TheCenter for entrepreneurship, SMEs, regions and cities(CFE) helps local and national actors to release the potential of entrepreneurs and small and medium -sized enterprises (SMEs), to promote inclusive and sustainable regions and cities, to stimulate the creation of jobs at the local level and to implement well thought out tourism policies.The CFE provides the secretariat of the Regional Development Policy Committee (RDPC), the SME and Entrepreneurship Committee (CPMEE), the Tourism Committee and the Management Committee of the Action and Cooperation Program concerning economic development and the creation of local jobs (LEED) as well as their subsidiary bodies.

The CFE is looking for an advisor/era with relevant experience in the main areas of management of management.In accordance with the strategic objectives of the Secretary General, the adviser/era will help the director and deputy director of the CFE to strengthen the role of the center as coordinator of all OECD work on issues relating to SMEs and entrepreneurship, both national and international;as a point of convergence of the work of the OECD relating to regional and local development (including urban and rural policies);and as a global tourism forum;By working in close collaboration with the other OECD directions, the Cabinet of the Secretary General (OSG) and the Sherpa office for the G20.

Alongside the other members of the Director’s office, the advisor/era will play an essential role in planning, developing and managing the CFE prospective program.The candidate/e selected will be responsible for coordinating the contributions of the entire management for a very wide range of requests from the cabinet of the secretary general and senior CFE officials.He/she will also assume specific tasks in terms of management.

The candidate/e held/E will appreciate the stimulating perspective of working in a dynamic environment, where the pace is sustained.He/She will have excellent editorial, technical, organizational skills, an excellent sense of communication and interpersonal relationships, a team spirit and a safe discernment in political matters.He/she will work under the authority of the director and in close collaboration with the other members of the office of the director and management team of the CFE.

Job Description

Main responsibilities

Drafting, analysis and project management.

Write syntheses, speeches, articles and presentations for senior officials by relying on a wide range of documents and ensuring the relevance, clarity and consistency of messages that come out.
Establish mechanisms aimed at improving the quality, speed and process of writing contributions.
In collaboration with the CFE editorial team and the main authors, provide the first comments on the publications before the revision of the deputy director.
Contribute and coordinate the analytical and political content of strategic documents.
Assist in the preparation of the professional trips of the deputy director, ensuring that the right questions are covered, that the key strategic messages are transmitted, and that the returns and appropriate monitoring actions are taken.
Coordinate and promote the strategic and transversal work of management.
Direct special activities and special initiatives, participate and contribute to it, as needed.

Meetings and communication

Assist the director’s office in planning and preparation of CFE meetings, including the development of reference documents, information notes and brief reports.
Find, propose and implement strategies to guarantee constructive and productive communication internally and externally on a wide range of platforms and with various audiences.
Represent the CFE during meetings at the OECD or elsewhere if necessary.

Other functions

Directing initiatives aimed at improving the organization and management of management and its links with the other organizations of the organization, or participate in it.
Carry out other tasks that have been entrusted to him.

Qualifications

Profile of the ideal candidate

Formation

Higher level university degree in economics, statistics, finance, international relations, social and public policies, political science or related discipline.

Professional experience

At least three, preferably five, years of corresponding experience in an international organization, a national administration, a university, a research institute or a consulting firm.
A solid understanding of the strategic orientations and the operating mode of the OECD.
In -depth knowledge of the substantive work of the OECD devoted to SMEs, entrepreneurship, local development and tourism, and strategic vision of the role of the organization within the general framework of international cooperation and the formulation of national public policies.
Convenience proven to sort and synthesize complex data, including empirical data, preferably accompanied by solid analysis capacities.
A proven aptitude to establish and develop professional relations and to dialogue with national delegations, public officials, representatives of other international organizations and stakeholders.

Duration of the contract

What the OECD offers

According to experience, an initial basic monthly salary of EUR 6,852, plus allowances/allowances according to the personal situation, the overall remuneration being exempt from income tax in France.
