The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South & Central), Kenya, Ethiopia Yemen, Djibouti, and South Sudan.
Roles and responsibilities
The livelihoods and Food Officer is responsible day to day implementation of livelihoods and Food Security Project activities in Hudur, South and central Somalia.
Generic responsibilities
- Adhere to NRC policies, tools, handbooks, and guidelines.
- Assist with the implementation of the support function portfolio according to plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents on Office 365
- Promote and share ideas for improvement of the support function.
- Management of project staff (Supervisors and Assistants and field monitors)
- Implement plan of action for delegated portfolio of LFS CC projects (activities, budget, and project documentation) Day to day follow of progress in project implementation.
Specific responsibility
- Conduct assessments to identify the needs and vulnerabilities of target communities concerning food security and livelihoods.
- Lead the implementation of the Baxnaano Shock Response Project, including the registration of project participants through Scope.
- Collaborate with communities to identify suitable beneficiaries for LFS interventions based on established selection criteria.
- Facilitate community mobilization activities to raise awareness of LFS programs and encourage active participation.
- Monitor and evaluate LFS project activities, ensuring they are implemented according to NRC’s standards and donor requirements.
- Prepare and submit regular progress reports on LFS activities, highlighting achievements, challenges, and recommendations for improvement.
- Work closely with the logistics and procurement teams to ensure the timely delivery of inputs and materials for LFS activities.
- Coordinate with local authorities, NGOs, and other stakeholders to ensure LFS activities are aligned with broader community needs and strategies.
- Promote the inclusion of cash-based interventions and market-based approaches within LFS projects to enhance sustainability and impact.
- Support emergency response activities related to food security and livelihoods as required, including rapid needs assessments, distribution of food and non-food items, and post-distribution monitoring (PDM).
- Contribute to the development of project proposals, budgets, and work plans in collaboration with the LFS Coordinator and other team members.
- Prepare quality weekly updates and monthly reports that meet standards and timelines.
- Perform other relevant tasks as assigned by the line manager.
Professional competencies
Generic professional competencies:
- Bachelor’s degree in agriculture, Social development, Food security, and or another related field.
- Minimum of 2 to 3 years’ relevant experience in Cash Transfer programming (CTP), food security and livelihoods programs in Somalia.
- Work Experience in a similar positions like food security Project Officer in a humanitarian/recovery context in South central Somalia.
- Experience in a Humanitarian field context a strong added advantage.
- Excellent communication (spoken and written) skills.
- Very good organizational and administrative skills
- Attention to detail.
- Good cultural awareness and sensitivity.
- Strong team working and support role skills.
- Ability to prioritize work and meet deadlines under pressure with minimum supervision.
- Good task orientation and ability to follow actions through to completion
- Experience in recovery and resilience programmes in Somalia, particularly in Pastoralists and dry land zones. Previous experience from working in complex and volatile contexts
Context/ Specific skills, knowledge, and experience:
- Knowledge of Hudur contexts is desirable.
- Fluency in Somali and local languages in the area of operation
