The Head, Security and Awareness, is responsible for managing their teams’ daily activities and projects related to: physical security; investigation of incidents of misconduct and any security breach or infraction; access control and identity management; and security awareness. They are responsible for initiating research on new and emergency technologies, tools and processes in the field of physical security (e.g. cameras, intrusion detection, access management and communications) and emergency management for use by PSESB operational teams. They are responsible for developing internal security policies and advise the Head, PSESB, on standard operating procedures and internal regulations and procedures in relation to Headquarters security regulations and activities (e.g. Security Alert Level Measures). They are responsible for exploiting threat and risk assessments. The incumbent reports directly to the Head PSESB.

Planning and Execution
Identify physical security and related risks, lead development of security measures for increasing security alert levels for all security domains in cooperation with other NOS branches and Divisions, based on threat and risk assessment. Manage the daily operations and missions of the security awareness, physical security and Headquarters Security Officer (including access/pass and identity office services) units within the PSESB. Plan, coordinate and establish security zoning and access procedures for NATO HQ in accordance with NATO Security Policy. Plan, exercise and coordinate with relevant stakeholders all security and emergency response measures necessary for security of NATO HQ, its information, its people and infrastructure. Identify new technologies and emerging threats to stay ahead of adversaries.
Financial Management
In close coordination with the JISD Front Office, plan, coordinate and monitor the sections budgets, annual expenditure and financial resources for the operational units and outsourced contracts in an efficient manner, avoiding duplication. Participate in forecasting financial requirements in accordance with lifecycle of equipment and future plans. Ensure all contracts are prepared and purchases executed in a timely manner in accordance with NATO procurement policies and procedures.
Organisational Efficiencies
Identify and implement organizational improvement initiatives within assigned areas of responsibility. Determine cultural and procedural changes to current roles, structures and processes so as to ensure optimal functioning of the section.
People Management
In close coordination with the JISD Front Office,recruit a diverse workforce that represents the diversity of the NATO alliance, its human resource objectives and variety of tasks required to be performed by the unit. Lead and manage the staff to build a well-respected, highly trained and motivated team. Provide mentoring, coaching and training opportunities, offering guidance at critical moments. Ensure that all unit staff have clarity about organizational, divisional and branch objectives. Provide regular, fair and objective feedback on performance, both informally and via the HQ Performance Review and Development cycle. Promote integrity, professionalism and accountability through a sound and inclusive leadership culture.
Knowledge Management
Ensure that security regulations, plans, procedures and instructions are well documented; made available (in both French and English) and maintained up-to-date for all unit activities. Ensure unit is equipped and trained with adequate tools and processes to carry out its basic function. Ensure full advantage is taken of information knowledge management tools (e.g. SharePoint, Document Tracking System).
Expertise Development
Supervise and advise, where necessary, on the professional education and training of all staff in his/her section. Ensure the development and execution of training paths for staff to create a continuous learning environment. Supervise the implementation of proposed corrective measures following inspections and controls and with respect to security incidents.
Stakeholder Management
Establish and maintain strong professional relationships with key interlocutors at NATO HQ and with neighbouring organizations. Ensure effective cooperation and interaction with security representatives of Member Delegations, Partner Missions, International Staff/International Military Staff and other NATO Bodies and clients in order to provide timely and effective security advice and awareness to the NATO HQ community.
Representation of the Organization
Represent, as appropriate, the PSESB at internal and external meetings. Attend, and when relevant assist, working groups and committees on behalf of PSESB. Understand, support and promote the NATO Office of Security and PSESB vision, mission and objectives.
Policy Development
Harmonise and standardise aspects of related procedures, operational instructions and security plans in coordination with Operations Section of PSESB. Understand the work environment, initiate and develop related goals, strategies and execute related work plans.
Project Management
Identify and use resources wisely. Review project performance of own projects as directed. Identify opportunities for improvement. Respond to changes in requirements and respond in a positive and flexible manner to change and uncertainty. Establish clear plans and timeframes for project implementation. Take responsibility for managing work projects to achieve results. See projects through to completion. Monitor project progress and adjust plans as required. Consider the ramifications of issues and longer-term impact of own work and work area.
