JOB DESCRIPTION

IFPRI is seeking an individual consultant to conduct analysis on ‘impacts of women’s empowerment on climate resilience measures and outcomes for the Gender, Climate Change and Nutrition Integration Initiative (GCAN) project and ‘commercialization, food consumption composition, dietary quality, and Sustainable Agriculture in Ghana and Malawi’ for the Africa Rising project.

Background and scope of research:

The Gender, Climate Change, and Nutrition Integration Initiative (GCAN) is an IFPRI-led initiative that aims to support the integration of climate change, gender, and nutrition in policies, interventions and research. GCAN’s activities are done under three workstreams: 1) policy engagement and capacity strengthening, 2) advisory services and technical assistance, and 3) strategic research. The workstreams align with three main project objectives:

1. Enhanced capacity of governments and partners in five focal countries to design, implement, and monitor climate change policies, strategies, and plans related to adaptation and mitigation that contribute to gender equality, women’s empowerment, and improved diets and nutrition.

2. Technical assistance and advisory services provided to donors and partners.

3. Enhanced understanding and evidence base to support gender-responsive and nutrition-sensitive climate actions and investments by key partners at the national and global levels.

Under workstream 3, GCAN focuses on filling key evidence gaps through research at the intersection of gender, resilience, climate change, and nutrition. One area of inquiry is around gender differences in resilience capacities, preferences for adaptation, and adoption of climate-smart practices. Evidence highlights gender-differentiated constraints to responding effectively to the negative impacts of climate change and gender differences in outcomes of climate change (see Bryan et al. 2023 and FAO 2024). Less research explores the impact of women’s empowerment on the adoption and choice of climate-smart practices. Although initial research suggests that women’s empowerment can support greater climate resilience (such as through greater crop diversification), given women’s specialized roles and knowledge in food systems. However, more research is needed on the extent to which women’s empowerment shapes adaptation responses and outcomes, such as improved nutrition.

GCAN is currently seeking a consultant to explore these issues using intra-household survey data from Kenya and Uganda. These data were collected as part of a study assessing the impact of video-based extension services disseminated to women farmers on awareness and adoption of climate-smart practices in Uganda and Kenya. The dataset includes the Abbreviated Women’s Empowerment in Agriculture Index (A-WEAI) which will enable analysis of the relationship between women’s empowerment and the choice of adaptation responses as well as other factors influencing adaptation decisions. Linkages to food security outcomes could be assessed using Food Insecurity Experience Scale data also collected as part of this survey.

The Africa RISING project team is seeking a consultant to support data analysis on commercialization, food consumption expenditure composition, dietary quality, and sustainable agricultural practices in Ghana and Malawi. This collaboration involves processing and analyzing primary panel data collected by the team over the period 2013-2022, building upon a draft journal article on which the team has worked. The consultant is also expected to liaise with and support study collaborators in project countries and attend essential meetings. The consultancy will run until June 2025.

Activities:

IFPRI is seeking a consultant to support these activities as part of the GCAN and Africa RISING projects. The consultant would engage in the following activities:

· Conduct data analysis to assess the relationship between women’s empowerment and resilience to climate change using the data from Kenya and Uganda provided by GCAN.

· Develop a discussion paper in collaboration with the IFPRI GCAN team that presents the data analysis conducted and related findings.

· Conduct data processing and analysis on food consumption expenditure data, especially on macronutrients (carbohydrates, fats, and protein) as well as on combinations of fruit and vegetables, fiber, and animal protein for a healthy diet

· Add the data analysis and write-up to a draft journal article on commercialization, dietary diversity and quality, and sustainable agricultural practices in Ghana and Malawi.

· Assist with various communication and outreach activities (e.g., blog post, brief)

· Liaise with researchers within and outside the CGIAR, especially those involved in the Africa RISING project

· Participate in meetings with the GCAN and Africa RISING teams to discuss the work and present updates.

Deliverables:

For the women’s empowerment paper under GCAN, the deliverables are:

1) Analysis plan and paper outline

2) Preliminary results based on data analysis (descriptive statistics and regression analysis)

3) STATA do-files, datasets, and figures

4) Draft IFPRI Discussion Paper draft submitted to DP series.

5) Resubmission of final revised Discussion Paper based on reviewer comments

For the Africa Rising work the deliverables are:

1) Analysis plan and paper outline
2) Preliminary results based on data analysis (descriptive statistics and regression analysis)
3) STATA do-files, datasets, and figures
4) Draft journal article submitted to a journal
5) Blog post and/or brief based on journal article findings
6) Resubmission of revised article based on reviewer comments

Duration and Location: The assignment is anticipated to require up to 70 days [for the date of the signed contract] and the consultant will work remotely.

Supervision: The general supervision for this consultancy will be conducted by the project team leads of the GCAN and Africa Rising projects.

Qualifications Needed:

· Advanced degree in economics or social sciences (master’s or doctorate)

· Strong quantitative and analytical skills and work experience in the following areas: (a) agriculture; (b) gender; (c) quantitative analysis of household surveys; (d) computer programming (preferably STATA, and Microsoft Office).

· Strong writing and editing skills.

Preferred Qualifications

· Experience collaborating with partners in developing countries

· Experience working with women’s empowerment indicators
