JOB DESCRIPTION

Context

Haiti has faced a worsening humanitarian crisis since its president’s assassination in 2021, leading to significant displacement and irregular migration due to gang violence. Since 2025, IOM data shows 1,041,000 people displaced, with over half being children. Over 200,000 forced returns have occurred since 2024, mostly from the Dominican Republic. The ongoing political instability, economic hardship, and gang attacks have created high levels of stress, trauma, and emotional distress across the population. Access to mental health care remains limited, and there is an urgent need to strengthen support systems, build community resilience, and provide culturally appropriate services to help individuals and communities recover and thrive.

Under the overall supervision of the Emergency Coordinator and direct supervision of the WASH Program Coordinator; and, in collaboration with relevant units in the Country Office, the successful candidate will be responsible for supporting the WASH Unit in the administrative, financials and logistics tasks related to the WASH activities

Assist in the implementation and monitoring of project activities.
Retrieve, compile, summarize, analyze, and present information/data on specific project topics.
Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
Support the project team in any procurement and logistic needs of project management.
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.
Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
Provides guidance/training to new/junior staff.
Perform other related duties as assigned.
Education

School diploma with five years of relevant experience; or,
Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Administration, Project management, Procurement and Logistics, Economics or related fields from an accredited academic institution with three years of relevant professional experience in Project management.
Accredited Universities are those listed in theUNESCO World Higher Education Database.

Experience

High level of computer literacy is required, in particular, experience in computerized accounting systems and software ; good knowledge of MS Office specifically Excel;
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills

Excellent skills and proficiency in Office software (in particular Word, Excel, Outlook)
Ability to manage and coordinate the entire administrative process related to each activity
Ability to coordinate and cooperate with different units (Finance, HR, Supply) in a clear and concise manner
Ability to understand and proficiently apply IOM procedures
Ability to work independently under minimal supervision
Demonstrate strong follows up tasks to ensure tasks are completed on time and according to plan.
Demonstrate orientation to details and problem-solving skills and attitude.
Excellent Monitoring and Evaluation (M&E) skills and organizational skills.
Ability in data entry and reporting
Languages

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

REQUIRED

For this position, fluency in French and Haitian Creole is required (oral and written).
