JOB DESCRIPTION

 

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the supervision of the Programme Specialist for the Science, Technology, and Innovation Policy Programme for Latin America and the Caribbean at UNESCO, the consultant will carry out the tasks detailed below.

ASSIGNMENTS AND DELIVERABLES

1. Contribute to the design, organization, and implementation of the Latin American counterpart of the “Solo de Ciencia” project, an Ibero-American scientific monologue competition. Assist in drafting notes, minutes, and reports as required by UNESCO’s internal procedural activities related to the work areas of the Latin America and the Caribbean Program.
2. Support the specialist in coordinating activities related to the Executive Secretariat of CILAC, ensuring continuity of agreements and initiatives stemming from the CILAC 2024 Forum.
3. Assist in monitoring UNESCO’s support for regional congresses aligned with the Program’s agenda throughout the year (RedPOP, RICYT, IANAS, Gender and Science).
4. Carry out other activities as required by the Program.

CONTRACT DURATION

Contract valid until the end of the year 2025.

DELIVERABLES

3 partial reports corresponding to each intermediate and final payment for tasks completed at the end of this contract.

REQUIRED QUALIFICATIONS

EDUCATION

A university degree in relevant disciplines such as Economics, Sociology, Political Science, Public Administration, International Studies, Communication Sciences, or other related fields relevant to the formulation and implementation of public policies in Science, Technology, and Innovation.

WORK EXPERIENCE

• Proven experience in the design, implementation, and evaluation of public policies focused on Science, Technology, and Innovation (STI).
• Knowledge of regulatory frameworks and regional STI strategies in Latin America and the Caribbean.
• Experience managing projects related to international organizations, governments, or academic institutions in the field of science and technology.
• Ability to coordinate initiatives with public and private sector stakeholders in the STI domain.
• Experience in drafting technical documents, reports, and meeting minutes related to the sector.
Knowledge and experience in the region with Open Science initiatives is desirable.

DESIRABLE QUALIFICATIONS

– Previous experience with UNESCO or other UN Agency.

• Project management: Capacity to plan, execute, and monitor projects in collaboration with multiple stakeholders.
• Writing and synthesis: Proficiency in drafting technical reports, proposals, and strategic documents with clarity and precision.
• Teamwork and inter-institutional coordination: Ability to engage with government, academic, and private sector actors.
• Strategic thinking and innovation: Capability to identify opportunities for improvement in STI policies and propose innovative solutions.
• Effective communication: Strong ability to present ideas and results clearly and persuasively to diverse audiences.
• Adaptability and problem-solving: Flexibility to address challenges in dynamic and complex environments.
