Duties and Responsibilities

Under the overall supervision of the RCO Team Leader and direct guidance of the Data Management Specialist and Economist, the National Consultant will carry out the following specific activities: • conduct an in-depth analysis and validation of available data including baselines and targets and its compliance with global methodologies for 40 indicators subject of the Roadmap on strengthening of the national reporting on SDGs; • study the experience of other countries with similar statistical systems in adapting global methodologies on SDG indicators for effective data collection; • facilitate the technical level meetings of the Working Group on SDGs implementation to discuss with the responsible ministries and departments their internal work plans on realization of the Roadmap on strengthening of the national reporting on SDGs, particularly identification of information sources and applicability of the global methodology to fill in the data gaps on 40 indicators; • advise on the composition of sub-groups, dividing ministries by key SDG areas, to enhance effectiveness in discussing, planning and implementing of activities; • review the schedule provided in the Roadmap (with the breakdown by quarters and years 2025-2027) advising on the realistic timeframes for realization of activities on each of 40 SDG indicators; • conduct quality assurance exercises on available SDGs data to ensure its completeness, consistency, integrity, timeliness, accuracy and validity; • identify critical gaps in the baseline and target parameters and support national entities with setting targets for 2030 on their specific indicators; • facilitate coordinated actions of respective national ministries and departments to address the identified gaps in the baselines and targets of the corresponding indicators, preparing recommendations to optimize data collection, dissemination and reporting on the SDGs, including capacity development activities on methodology of data collection and nationalizing the methodology as required; • facilitate expert discussions and seminars with ministries, entities and custodian UN Agencies on updated global indicator methodologies and their applicability at the national level, or nationalization of the methodology; • periodically organize meetings and online discussions of representatives of the UN and ministries and departments involved in the process of the national SDGs implementation and strengthening of the national reporting on SDGs; • support national entities in timely and quality implementation of the planned activities, including data collection and reporting on selected SDG indicators.

Qualifications/special skills

-A first-level university degree (Bachelor Degree) in Social, Political Sciences, International Development, Development Economics, Sociology of Development, Development Communications, Public Administration, Public Policy, Statistics, Project Management, or a closely related discipline is required. -Advanced university degree (master’s degree or equivalent degree) in the in Social, Political Sciences, International Development, Development Economics, Sociology of Development, Development Communications, Public Administration, Public Policy, Statistics is desirable. -At least 10 years of experience in planning, statistics, rule of law, economics, budgeting and/or other relevant fields is required. -Knowledge of the key development priorities of the National Statistical System of the country is desirable. -Excellent knowledge of the Global Agenda 2030 and the Sustainable Development Goals, targets and indicators is required. -Strong organization skills with a critical eye for detail is required. -Ability to work under tight deadlines and juggle multiple tasks at the same time is required.

Languages

-Fluency in Russian and Turkmen is required. -Knowledge of English is desirable.
