The United Nations Office against drugs and crime – UNODC assists the states parties to prevent drugs and crime threatening security, peace and development opportunities of citizens.Promoting the update of international best practices, the contributions consist of: (i) generate knowledge about the nature, scope and trends of drug problems, organized crime and related crimes;(ii) support the implementation of conventions, treaties and other international instruments on the subject;(iii) guide national policies and strategies for drugs organized crime and related crimes;(iv) Develop national capacities to face and prevent production, traffic and drug abuse, organized crime and related crimes such as corruption and money laundering, among others.
Within the framework of the strategic vision for Latin America and the Caribbean 2022 – 2025 a route was defined that will support UNODC’s commitment to Member States in strengthening responses to prevent and face organized crime, drugs and corruption.UNODC’s strategic vision highlights Latin America and the Caribbean as a pioneer in South-South cooperation and as a key region in the field of international politics to address four areas of action: (i) address the global drug problem;(ii) fight transnational organized crime;(iii) fight against corruption and economic crimes;and (iv) strengthen criminal justice and crime prevention.For its development, it implied the transformation of the country office for Colombia in the UNODC office for the Andean and Caribbean – Regional Office (Rocol).
The organized crime area supports the development of the organization of the organization related to the prevention and fight against the various manifestations and flagella through the implementation of programs that constitute and/or strengthen capacities in accordance with the specific needs of each Member State providing specialized technical assistance and to the extent of regional, national and local needs.
The thematic component of illicit drugs and border control, provides specialized advice to address the problem of drug trafficking through technical assistance and accompaniment in the formulation and implementation of public policies related to illicit drugs, through development of activities aimed to develop and strengthen the technical institutional capabilities, operational the inter -institutional articulation related to the prevention, fight and approach of the money launderingillicit drugs, and organized crime on borders;the identification and affectation of illegal goods for their use or destination within criminal and patrimonial processes;and the analysis and decrease in the impacts of illicit economies in vulnerable communities at the local level and in border areas,
The passenger and cargo control program (PCCP), of the United Nations Office against Drugs and Crime (UNUD) and the World Customs Organization (OMA) promote international cooperation to improve port security that will serve not only to prevent drug trafficking and other illicit crimes in containers, but also to facilitate legitimate trade and increase the income of the State.To do this, the project works in close collaboration with national and international partners in the implementation of the following actions:
Establish port control units (UCP), as container profile units to identify high -risk containers.
Establish airport interdiction units, such as passenger profile units and high -risk load.
Offer specialized theoretical and practical training workshops taught by a team of international experts that cover a wide range of issues and skills related to drugs and crime.
Improve cooperation with the private sector facilitating legal trade.
Awareness activities to facilitate legal trade.
Promote cooperation between the competent national authorities.
The position is based in Buenos Aires – Argentina in the Office of the OCR Resident Coordinator, as part of the United Nations Office (UNODC) for the Andean Region and the Southern Cone, under the direct supervision of the Regional Coordinator of the PCCP, for Latin America and the Caribbean (LAC) based in Santo Domingo of the Regional Office for Central America and the Caribbean (Ropan) and the guidelines of the director of UNOD.South.The National Coordinator of the Passenger and Cargo Control Program (PCCP), for the Southern Cone and Bolivia, will directly support all aspects of management, administrative, financial and nouns related to the implementation of the PCCP, in Argentina, Brazil, Bolivia, Chile, Chile, Paraguay and Uruguay.
Responsibilities
Proactively contribute to the daily implementation of the project and ensure compliance with the expected results and work plans to facilitate the implementation of new initiatives of the Regional Office, in close collaboration with the work teams of the corresponding thematic areas.
Design work plans for the timely achievement of the objectives of the project ensuring that the information consigned corresponds to the guidelines of the thematic and operational areas of the UNODC headquarters in Vienna.
Coordinate with the project partners the operational execution of the activities described in the work plans for Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay to identify possible events or activities that may affect their execution and formulate preventive, corrective and improvement actions.
Coordinate with the national authorities in charge of port control in the port control units of Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay seeking the quality of the data and the information reported to the areas, so that they account for the impact and achievements obtained.
Manage resources for the implementation of new projects within the framework of the passenger and cargo control program (PCCP) guaranteeing compliance with policies, guidelines, procedures and regulations.
Coordinate the periodic meetings of the PCCP Steering Committee in Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay ensuring the quality of the data and information reported the thematic areas, so that it clearly reflects the impact and the results obtained.
Coordinate the development of workshops, meetings and study visits within the framework of PCCP activities in Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay to identify possible events or activities that may affect its execution and formulate preventive, corrective and improvement actions.
