JOB DESCRIPTION

Under the guidance and supervision of the Head of the OECD Middle East & Africa Division, a junior policy analyst will be recruited to contribute to implementation of the four above mentioned projects.

Job Description

Main Responsibilities

The main responsibilities will involve:

1. Support the Implementation of OECD Projects on Yemen and Libya

  • Assist in coordinating and implementing activities related to OECD projects in Yemen and Libya, ensuring smooth execution of planned initiatives.
  • Support coordination and communication with programme beneficiaries, donors, and OECD project teams, ensuring timely exchange of information.
  • Organise policy workshops, capacity-building sessions, and other project-related events, including logistical arrangements and follow-up.
  • Prepare agendas, draft meeting minutes, and contribute to follow-up actions with stakeholders.
  • Provide substantive contributions to the design of OECD capacity-building activities, ensuring they are tailored to the needs of programme beneficiaries.
  • Contribute to donor reporting, drafting periodic updates, and documenting project milestones.
  • Support stakeholder mapping and needs assessments conducted by OECD teams.

2. Provide Analytical Inputs on Economic Resilience and Fragile Contexts

  • Conduct research and draft analytical papers on economic resilience, private sector development, and recovery efforts in fragile and conflict-affected settings.
  • Analyse economic and institutional developments in Libya, Yemen, and other MENA-region countries to support project activities.
  • Prepare briefing notes and background papers for OECD events, technical discussions, and donor engagements.
  • Collect and analyse case studies on economic policies and reforms in post-conflict and fragile economies.

3. Support Public-Private Dialogue and Competitiveness Initiatives

  • Contribute to research on public-private dialogue models and their impact on economic policy development in fragile states.
  • Analyse key economic sectors relevant to Libya and Yemen to inform OECD discussions on competitiveness and growth strategies.
  • Collect and synthesise good practices on economic governance, regulatory frameworks, and private sector engagement in MENA-region economies.

Qualifications

Ideal Candidate Profile

Academic Background:

  • An advanced university degree in law, economics, economic development, public policy or international relations

Professional Background:

  • A minimum of two years of relevant experience at an international organisation, Ministry, academic institution, leading consulting and legal firms or other relevant private sector company, in the following policy areas: economic development and private sector development.
  • Experience working in or on economic policies related to the MENA region.
  • Knowledge of economic development, private sector development, and policy challenges in fragile contexts.
  • Working experience in conflict-affected countries from the region will be an advantage.
  • Excellent drafting skills, capable of producing high-quality analytical and policy documents, and organising and summarising complex material clearly for a variety of audiences
  • Good communication and interpersonal skills, and ability to work effectively in a multicultural team.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Arabic would be an advantage.
