JOB DESCRIPTION

Organizational Setting

Under the overall supervision of the FAO Representative and direct supervision of the Resilience and Liaison Officer, and in continuous and close coordination with FAO’s Monitoring and Evaluation Consultant and the Emergency and Resilience team, the Information Management Specialist will ensure the efficient and accurate development, implementation, and maintenance of databases, dashboards, standard operating procedures, and other information acquisition and data management tools.

Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of the Resilience and Liaison Officer and in close coordination with other Units and colleagues in the office.

Technical Focus

The Information Management Specialist will ensure the efficient and accurate development, implementation, and maintenance of databases, dashboards, standard operating procedures, and other information acquisition and data management tools.

Tasks and responsibilities

1.    Develop and Implement Information Management Systems

•    Design, implement, and maintain systems to store and track beneficiary data, project progress, and indicators.
•    Continuously identify and address gaps in the information system in collaboration with the Emergency and Resilience team and the M&E expert. Ensure system integrity, security, usability, and sustainability.
•    Assist in the management of data for the Agriculture Working Group under the Food Security and Agriculture Cluster.
•    Create solutions to integrate data from partner databases and other sources (e.g., Farmers Registry) as needed.
•    Resolve challenges encountered in the project’s information management system.

2.    Enhance and Maintain Information Systems

•    Identify weaknesses, gaps, and opportunities for improvement through continuous analysis and interactions with end-users.
•    Ensure quality control by monitoring data entry, maintaining data accuracy, ensuring regular updates, and resolving discrepancies.
•    Coordinate with the project team and partners to maintain databases, including beneficiary records, attendance, training participation, and other relevant data.

3.    Support Decision-Making and Reporting

•    Coordinate with the M&E officer on data sharing, monitoring, and reporting systems.
•    Develop and generate dashboards to support decision-making at various levels.
•    Produce monthly dashboards to assist programme and project teams in informed decision-making.

4.    Capacity Building and Guidance

•    Conduct training sessions for the project team to explain the use of the developed database and methods for generating statistical data and information.
•    Provide guidance on data quality control, information flow, and data privacy within the information management system.
•    Perform additional tasks as assigned by the line manager.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    University Degree in Computer Science, Software Engineering, Information Technology, or any other related fields with focus on development of web applications for data management, analysis and data dissemination..
•    6 years of relevant experience in field of M&E, MEAL or RBM, data management and visualisation.
•    Working knowledge (full proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
•    National of the Lebanon.

•    Strong knowledge of strategic planning processes, formulation, and implementation;

•    Extent and relevance of experience in conducting training workshops and capacity-building programs;
•    Extent and relevance of experience in working with UN agencies;
•    Extent and relevance of experience in collaborating with agriculture development project and international and national experts;
•    Programming skills or knowledge of statistics and data analysis.
•    Extent and relevance of experience in working with Government agencies at the national and regional levels;
•    Familiarity with agriculture and rural development projects is an asset
