- Contribute to ADB-wide budget process by coordinating, compiling, reviewing and analyzing budget submissions from different departments/offices in discretionary expense items such as business travel, staff consultant, representation and overtime. Ensure data accuracy, integrity and completeness; prepare different types of statistical tables, summaries, analyses, appendices and other support documents for timely completion of budget document.
- Undertake trend and budget growth analyses, determine parameters and bases in the formulation of ADB-wide discretionary expense items and estimate budgetary resource requirements after taking into consideration departments/offices’ requests and work programs.
- Conduct detailed review and analysis of proposals for annual capital expenditures (capex)
- Monitor implementation and utilization of Internal administrative expense budget and annual capex budget.
- Support monthly and quarterly budget utilization report by budget category
- Prepare comprehensive year-end budget utilization report with detailed review and analysis of budget utilization with detailed analysis over and underruns.
- Support in the continuous engineering and re-engineering of related business processes, procedures and related systems. Analyse the current budget process and suggest improvements with potential for realizing efficiency gains and work process streamlining.
- Provide budget data as required by client departments and offices.
- Prepare ad-hoc reports and data required by the Management and Board.
Qualifications
You will need:
- Bachelor’s degree in business administration, major in Management and/or Accounting preferably with advanced training; professional qualification as a Certified Public Accountant would be an added advantage.
- At least 5 years of relevant professional experience in planning and budget analysis, or financial/cost accounting
- Excellent written and verbal communication skills in English is required
- Thorough understanding of the role and function of the Division and a good general understanding of the organization’s purpose
- Good working knowledge of ADB procedures, formats and standards
- Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
- Skills in conducting cost-benefit analysis to support decision-making
- Advance computer skills in word-processing, spreadsheets and graphics
- Ability to deal and manage large sets of data with high level of accuracy and reliability
- Proficiency in ADB standard software programs and information technologies
- Ability to analyze relationships among problems or situations
- Ability to work with individuals from different cultural/national backgrounds
- Ability to work independently on his/her own initiative with minimal guidance from supervisors.
