Introduction

UNDP Viet Nam is seeking for 01 Disaster risk management Team member among a team of 03 members to support the research and development of compulsory disaster risk insurance for public assets for the Insurance and Risk Financing Facility for UNDP Viet Nam, as described in this documentation.

This Procurement Request is specifically to recruit this Disaster risk management Team member.

Description of the Assignment: To accomplish the multi-year work plan goals, the UNDP Insurance and Risk Financing Facility (IRFF) seeks a responsible national team/consultant to assist the Ministry of Finance to elaborate the scope, criteria and methodology to determine which public assets at the city and province level are eligible and critical for the disaster risk insurance scheme. They are the premier condition to develop comprehensive disaster risk financing solutions for public assets to help the Government of Vietnam to reduce the physical and financial vulnerability to natural hazards.

The objective of this assignment is:

– Develop an evidence-based methodology and international experience to help competent authorities assess risks, monetary and non-monetary values, assessment criteria which public assets are high risk to natural disasters considering the vulnerability to natural disasters and methods of determining value (both non-monetary and monetary values) and its contribution to (i) socio-economic growth and welfare, (ii) business continuity, (iii) after – math disaster recovery and response.

– Develop and propose implementation strategies for disaster risk insurance, aligned with Vietnamese legal frameworks and engaging key stakeholders and clarifying their roles, responsibilities, assessment parties and financial resource proposals.

Period of assignment/services: 36 working days from April 2025 and to 30 September 2025.
