Organizational Context and Role

The food security and nutrition situation in South Sudan is highly precarious. Key contributing factors to the country’s food insecurity and malnutrition are conflict-related displacement, climate shocks, disruptions in livestock and crop-based production, high food prices, socio-cultural practices, poor infant and young child feeding practices and low access to health services.

In South Sudan, WFP is not only providing food assistance during emergencies but also looking at ways to support communities to restore their livelihoods, to strengthen their resilience to shocks and build capacities of the next generation of South Sudanese.

WFP’s RAM unit is responsible for coordinating all Vulnerability Analysis & Mapping (VAM) and Monitoring & Evaluation (M&E) functions in the field office. Under the VAM part, the unit is responsible for and contributing to evidence generation to support food security and nutrition policies and programmes (e.g., needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). Under the M&E Part, the unit is responsible for supporting the development and

implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation.

This position is within the RAM unit in WFP Rumbek Field Office and will report directly to head of programme. The incumbent will be responsible for coordinating all the RAM functions in the field office.

Job purpose: Lead and coordinate all RAM functions projects and activities in the field office.

Job Content:

  • Contribute to development of RAM functions projects and activities, plans and process and ensure that they aligned to the overall WFP policies and programmes
  • Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
  • Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making.
  • Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Support the capacity building of WFP staff, partners, and national government to conduct vulnerability analysis to effectively inform preparedness and response activities
  • Provide feedback on the formulation of the Monitoring and Evaluation Strategies and support their operationalization.
  • Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly, and informative products.
  • Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  • Contribute to building M&E capacity of WFP staff and partners through training and information sharing.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Act as the focal person in the preparation of RAM plans and process.

Skills and Competencies:

  • Good Communication Skills: Ability to provide short briefings and communications clearly and concisely, both orally and in writing. Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments; Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Working in a team: Ability to work within a team setting and working well with other team members to realize a collective objective.
  • Work under pressure: Ability to multi-task and respond simultaneously and in a timely fashion to demanding job requirements under high pressure environments.
  • Knowledge of computer Applications: Ability to effectively use commonly used office software applications (Word, Excel, PowerPoint, Outlook etc.). Skills in data management would be added advantage.
  • Vulnerability Analysis and Mapping: Demonstrated proficiency in the use of several statistical tools and methods for food security analysis. Developed practical expertise in food security analysis and mapping by participating in multiple assessments, including the design, data collection and analysis
  • Coordination: Good coordination and control skills to act swiftly and adequately in case of emergencies and resolve operational issues promptly.

Food Security Analysis

Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.

Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.)

Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)

Food Security Assessment

Leads all aspects of surveys including design, implementation, analysis, findings, and reporting. Ensures that assessment findings are easily translated into operational programmatic response.

Strategic Operational Understanding

Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Construct’s evidence base underlying technical and policy advice given to stakeholders

Minimum Qualifications:

  • Education: University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, performance management, monitoring and evaluation, or another related field.
  • Language: fluency in both oral and written communication in English. Ability to effectively communicate in local Arabic and Dinka will be an added advantage.
  • Experience: At least one (1) year of postgraduate professional experience in the related field.
