of requests for COA modifications as may be required. 2) Procurement: • Support project procurement planning and ensure timely and quality submission of inputs to BPPS Procurement portal. • Organize procurement processes including preparation and conduct of RFQ/RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations. • Collect and verify necessary information for the creation of Quantum Vendor profiles. • Maintain data on all procurement contracts and take timely actions for the renewals. • Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control; proper functioning of a client-oriented procurement management system. 3) General Administration: • Serve as a primary focal point for the organization of national and international conferences, workshops, retreats, missions as well as high-level and working level meetings and any other special events organized by ICPSD. 4) Project Management and Coordination: • Contribute to the corporate planning, monitoring, and reporting exercises as may be required. • Contribute to the project’s knowledge management, strategic communications and partnership development efforts as may be required. • Prepare information for the ICPSD audit and provide follow-up/support to the implementation of audit recommendations as may be needed. • Follow the established filing and archiving standards and procedures for ICPSD; organize, update, and maintain all project/programme-related documents. • Ensure proper digital filing of all ICPSD documents that must be retained in support of corporate policies. • Perform other support functions as may be required by the Supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: – Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). – Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. – Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), – Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. – Assist with the UNV Buddy Programme for newly arrived UN Volunteers. – Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The complete UN Volunteer Conditions of Service: https://explore.unv.org/cos Summary of National UN Volunteer (Expert) Entitlements: Paid in local currency • Current Monthly Living Allowance (MLA) is USD 1,904 (paid in Turkish Lira) • Private insurance: Health, dental, life and dismemberment coverage by CIGNA As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be only initiated on private basis. • Entry allowance: USD 400 • Exit allowance: USD 113 per month and upon the satisfactory completion of assignment • Annual leave: 2.5 days accrued per calendar month • Free access to different learning platforms and UN & UNV network Notes: 1) The allowances are in no way to be understood as a compensation, reward or salary in exchange for the volunteer work. 2) It’s important to note that UNV assignments are volunteer assignments, not employment. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