Provide technical supplies and support coordination with donors, port control units (UCP), load control units and passenger control units in airports of the partner countries guaranteeing that the information consigned corresponds to the guidelines of the thematic and operational areas of the UNODC headquarters in Vienna.
Prepare and update the work plans of the projects, as well as write conceptual notes and project proposals ensuring that the information consigned corresponds to the guidelines of the thematic and operational areas of the UNODC headquarters in Vienna.
Investigate and analyze the data and supplies provided by the UCP and prepare documents and informative sessions, including statistical presentations and reports seeking the quality of the data and information reported to the areas, so that they account for the impact and achievements obtained.
Plan, organize and carry out the collection, evaluation, analysis, compilation and dissemination of statistical data through the selection and application of appropriate methods ensuring the quality of the data and information reported the thematic areas, so that it clearly reflects the impact and the results obtained.
Perform field missions, including evaluations and technical recognition visits to project locations, in order to evaluate needs, supervise the execution and evaluate the efficiency of the resources used to identify possible events or activities that may affect their execution and formulate preventive, corrective and improvement actions.
Guide and guide the efforts and contributions of consultants, project personnel, donors, institutions and counterparts of the partner countries towards the achievement of the project objectives to facilitate the implementation of new initiatives of the Regional Office, in close collaboration with the work teams of the corresponding thematic areas.
Coordinate the preparation of informative material (brochures, website, posters, etc.) in support of the PCCP;and disseminate this material between governments, NGOs and the general public guaranteeing that the information consigned corresponds to the guidelines of the thematic and operational areas of the UNODC headquarters in Vienna.
Expedite and approve the presentations in accordance with the UNODC procedures and the project document;Guarantee the timely review of the project, monitoring and compliance with reports for submission of reports guaranteeing compliance with policies, guidelines, procedures and regulations.
Encourage fund collection activities to support the PCCP;Identify private sector sponsors and monitor the dissemination or correspondence with possible taxpayers to identify possible events or activities that may affect their execution and formulate preventive, corrective and improvement actions.
Support and promote the expansion of projects to new countries and collaborate in obtaining the government agreement to facilitate the implementation of new initiatives of the Regional Office, in close collaboration with the work teams of the corresponding thematic areas.
Organize training courses, seminars, working groups and workshops in coordination with the partners of the UNODC program, the World Customs and Interpol organization ensuring the quality of the data and information reported the thematic areas, so that it clearly reflects the impact and the results obtained.
Prepare, in conjunction with the project staff, the necessary reports on the project progress and the execution rate of the project segments seeking the quality of the data and the information reported to the areas, so that they account for the impact and achievements obtained.
Coordinate with the UNODC Ropan PCCP team and colleagues at the UNODC headquarters in Vienna the aspects related to the implementation and development of the program to facilitate the implementation of new initiatives of the Regional Office, in close collaboration with the work teams of the corresponding thematic areas.
Supervise logistics and administrative procedures for the effective execution of PCCP activities guaranteeing compliance with policies, guidelines, procedures and regulations.
Prepare reports on the implementation of the program and generate informative documents for counterparts and donors ensuring that the information consigned corresponds to the guidelines of the thematic and operational areas of the UNODC headquarters in Vienna.
Prepare and present reports on the budgetary situation and expenses related to the implementation of the PCCP in Argentina, Brazil, Bolivia, Chile, Paraguay and Uruguay, seeking the quality of the data and information reported to the areas, so that they account for the impact and achievements obtained.
Be available to fulfill any other function or activity that, according to its profession and specialty, is required by the regional coordinator of the PCCP for Latin America and the Caribbean (LAC), based in Santo Domingo of the Regional Office for Central America and the Caribbean in Panama (Ropan), and according to the guidelines of the regional director of UNODFormulate preventive, corrective and improvement actions.
Requirements
Professional in Social Sciences, Administrative Economic Areas, Application of the Law and/or Related Areas.
At least fifteen (15) years of experience in the performance of positions related to the application of the Law on Port Safety and Control issues, customs controls in the port or in related areas, of which minimum of four (4) years verifiable experience are in the execution and monitoring of projects.
Desirable experience in organization of events such as training, workshops, meetings, etc.
Desirable experience in participation in international cooperation programs.
Desirable experience in the management of databases and statistical information related to the supply of drugs, criminal trends and crime in general.
Desirable experience in administrative procedures related to the execution of international cooperation programs.
The mastery of basic office computer programs (Windows, Word, Excel, Lotus Notes, Power Point, etc.) is required.
Fluidity in English and Spanish is required, both oral and written.
Knowledge of another UN language will be valued.
