Description of the Assignment:
The Government of Sarajevo canton has initiated their activities on creation of the digital governance ecosystem, based both on policy/strategic framework, and development of digital products/infrastructure necessary for its full utilization, as stated in the Vision of the e-governance in Canton Sarajevo[1], which serves as the conceptual framework for the digital transformation agenda in Canton Sarajevo and was formally adopted by the Government in April 2021. Based on priorities identified on this document, UNDP worked closely with the Institute for Informatics and Statistics of Canton Sarajevo and Ministry of Justice and Administration of Canton Sarajevo on development of a custom – made digital solution – system for provision of e-services, titled “e-Uprava portal”. The system is based on the modular infrastructure, and logics of building blocks, where each of the building blocks enable specific functionality of the system. Currently, the system is its final testing phase, and it is expected that the first version will be published by the end of 2024.
In parallel, the activities on assessment and streamlining of the relevant aspects of the strategic/policy framework took place, where initial assessment of the procedures, services and necessary legislative framework were created, as a baseline for development of interoperable digital solution. Furthermore, in 2024, the Ministry of Justice and Administration of Canton Sarajevo initiated design and development of the Law on Electronic Governance of the Canton of Sarajevo, which is in the process of adoption, and which regulates issues related to the establishment and functioning of the cantonal portal for the provision of services electronically by civil service bodies, public enterprises, public institutions, agencies, funds, institutes and other legal entities exercising public powers, whose founder is the Canton of Sarajevo. One of its key elements is the unique e-portal/digital platform of the Sarajevo Canton, which represents the backbone of a scalable, consolidated, interconnected digital administrative system, which enables real-time access to various data sets, enables data linking, analysis and visualization (including geospatial) and serves as a digital platform that offers the provision of e-services oriented to users: citizens and businesses.
In the segment of analytical work, the following research and findings should be provided:
1) Conduct the relevant preparatory/analytical work, including the Digital Readiness Assessment of the Government of Canton Sarajevo, preparation of a Digital Transformation Roadmap, an as – is, to – be analysis of the e-governance and e-service delivery in Canton Sarajevo, including its municipalities, analysis of existing registers of administrative procedures for municipalities in Canton Sarajevo, and develop a harmonized Digital Public Service Catalogue for Canton Sarajevo and municipalities.
2) Develop a set of relevant policy documents, including draft procedures and bylaws stemming from the Law on e-governance, including (but not limiting to): regulation of technical and other conditions for the use of Unified Information System; regulation on operation of the e-Uprava portal of Canton Sarajevo; regulation on the electronic collection of administrative fees and charges; regulation on data and information security; additional (up to three) relevant bylaws/procedures identified in Digital Readiness Assessment and e-governance analysis.
During the planning phase and conducting relevant analytical and policy development work, the Senior Business Analyst will work as a part of the team of 3 (three) experts, led by the Team leader, in delivery of the deliverables stated in the Project Terms of Reference (Annex 1).
A new phase of support to Canton Sarajevo digital governance and service delivery commence, started in September 2024 and is supported by “Translating the Sustainable Development Goals (SDGs) Framework in Bosnia and Herzegovina into sustainable and inclusive growth (SDG2BiH)”, programme funded by Sweden and implemented by UNDP in partnership with UNICEF and UN Women, as part of the overall United Nations program to support the authorities in Bosnia and Herzegovina and in coordination with the United Nations Resident Coordinator’s Office in BiH. The aim is to design relevant strategic and policy documents needed for operationalization of the Law on e-governance, and further adaptation of the software solution and digital infrastructure for digital service delivery.
Key partner is Ministry of Justice and Administration of Canton Sarajevo.
Period of assignment/services (if applicable): February – June 2025 (60 working days max).
