Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the General Services Section, Division of Administration. The Division of Administration is committed to sustaining a service-oriented environment by ensuring that all PTS staff members receive efficient and high-quality support in the areas of budget, finance, general services, and procurement.

Reporting Lines

Under the direct supervision of the Coordinator Budget Planning and Implementation – Chief Finance to:

Duties and Responsibilities

1. Produce Programme and Budget Performance Reports;
2. Compile work programme for the Division of Administration and develop the budget to implement the programme. Responsible for monitoring implementation of programme and budget for the Division;
3. Actively support the Chief in the development and compilation of Programme and Budget proposals and provide input to presentations to State Signatories;
4. Monitor and report budget implementation status of the organization and the Division. Produce monthly and other periodic budget implementation reports for senior management of the organization including projections of the budget implementation rate;
5. Administer and manage staffing levels in close coordination with the Human Resources Services and Division Planning/Budget Officers;
6. Perform and oversee processing of budget implementation administration task including but not limited to: o Allotment of approved budget appropriations;
o Analysis of variances between approved budgets and actual expenditures; o Budget transfer requests;
o Carry forward of multi-year funds;
o Maintenance of SAP master data / process workflow related to budgetary structure including creation and management of projects and WBS elements in SAP in close coordination with the Division Planning/Budget Officers in the different Divisions;
o Perform and co-ordinate periodic review of outstanding commitments/obligations in close coordination with the Certifying Officers;
o Creation and management of staff related commitments/obligations in the SAP Payroll in close coordination with the Human Resources Services and the Payroll Unit of the Financial Services Section; and other related tasks as required;
7. Undertake research and analysis of budgetary policies and procedures;
8. Identify and implement solutions for efficiency gains and continuous process improvements within Administrative operations;
9. Co-ordinate and facilitate the implementation of upgrades to the project management system of the Provisional Technical Secretariat (PTS);
10. Plan, organize and supervise the work of the Budget and Implementation Unit team;
11. Perform other duties as assigned.

Education

  • Advanced university degree in business or public administration, finance, accounting, economics or related field.

Work Experience and Qualifications

• At least seven (7) years of relevant working experience in the field of budget planning and administration, financial management and/or accounting and financial reporting, at least four (4) years of which should have been in an international environment; including at least two (2) years of demonstrated managerial and supervisory experience in a multicultural environment;
• At least two (2) years of experience of working with an Enterprise Resource Planning (ERP) system is essential; including experience with budget module(s) and applications is highly desirable;
• An internationally recognized qualification in Accounting (e.g. ACCA, CPA, CA, etc) is highly desirable;
• Demonstrated experience dealing with intergovernmental and advisory bodies, donors, Member States or equivalent is highly desirable;
• Proven experience or demonstrated capability in managing teams in complex and dynamic environment that requires multitasking among multiple concurrent projects while also handling interrupts;
• Strong ability to communicate effectively in multicultural environment is essential;
• Track record of building productive partnerships internally and externally is essential.

Languages

  • Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
