Technical Focus
The incumbent will be based at the Head Office of GLSC, Georgetown, Guyana, in the Information Systems Division (ISD) during his/her work in the SLDM Project, and will be under the day-to-day supervision of the Senior Solutions Developer of the Solutions Development Section. He/she will ensure that developed and deployed software solutions and components are secure, functional, well documented and can be used to reliably support and effectively deliver the mandate of the ISD and the Organization as a whole. Day-to-day working relationships will include teamwork with the Manager, Seniors, and staff of the ISD and across the Commission.
Tasks and Responsibilities
• Design, develop, modify/customise, and deploy spatially oriented, enterprise-level, web-based software solutions / modules (using the competencies outlined below).
• Assist in the design, development, enhancement, and implementation of the Commission’s spatial data capabilities and geospatial infrastructure ecosystem, utilising a hybrid of open-source and proprietary technologies.
• Ensure the interoperability of developed solutions and software modules with the Commission’s spatial and financial data sets, servers, and wider geospatial data infrastructure and ecosystem.
• Train end-users and relevant ISD staff on proper usage, maintenance and management of developed software solutions/modules.
• Prepare comprehensive and up-to-date end-user and technical documentation for developed software solutions and modules.
• Undertake other related duties relative to effective and efficient delivery of the objectives of the Development Section and ISD.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING CRITERIA
Minimum Requirements
• Bachelor’s degree in Software Development, Computer Science, Information Systems, Data Sciences or related fields, and/or Relevant Software Development professional certifications.
• At least 2 years of relevant work experience in Information Systems, Software Development relevant to Geographic Information Systems.
• Working knowledge (level C) of English.
• National of Guyana or resident of the country with valid work permit.

Selection Criteria
• Relevance of experience in Implementation of Land Administration Systems, and project management with particular emphasis on developing countries and knowledge of the Caribbean context and particularly of Guyana.
• Understanding of coordinate and spatial reference systems.
• Knowledge of GIS concepts, spatial databases and web-based mapping tools.
• Strong JavaScript and Python development experience and knowledge of React framework, and Next.js.
• Strong foundation in Object-Oriented Programming (OOP) principles.
• Developing web client interfaces using an integration of ArcGIS Maps SDK for JavaScript and/or Open Layers or Leaflet and/or equivalent /similar mapping libraries.
• Experience using PostgreSQL and PostGIS.
• Configuration and management of web services (e.g. using GeoServer / MapServer) will be an asset.
• Experience deploying applications, preferably using Docker will be an asset.
• Prior experience with mobile application development would be an asset.
• Cloud services experience, particularly with AWS would be an asset.
• Proven ability to work in multidisciplinary team and including multiple partners.
