Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is intended to support UNEP’s work on the Global Environment Facility’s Early Action Support project (GEF-EAS), and the associated GEF NBSAP Update and 7th National Report project. The GEF-EAS project is a country-led effort to fast-track readiness and early actions to implement the Kunming-Montreal Global Biodiversity Framework (GBF). The project provides financial and technical support to 138 developing, small island, and middle-income nations in their work to align their National Biodiversity Strategies and Action Plans (NBSAPs) with the GBF, develop and update their national monitoring systems, develop strategy for policy and institutional alignment as well as develop biodiversity finance plans. The project is country-led with joint implementation support from the United Nations Environment Programme (UNEP) and United Nations Development Programme (UNDP) in partnership with the Secretariat of the Convention on Biological Diversity (CBD) and the GEF. The project was launched in mid-2022 and implementation will continue through late 2025. Additional support from the GEF is being made available to eligible countries to undertake further work stemming from the GEF-EAS project, through the GEF-NBSAP update and 7th National Report project, which will continue through 2027. Under the direct supervision of the Chief NFSU, the consultant will develop and support implementation of a framework for internal knowledge management (KM) for the UNEP GEF-EAS and GEF-NBSAP Update and 7th National Report projects, including the components outlined below. The consultant will work directly with UNEP’s Early Action Support project team and is expected to collaborate with key stakeholders and partners such as the CBD Secretariat, UNDP and relevant technical partners. The framework should include specific measures that UNEP can implement through the GEF-EAS and GEF-NBSAP Update and 7th National Report projects, to consolidate, ensure/improve accessibility, and promote knowledge materials to assist GEF-eligible CBD Parties to update their NBSAPs, develop and update their national biodiversity monitoring systems, develop strategies for policy and institutional coherence and alignment, build their biodiversity finance plans and complete their 7th National Reports. While developing the KM framework, the consultant should draw on work being carried out by partner organizations and initiatives (CBD Secretariat, NBSAP Accelerator Partnership, UNEP-WCMC), to analyze existing knowledge management mechanisms and tools produced by and related to the GEF UNEP/UNDP enabling support projects. The consultant will carry out this work by undertaking the following duties: • Review existing knowledge management systems and develop a robust framework for internal knowledge management for the UNEP GEF-EAS and the GEF-NBSAP Update and 7th National Report projects to improve access to and use of project knowledge materials and related materials for national implementation of these projects. The framework should include the following components: • Landscape mapping – assess and define the scope of the knowledge management role for the GEF-EAS and GEF-NBSAP Update and 7th National Report projects including audience, objectives, and timeframe • Needs assessment – conduct a qualitative analysis to identify knowledge gaps and current resources serving knowledge needs for the GEF-EAS and GEF-NBSAP Update and 7th National Report projects by drawing on relevant work by partners, interviews with country project leads, and other relevant information on country needs • Monitoring and evaluation – determine how UNEP should track and assess use of knowledge materials produced under the GEF-EAS and GEF-NBSAP Update and 7th National Report projects • Workplan – identify activities, timeframes, outputs and outcomes to guide the implementation of knowledge management work under the UNEP GEF-EAS and GEF-NBSAP Update and 7th National Report projects • Documenting lessons and best practices – drawing on the knowledge materials and technical services provided to countries and feedback received, identify and document suitable lessons to guide ongoing and future support. This position is located under the Nature Frameworks Support Unit (NFSU) of the Biodiversity and Land Branch, Ecosystems Division, in Nairobi, and reports to Deborah Kahatano, the Chief of NSFU.
Qualifications/special skills
An advanced university degree in knowledge management, communications, social, behavioural sciences, international development, or a related field is required. A first-level university degree in combination with 2 qualifying years of experience may be accepted in lieu of the advanced university degree. • A minimum of 10 years of postgraduate work experience in knowledge management and communications is required. • Experience in creating tailored knowledge management strategic frameworks and strategies for projects is required. • Experience in developing workplans to guide knowledge management work is required. • Experience in creating accessible communications and knowledge products for diverse audiences, including national governments, is desirable. • Experience supporting knowledge management for environment- and biodiversity-related projects, as well as national policies and processes, is desirable. • Experienced in developing knowledge management strategic frameworks, strategies, approaches and mechanisms, is desirable. • Experienced in development of structured workplans for organizations and projects, is desirable. • Excellent communication and writing skills, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this Job Opening, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
