Job Description
The Reproductive Health Program Officer will work under the overall guidance of the UNFPA Representative and the direct supervision of the Deputy Representative. The national reproductive health program officer will strive to develop strategic partnerships and promote an integrated approach and a multisectoral response to improve the performance of the health system and accelerate the reduction of maternal mortality. He/she will contribute to strengthening/developing the sector’s capacities, to achieve the results identified in the strategic plans of the Ministry of Health and Population (MSP). In line with the country program and the strategic plans of the United Nations and UNFPA, the reproductive health program officer will support the implementation and monitoring of UNFPA-supported programs in Congo following a results-based approach.
The Reproductive Health Program Officer will perform the following duties and responsibilities:
Strategic planning and analysis
Gather and analyze information on the health system, particularly on maternal and neonatal health, and draw logical conclusions for strengthening the quality, availability and access to services;
Actively participate in strategic thinking on maternal and neonatal health with a view to identifying and implementing appropriate mechanisms to ensure the quality of services;
Establish clear and appropriate priorities by focusing on tasks and activities that have a strategic impact on results in terms of reducing maternal and neonatal mortality.
Promote the implementation of the International Conference on Population and Development (ICPD) plan of action and the Sustainable Development Goals (SDGs) in connection with sexual and reproductive health programs implemented in the country.
Develop innovative initiatives in the area of building bridges of synergies between the private and public sectors, community associations and non-governmental organizations; and actively participate in forums for discussion and strategic reflection;
Assess the needs and opportunities for technical assistance in maternal and newborn health, and ensure the relevance of the programs and projects proposed to meet these needs;
Participate in the formulation of the country program, the CPAP as well as the integration of issues related to the reduction of maternal and neonatal mortality in the PND;
Contribute to the development of Annual Work Plans and the drafting of related reports on interventions in sexual, reproductive health and family planning;
Implementation, monitoring and evaluation
Identify implementing partners for reproductive health initiatives, assess their technical and functional capacities;
Support the development, technical and financial monitoring of implementing partners by ensuring compliance with approved budgets and the targeted level of achievement;
Ensure budget posting and monitoring of expenditures in relation to the Work Plans placed in your portfolio, in particular, monitoring expenditures relating to maternal and neonatal health in QUANTUM;
Ensure financial monitoring of advances of funds and disbursements by ensuring their compliance with approved budgets and the effective delivery of services;
Provide support for the development of contingency plans and the provision of emergency RH kits when needed and on time;
Provide support for the scaling up of innovative interventions and universal coverage of RH including Family Planning;
Contribute to the supply of structures providing SR services with contraceptive products and other priority/vital products for the health of the mother and newborn;
Document the lessons learned in the context of the implementation of policies and strategies to reduce maternal mortality, particularly with regard to emergency obstetric and neonatal care, family planning, the sexual health of young people and adolescents and the implications related to UNFPA programming;
Strengthening national capacities in reproductive health
Analyze and interpret the political, social and economic environment in terms of SR, including the gender and human rights approach to provide information on the institutional responses expected by the national party
Support the Ministry of Health and Population (MSP) and its partners in their efforts to regularly update the obstetric mapping integrated into the health information system in order to collect and produce reliable data disaggregated by sex based on SONU monitoring data, periodic surveys and routine statistics to support decision-making in the planning, monitoring and evaluation processes of SRH interventions;
Provide input to reproductive health technical groups in line with national policies and strategies, the country program and the SDGs;
Support the implementation of the national strategy for the acceleration of the reduction of maternal and neonatal mortality based on the review and analysis of socio-economic data.
Coordinate and ensure the consistent implementation of PTAs within the Programme Operationalization Unit with national partners
Advise, report on progress made, results achieved, using appropriate supervision mechanisms/tools for efficient use of financial and human resources
Partnership and resource mobilization
Establish a database of key partners working in the field of reproductive health, as well as financial partners and areas of concentration;
Work closely with other United Nations agencies and other development partners to advance the implementation of cooperation programs in response to government priorities through strategic alliances and in the spirit of “One UN”;
Contribute to the efforts of the Office and the United Nations for resource mobilization through the development of programs/projects, technical notes and regular updates on developments and changes in the field of reproductive health, including humanitarian response;
Perform any other functions that may be assigned to him by the UNFPA Representative, within the scope of his responsibilities.
Required qualifications
The Reproductive Health Program Officer will actively seek training opportunities through formal and informal channels. Their profile must meet the following criteria:
Be a Doctor of Medicine or a Master’s degree in Public Health.
Have at least 5 years of professional experience in the management of development programs/projects, preferably in reproductive health.
Have a good command of the principles of results-based management 3 to 5 years of professional experience preferably in the management of programs/projects in the public or private sector.
Be of Congolese nationality (RC);
Experience in the United Nations system or in a multilateral context, highly desirable.
Have a good knowledge of the national sociocultural context;
Have competence in common office software applications (Excel, Word PowerPoint);
NB: Female applicants are strongly encouraged.
Language skills
Excellent knowledge of the French language (oral and written expression)
A good knowledge of English is desirable.
