JOB PURPOSE
To provide geospatial analysis and mapping services to support WFP Chad’s operational planning, monitoring, and emergency preparedness; and to conduct effective spatial data management and geospatial analysis, develop mapping solutions to enhance decision-making for food security interventions, logistics, and emergency response.
ACCOUNTABILITIES
1. Design and develop standardized maps and infographics following WFP standards to inform WFP, donors, and stakeholders about achievements and responses while effectively supporting the mapping needs of the Country Office and sub-offices.
2. Design and produce high-quality thematic static maps in various formats (printed small to large formats, digital, and web-compatible) tailored for different audiences and continuously improving their effectiveness.
3. Develop and regularly update interactive web mapping applications to support effective information management.
4. Manage food security, vulnerability, and emergency preparedness information in compliance with WFP and UN mapping policies and practices.
5. Conduct regular and ad hoc geospatial analyses using remote sensing and geospatial analysis techniques to support decision-making, program design, and emergency response.
6. Provide specialized support and conduct technical analyses to program activities that effectively address food assistance needs.
7. Contribute to the 72-hour emergency assessment approach, including the development of Chad-specific standard operating procedures (SOPs) and operational models for activation and execution of assessments.
8. Maintain and update the Spatial Data Infrastructure (SDI) for storing geospatial data layers of the country office, ensuring connections with the global corporate SDI portal in close coordination with Regional Bureau and HQ teams.
9. Promote the use of standardized and updated geospatial data layers and best practices across the region and within the UN system.
10. Maintain and update the inventory of GIS/remote sensing datasets and thematic maps to identify data/mapping needs and gaps, while exploring new data sources to ensure data preparedness for rapid solutions and responses.
11. Povide GIS and remote sensing training sessions and prepare training materials for WFP staff and partners as needed.
12. Offer technical guidance and support to Country Office and sub-office staff.
13. Perform any other tasks as required.
MINIMUM QUALIFICATIONS AND EXPERIENCE
Education:
Advanced University degree in Geographic Information Systems (GIS), Geography, Remote Sensing, Environmental Science, Information Technology. A first university degree with additional relevant work experience may be considered.
Experience:
At least one (1) year of relevant professional experience in GIS, remote sensing, spatial data analysis, or related fields.
Proven expertise in remote sensing and satellite image processing.
Experience in working with and analyzing socio-economic data.
Experience in geospatial analysis modeling, with knowledge of Google Earth Engine (GEE) as an advantage.
Experience in spatial data management, geodatabase design, and geodatabase management.
Experience working with humanitarian or development organizations is an asset.
Knowledge & Skills:
Up-to-date knowledge of latest mapping techniques, geospatial data management, and application development.
Strong proficiency with Esri GIS software, and remote sensing tools for satellite image processing.
Strong knowledge and experience in ArcGIS Desktop/ArcGIS Pro, ArcGIS Enterprise, and other commercial/open-source geospatial software, with proficiency in web mapping application development using ArcGIS Online (AGOL), ArcGIS Enterprise, and other web mapping tools.
Strong service-oriented mindset and ability to work in a multicultural environment.
Strong interpersonal skills and good oral and written communication skills, including the ability to draft clear and concise reports.
Ability to deliver presentations, articulate options concisely, and defend recommendations and effectively transfer knowledge to diverse target groups.
Language:
Fluency (level C) in French and English languages is required.
