The OIM Niger in coordination with the Directorate of Nigeriens outside (DNE) of the Ministry of Foreign Affairs, Cooperation and Nigeriens outside (MAE/C/does not seek to recruit a National Category B Consultant (e) and experienced to work on the development of the national strategy for mobilization of the Nigerian diaspora.National consultant will work to support the consultations on the stages of the national strategy on the commitment of the Nigerien diaspora and the production of the strategy document.

4. Context and scope of the project:

The Nigerian diaspora, established in many countries around the world, represents a key resource for the economic and social development of Niger.Transfers of funds made by this diaspora constitute an important part of the country’s GDP, while the skills and experience acquired by Nigeriens outside could largely contribute to their return to national development.However, despite this potential, several challenges remain to be met.

Indeed, migration management is a complex subject.Many Nigeriens irregularly migrate, which exposes them to significant dangers and complicates the efforts to regulate migratory flows.This also accentuates the difficulties linked to integration into host countries and return to Niger.The lack of information accessible on the opportunities of a sure and regular migration aggravates this situation.

The diasporas are a link between the country of origin and the host countries.Beyond being powerful economic actors, they appear as “social ambassadors” of their country of origin, participating significantly in the popularization of their culture of origin.As part of the Rabat process (Euro-African dialogue on migration and development), the “collection of diaspora engagement practices”[1]Allows to identify the main contributions of the diaspora to development.Thus, the latter are economic, social and cultural.The diasporas play, moreover, an important role in international solidarity, by investing in co-development initiatives.

Thus, around the world, diasporas are essential actors at the heart of various and varied economic, social and cultural interactions.In addition, diasporas because of their human capital constitute an important resource.Indeed, they are engaged in: financial transfers;Skills sharing;The popularization of various and varied expertise;Technological transfer;Transmission of knowledge;The popularization of cultural practices;Mediation for international cooperation and co-development initiatives;etc.This is why, Niger works to promote the commitment of its diaspora for a more significant contribution to the development of the country, in connection with the objectives of sustainable development (SDG) and the global pact for safe, orderly and regular migrations (GCM)[3].

However, in Niger, the contribution of the diaspora to development is far from optimized.Although the diaspora is a potential source of investment, entrepreneurial innovations and social initiatives, there are bureaucratic obstacles and a lack of coordination that limit these contributions.The need for structured mechanisms to encourage this contribution is obvious, as well as the need to create concrete opportunities allowing the diaspora to engage more directly in development projects.

Finally, the Nigeriens outside the return face important challenges during their installation.In the absence of structured support programs, the socio-economic initiatives of the diaspora are highly hampered, thereby reducing its ability to contribute to national development.

Faced with these challenges, it is essential to develop innovative and coherent strategies.The development of the national Nigeriens mobilization strategy outside for national development will be led by the MAE/C/NE in collaboration with the International Organization for Migration (IOM) and other stakeholders.The first steps aim to develop a pragmatic roadmap that will meet his needs.The roadmap will serve as the basis for the development of a national strategy for the mobilization of the Nigerian diaspora.

Category B consultants: tasks to be performed within the framework of this contract.

Under the general supervision of the mission head and the direct supervision of the young IDEE project manager, in coordination with the technical and monitoring technical committee (CTOS) of the strategy formulation process, the National Consultant will be responsible for carrying out the following tasks:

Based on a documentary study, produce an analytical relationship of strategies and methods of engagement and mobilization of the diaspora, for a synthesis of relevant knowledge.
Establish an inventory of the diaspora’s commitment to the service of sustainable development in Niger.It will be a question of listing and analyzing initiatives for engagement of the diaspora, based on the experience of different programs and projects carried out in Niger.
Produce a report on the cartography of the Nigerian diaspora through the collection of existing data, good practices and lessons learned on the diaspora engagement strategy in Africa, Europe, Latin America and/or Asia;As well as actions, projects and programs carried out by the government, the national state and non-state institutions, diaspora organizations, the private sector, civil society organizations, technical and financial partners will be identified and analyzed by focusing on their implementation process and tangible results obtained.
Identify the best strategies and good practices in the diaspora engagement.In consultation with the IOM team in charge of the project and the Focal point of the Government of Niger (DNE), three countries will be retained for a retix analysis (feedback).
Carry out a facilitation during consultation workshops and produce the synthesis of presentations, work and exchanges to feed the report that will serve in the process of developing the strategy document.
Carry out targeted interviews with a sample of stakeholders with a view to developing the national strategy.
Support the process of developing the national strategy for committing and mobilizing Nigerians outside for national development in Niger and consultation sessions initiated by stakeholders, in a dynamic of inclusiveness.
Perform all other tasks assigned by the CTOS

The documents submitted to the CTOS must be of good quality, professionally articulated and presented in accordance with the canvas of the methodological guide for the development of sectoral policies and strategies produced by the Directorate General of Planning and Programming of Development/ Ministry of Economy and Finance.Also, the rules of the IOM must be respected in terms of bibliography and possible quotes.

Deliverables:

The expected deliverables are as follows:

An initial report including a work plan, a detailed methodology, data collection instruments, a mapping of practical cases of at least 3 countries, as well as a list of documents and publications to be examined (indicative date of the deliverable: July 10, 2025);
A detailed first report on the mapping of the Nigerian diaspora and the inventory of practical cases of commitment strategies and mobilization of the diaspora as well as the summary of the written contributions of the Nigerians outside, at the latest two months after the submission and validation of the first deliverable.This report will be used for presentation during consultations;
Three PowerPoint presentations for the concertation workshop, respectively on (1) the mapping of diaspora engagement strategies and Nigerian experience in the matter from the various programs and projects carried out by national and international institutions in Niger, (2) The presentation of the synthesis of the diaspora contributions for the development of the strategy and finally (3) the synthesis of the measures/diaspora so that it significantly contributes to the efforts of socio-economic development in Niger (roadmap);
A final document including the national commitment and mobilization strategy of the Nigerian diaspora, a detailed action plan and an orientation note of 3 pages summarizing the key recommendations and the next steps no later than three months after the submission and validation of deliverable III.The consultant is also expected to facilitate the validation sessions of the national Nigeriens mobilization strategy outside.

Education, experience and skills required.

Education:

Master in planning, development, social sciences or sustainable development of an accredited academic establishment;
Knowledge of the Sahel region as well as the institutional framework on migration in Niger;
In -depth knowledge of issues related to the diaspora, international and diplomatic relations.

Experience:

Ten (10) years of experiences and verifiable skills in planning;institutional support and development of national policies in matters of governance of migration;
Experience in the development of public policies documents;
Good control of the integration of transversal themes in planning documents;
Good knowledge of the dynamics of migration to the Sahel and questions related to the diaspora in particular would be an asset.​​

Desired qualities:

Analysis and synthesis capacities, in particular with actors of various horizons;
Good understanding of the theme on the diaspora in Africa and Niger;
Excellent mastery of IT tools (Microsoft Word, Excel, Power Point, etc.)
Understanding of the social, cultural and political environment of the Sahel region and Niger in particular;

Required displacement.

The consultant will be able to go to other regions of Niger if necessary.
