JOB DESCRIPTION

Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. The objective of the Information and Communications Technology and Disaster Risk Reduction Division (IDD) is to strengthen information and communications technology (ICT) connectivity and enhance regional cooperation and capacity with the goals of improved management of disaster risk reduction and the associated socioeconomic risks, towards inclusive and sustainable development in Asia and the Pacific. The Disaster Risk Reduction Section works towards improving the capabilities of ESCAP members and associate members to reduce the socioeconomic impact of disasters and build the resilience by mainstreaming disaster risk reduction, including those related to climate change adaptation, into sustainable development. This position is located in the Disaster Risk Reduction Section, Information and Communications Technology and Disaster Risk Reduction Division (IDD). The incumbent reports to the Director of IDD.
Responsibilities
Under the direct supervision of the Director of Information and Communications Technology and Disaster Risk Reduction Division, the incumbent is required to perform the following functions: • Provides policy guidance to the Director, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. Coordinates policy development; leads the preparation, review and evaluation of ESCAP’s policy documentation related to all aspects of disaster risk reduction. • Plans and oversees the management of activities undertaken by Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. Leads the conceptualization, design, planning, implementation and evaluation of ESCAP’s disaster risk reduction vision, strategy and work plan in support of ESCAP’s overall strategic objectives, taking into account the work of key regional partners in this field. • Manages, supervises and carries out the work programme of the Section under his/her responsibility. Coordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others. Identifies emerging disaster risk reduction challenges in the region, as well as organizes and conducts studies for analyzing strategies, policies and plans for addressing those challenges, including through technology innovation. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff e-performance, interviews of candidates for job openings and evaluation of candidates. • Recruits staff for Section taking due account geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Section and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.

Education
Advanced university degree (Master’s degree or equivalent) in environment and natural resources management, geography, geology, urban/town planning, natural sciences, engineering, economic, social sciences or areas relevant to the work on disaster risk reduction issues is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in development of social and economic programmes and policy analysis and formulation is required. A minimum of five years of experience with a wide variety of disaster risk reduction strategies and tools, including through the use of innovative technologies for disaster preparedness and early warning systems is required. Experience in disaster risk reduction in a developing country context is desirable. Work experience in the Asia-Pacific region is desirable. Experience in disaster management and risk reduction training is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
