French-Speaking PFM Resident Advisor in the Ministry of Finance, Budget and Economic Planification in Bujumbura, Burundi.

The Fiscal affairs department (FAD) of the IMF is recruiting an experienced public financial management (PFM) expert to fill the position of long-term Resident Advisor at the Ministry of Finance, Budget and Economic Planification of Burundi, based in Bujumbura.

The Advisor will be initially appointed for a one-year term, renewable subject to satisfactory performance. The position provides a unique opportunity to advise the Government of Burundi at a senior level on a range of public financial management issues, build capacity within the Ministry and support the implementation of strategic reforms for enhanced fiscal management. The advisor will work in close cooperation with staff at IMF Headquarters who provide operational and technical support, and the team of experts at the IMF’s Regional Capacity Development Center for Central Africa (AFRITAC Centre), based in Libreville (Gabon).

The Resident Advisor will provide capacity development (CD) in the areas of accounting, fiscal reporting and transparency, budget execution, and cash management, including treasury single account system. He/She will also conduct workshops and seminars to support the counterparts with the preparation of the financial statements and budget execution reports. Occasional assistance in other PFM areas is expected, especially regarding budget execution matters (e.g., internal control and audit, information systems (IFMIS), and legal and regulatory framework).

Close coordination with the other development partners present in Burundi will be essential.

Qualifications

The successful candidate should have:

A university degree in relevant fields, ideally post-graduate and at least four years of relevant, professional experience.

Preference will be given to candidates with extensive (at least 10 years) practical experience in a senior or advisory position within a ministry of finance, treasury or a related budgetary institution, and/or in the delivery of CD, mainly in budget execution, cash management, government accounting and reporting reforms.

Excellent written and oral communication skills in French, and at least a working knowledge of English.

Mastery of computer applications and information technologies (such as Word, PowerPoint, Excel, Internet), and experience in project management.

Excellent interpersonal skills and an ability to work as part of a team and with multiple stakeholders.

Demonstrated aptitude to effectively transfer technical knowledge through training courses and/or workshops and maintain effective and cooperative relations with national authorities as well as development partners.

Capacity to handle sensitive issues with discretion in a multicultural environment.

Preference will be given to candidates who have participated in the delivery of CD and show experience in managing and overseeing CD work and coordinating with development partners. Familiarity with the countries and knowledge of the CEMAC directives, governing PFM in the region, is preferred. A strong ability and appetite to work in fragile institutional environments is required.

The Department of Public Finance (FAD) of the International Monetary Fund (IMF) is looking for a public finance management expert to hold the position of long -term resident advisor with the Ministry of Finance, Budget and Economic Planning of Burundi, based in Bujumbura.

The duration of the resident counselor will initially be a renewable year subject to a satisfactory performance.This position offers a unique opportunity to be able to advise the Burundian government at a high level, to strengthen budgetary capacities within the Ministry of Budget and to support strategic reforms (GFP) to improve the budget management of the Burundian public administration.The advisor will work in close cooperation with the staff of the IMF headquarters who provide operational and technical support, as well as with the teams of the Regional Technical Assistance Center, Afritac Center, based in Libreville (Gabon).

The resident advisor will provide support in the fields of public accounting, budget report and financial transparency, budgetary execution, cash management as well as the establishment of the single Treasury account.He/She will also lead workshops and seminars in order to support counterparts in the preparation of financial statements and budgetary execution reports.Occasional assistance in other areas of public finance management is expected, in particular with regard to questions relating to budgetary execution (internal control, audit, information systems, legal and regulatory framework).

The resident advisor will have to coordinate his activities with other technical partners involved in subjects related to the GFP in Burundi.

Qualifications

The chosen candidate must:

Holding a university degree (ideally third cycle) in the areas concerned and at least four years of relevant professional experience.

The preference will be granted to candidates with vast practical experience (at least 10 years) in a management or advice position within a Ministry of Finance/Economy, a related public institution, and/or in the technical assistance service, ideally in subjects linked to budget execution, cash management, public accounting and reforms related to budget report.

Present excellent skills in written and oral communication in French, at least an ability to work in English, mastery of IT applications and information technologies (such as Word, PowerPoint, Excel) and project management experience.

Demonstrate excellent relational skills, an ability to work as a team, effectively transfer technical knowledge and maintain effective relationships with national authorities and donors,

Attest to its ability to deal with sensitive questions with discretion in a multicultural environment.

Preference will be granted to candidates with experience in technical assistance and who can demonstrate experience in the management and supervision of technical assistance and coordination with other technical partners.Knowledge of the countries and directives of CEMAC is preferable as is required an appetite for work in fragile institutional environments.
