JOB DESCRIPTION

The Position:

Under the general supervision of the Representative and the direct supervision of the UNFPA Humanitarian Programme Coordinator (CTP), and in close collaboration with other Programme Officers and the Operations team, the UNFPA Diffa Sub-Office Coordinator, Humanitarian Response Management Specialist i) contributes to the design and formulation of the programme and ensures the integration of humanitarian issues into the country programme and annual work plans, ii) coordinates the management of the implementation of projects, strategies and activities in his/her area of ​​responsibility, iii) contributes to the development of requests and project documents on humanitarian interventions to be submitted to internal funding and donors; iv) ensures close relationships with partners in the field in his/her area of ​​responsibility and promotes fluid and quality communication on the programs for which he/she is responsible, v) contributes to capacity building of implementing partners in the field in humanitarian interventions and on issues of policies, rules and procedures in this area, vi) ensures efficient management of resources and the safeguarding of assets made available. He/she guides and facilitates the implementation of UNFPA programs by ensuring the achievement of prescribed results, specifically in the humanitarian sector. He/she ensures and guides the appropriate application of systems and procedures and develops, where necessary, certain improvements.

You will be responsible for:

Scanning the environment for programming purposes

Contribute to environmental analysis and programming

Compile, analyze and interpret elements of the socio-demographic, health, environmental, political and economic environment relevant to humanitarian emergencies in his/her area of ​​responsibility and identify opportunities to be taken into account for the positioning of UNFPA interventions;
Develop and propose strategies and programmatic elements for humanitarian interventions to be integrated into the formulation of the country program, humanitarian emergency plan and contingency plan;
Represent UNFPA and contribute to discussions with partners from the Government, United Nations agencies, and other development agencies and civil society organizations to ensure that UNFPA priorities are taken into account in interventions at the field level and promote synergies of actions that can contribute to boosting performance in the humanitarian field;

Preparedness and response to humanitarian emergencies

Contribute to the development and implementation of the humanitarian response 

Support the UNFPA Office in developing responses to humanitarian emergencies in accordance with UNFPA’s mandate;
Attend the work/meetings of thematic groups/or local mechanisms so that issues of Reproductive Health, population and youth issues, gender and the collection/analysis of disaggregated data in the response during the acute and recovery phases, or even the transition, are included in their approaches;
Provide the technical assistance and advice required in the development of strategies and their operationalization in the implementation of humanitarian interventions;
Finalize with the Operations Associate, the draft ordering and distribution plan for goods for the needs of his/her area of ​​responsibility and supervise their reception, storage, transport to final destinations;
Develop the package of activities for his/her area of ​​intervention to be integrated into the annual work plans, monitor and supervise the implementation of the selected activities;
Formulate and submit requests for advances of funds and other disbursements for the implementation of activities and operation of the sub-office and monitor expenditures, ensuring their compliance with approved budgets and the effective delivery of the services concerned;
Safeguard durable goods and ensure efficient use of resources made available to the program and projects under its responsibility;

Reporting and communication on results

Ensure monitoring, reporting and communication on implementation and results

Prepare and submit implementation reports and report on the implementation of projects under his/her responsibility in terms of results achieved, bottlenecks and problems encountered and propose appropriate corrective measures for greater efficiency in the implementation of said projects;
Write and submit required reports to donors as well as any other prescribed accountability reports;
Develop, deploy the GBVIMS plan and disseminate information/data;
Ensure the collection of necessary information and prepare monthly sitreps;
Contribute to the development of mechanisms/platforms and other devices required for tracking results concerning the program deployed in his/her area of ​​responsibility;
Ensure smooth and quality communication with field partners for effective implementation of the program and projects and increased visibility of UNFPA actions;

Documentation of good practices and capacity building of IPs

Strengthening the capacities of IPs and disseminating good practices

Identify, document and disseminate positive experiences in SR, GBV, HIV in the field;
Organize training and provide coaching to implementing partners on the substantive aspects of the humanitarian program and projects under its responsibility as well as on the applicable rules and procedures.

 Mobilization of resources 

Contribute to the mobilization of resources and the development of partnerships 

Contribute to advocacy actions and resource mobilization strategy by analyzing information on potential donors and preparing relevant documentation, including project summaries, conference presentations, speeches;
Formulate proposals and project files/funding requests in accordance with donor priorities and UNFPA rules and procedures;
Perform any other tasks within his/her competence/responsibilities, assigned by UNFPA Management within the framework of the functioning of the office.

Labor relations

Work in collaboration with:

UNFPA Country Office Management,
programme colleagues and staff of the Country Office Operations Unit;
implementing partners in the field;
administrative authorities and heads of decentralized State services in the field;
Civil society organizations (CSOs) present in the field;
donors.

Qualifications and experience  

Training: 

University degree: Hold at least a Master’s degree in health, or international relations, demography, social sciences, or program management;

Professional experience:

Have at least five (5) years of experience in emergency management;
Have experience in the field of reproductive health, management of gender-based violence, policy formulation, monitoring and evaluation of programs; Have a
good knowledge of the Minimum Initial Reproductive Health Package in crisis situations;
Have a good knowledge of the processes of prevention and management of humanitarian crises;
Be dynamic with good interpersonal skills, and possess the physical capacities essential for prolonged stays and frequent travel in the field;
Have good experience working with humanitarian actors, particularly NGOs and United Nations organizations;
Have a good command of the use of IT tools (common office software applications: spreadsheets, word processing, presentation, etc.)

LANGUAGES : 

Have a perfect command of French (oral and written) and a good knowledge of English (oral and written).
