1) Context

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the Southwest region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region. Due to the lack of emergency response services to the newly displaced in the NWSW regions, the DRC has stepped in with emergency protection and food assistance in the NWSW regions in collaboration with two national organizations as partners.

2) General objective

Based in Bamenda, the Program Officer working under the direct supervision of the Emergency Response Manager, will support all DRC program activities for protection and ECCREC, supporting the ERM in the planning, implementation of project activities and support/support the DRC’s partners as they implement activities. Reporting technically to the program managers, the program Officer is responsible for ensuring the DRC is represented during the implementation of the projects’ activities.

3)Tasks and responsibilities

The Program Officer, in close collaboration with DRC’s partners will:

• Ensure the implementation of the project in accordance with established plans and respect of procedures.
• Provide technical support to partners for routine protection activities (GBV case management, community-based protection, protection monitoring, service mapping, etc
• Participate in the process of defining vulnerability criteria with communities, setting up targeting committees, identification and selection of beneficiaries
• Ensure good collaboration with the partners and carry out training (as the it may be), and joint monitoring visits
• Promote the participation of all population groups in the project, including beneficiaries, non-beneficiaries, local authorities, local leaders, youth, women and special needs groups;
• Participate in the development of the community network and strengthen the relationship between the DRC and partners while ensuring DRC is visible in the communities
• Participate in the updating of monitoring tools and databases, collect and transmit all information necessary for the monitoring of the project to the ERM;
• Contribute to the various surveys and evaluations carried out under the programme (including market monitoring);
• Report any challenges or problems encountered in the field, to the ERM or MEAL, as appropriate.
• Support the ERM and partners in the effective planning and implementation of activities, including the submission of weekly, monthly and ToR schedules…
• Support the ERM in the preparation of weekly, monthly reports and submit it weekly/monthly.
• Ongoing collaboration between DRC departments to support the effective implementation of all activities

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

4) Required Qualifications

• Minimum three (03) years of relevant experience particularly in national or international NGOs in a similar position;
• Experience in Protection and Multi-purpose Cash Assistance
• A degree in Law/ Social work/ Sociology/psycho-social studies or Diploma in law/social work
• Experience in conducting trainings and capacity building
• Ability to transmit skills through theoretical and practical training in an effective, clear and accurate manner;
• Ability to collect data via a tablet (kobo);
• Working knowledge of Excel, Word;
• Knowledge of the NWSW regions
• Good oral and written communication skills;
• Be flexible and able to work under pressure;
• Commitment to learning and implementing the organization’s policies and procedures.
• Excellent writing skills.

Languages:

• Proficiency in written and spoken English is required
• Fluency in local spoken languages (English Pidgin) will be considered an asset

6) General Regulations

• The employee must follow the DRC’s instructions for security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
• The employee must not exercise any other remunerated activity during the term of his contract with the DRC without receiving prior authorization to do so
• The employee must not engage in any activity that could interfere with the DRC or the implementation of any project during the term of the contract with the DRC.
• Employee must not give media interviews or post photos, or other material related to the project without prior permission.
• The employee must return all equipment borrowed for the project to DRC after the end of the contract period or upon request.
