UNICEF is the United Nations Organization dedicated to childhood and adolescence, and its mission is to promote and ensure the permanent exercise of children and adolescents to develop fully.
The basis of his work is the Convention on the Rights of the Child (CDN), an international treaty that establishes the rights of childhood and adolescence and the responsibilities that the State and society have so that they are fulfilled.
UNICEF has been present in Uruguay since 1992, working to promote the rights of children and adolescents and generate opportunities so that everyone can achieve full development of their abilities, especially those most vulnerable.
The National Youth Institute was created by Law 16,170 in 1990. It was born as an agency specialized in youth policies, following a process of accumulation in the region that had as its initial impulse the declaration of the International Year of Youth by the United Nations Organization in 1985. From 2005 and until today, INJU enters the orbit of the Ministry of Social Development.
Within his tasks, INJU is responsible for articulating and incorporating the perspective of youth and life trajectories in the construction of sectoral policies;strengthen public and social institutionality linked to youth policies;articulate, design and implement state policies, programs and actions in the field of youth;promote and collaborate in the generation of knowledge and in the evaluation of policies, programs and actions in the field of youth;and contribute to the process of expanding the spaces and channels of participation and youth prominence through the construction and qualification of fields of youth incidence at public level.
In the current government period, INJU defined structuring its actions in four strategic lines.First, theRectoryas an essential tool for the strengthening of youth policies and the perspective of life cycle at the level of the entire State;second, thestake, to guarantee the incidence of youth in the design and execution of public policies that are reference, promoting the action of youth as protagonists of the changes;Third, thesocial inclusion, for the attention to young people in vulnerability;finally,Internal administration management.
Background:
The mental health of people- and adolescents and young people in particular- is a topic of growing interest and concern that visibility in recent years as a consequence of pandemic.He settled on the international agenda and in the INJU was established as a priority of management, which began to take shape especially from 2021.
Within this framework, in 2021 INJU and UNICEF they worked together in the generation of a report from the National Survey of Adolescence and Youth (DAJ), which addressed the issue from a common conceptual framework and generated evidence that laid the foundations for promoting this new initiative.
In 2022 the “neither silence nor taboo campaign was promoted. Let’s talk about mental health”, which together with the Ministry of Public Health and the support of several of the institutions that carry out policies and programs with adolescents and young people, was oriented to work in mental health and psychosocial well -being of adolescents.The campaign was implemented throughout the country through 3 main components.A communicational component with spots broadcast on public television, radios and social networks.A second component that included workshops with adolescents and young people and the production of a kit with socio -educational activities on the subject and training for teachers and technicians in the use of this material, in addition to other activities at the central and local level carried out during the same period.The third component meant the realization of a web page (gub uy) to make available to adolescents and young people, as well as adults referring information on the subject.The campaign ended with mass participation activities, which included the 5K Corre-Caminata with the campaign slogan, in thirteen departments of the country, and an evaluation day where various institutional and adolescent actors involved in the implementation of the campaign participated.
On the other hand, in November 2022, the International Seminar “Adolescent Mental Health: Contributions to the National Strategy” organized by UNICEF and the Uruguayan Agency for International Cooperation (AUCI), which included thematic work tables, with the participation of international experts and members of national institutions linked to the matter of interest,[1].From this they exchanged about challenges and recommendations for public policies on this issue were detached.
From the above, the need to give continuity to the actions arises and design a response to the health issue of adolescents and young people in Uruguay, which contributes to their psychosocial and emotional well -being, prevents behaviors and scenarios of risk and strengthens their resources and those of society to respond to the problems that arise in this plan.
Thus, in 2024, the INJU with the support of UNICEF began to implement the Program for the Promotion of Psycho -Employment Welfare of Adolescents and Youth (Program Nor Silence or Taboo) consisting of 5 components:
Component 1. Social mobilization and promotion of adolescents and young people

Component 4. Knowledge production
Component 5. Interinstitutional articulation
Consulting objective:
Hire a technician for the support and technical supervision of centers for the promotion of psychosocial welfare of adolescents and young people of the NSNT program, which is part of the National Mental Health Plan and Addictions of the Executive Power, and which is implemented by the National Youth Institute of the Ministry of Social Development.
Under the supervision of the general coordination of the NSNT program, the INJU Directorate, which will act in coordination with UNICEF, the consultant must perform the following tasks:
Main tasks and responsibilities:
GENERAL TASKS:
Support the general management of the program for the fulfillment of the goals, objectives and activities provided for in the annual planning of the program neither silence nor taboo in line with the strategic guidelines of the INJU.
Ensure that the implementation of the activities complies with the rules and requirements of INJU and UNICEF.
Participate in INJU spaces and activities defined by the Institute’s management.
Identify eventual critical knots that may arise during program execution and recommend solutions and alternatives to overcome them in a timely manner.
Coordinate and articulate with the project team composed of INJU and UNICEF technicians, and other institutions that are part of the program.
Reference centers:
Monitoring and accompaniment to the general functioning of the reference centers.
Accompany compliance with strategic goals and objectives of the department and each center according to their quarterly planning, compliance with the road map, protocols application.
Generate monitoring, exchange and advice spaces with the coordination of each center with a weekly, and instances of face -to -face meeting in each center, often monthly.
Maintain close contact and fluid communication with the equipment of the reference centers.
Participate in instances of coordination to the internal of the department of centers and with the coordination of this.
Accompany the device technical advice instances think of practice, as well as the training instances that are facilitated from the program.
Relieve demands and identify training needs and carry out the necessary coordination to ensure its proper implementation.
Accompany the quarterly planning of each reference center.If necessary, perform the relevant suggestions.
Accompany the planning of the prevention and promotion activities that are carried out in each reference center, contemplating the methodological cards prepared by each team.If necessary, perform the relevant suggestions.
Ensure that the thematic axes contemplated in the programmatic document are duly included in the different lines of action of the center, otherwise, generate the corresponding coordination to strengthen the tools of the technical team through specific formations and/or sensitizations.
Promote the self -care of the technical team of each center, providing support for the management of tensions and promoting a healthy and collaborative work environment.
Collect supplies and prepare documents and reports that are requested from the coordination of centers or the general coordination of the program.
Keep updated unified database, report of activities of the reference centers.
Expected products:
Monthly progress reports approved by INJU.
Annual results report approved by INJU and UNICEF.
Consulting fees:
The fees to pay amount to $ 107,701 + VAT per month for any concept, for an estimated time dedication of 40 hours per week.This amount is in force to January 2025 and will be adjusted in line with the adjustments of the salaries of authorities and MIDE officials in case of corresponding.

GENERAL CONDITION OF THE CONTRACT:
Duration: 7 months from the date of hiring.
Estimated start date: June 2025.
The working days will be held mostly in person at the INJU headquarters (Avda. July 18, 1865), and participation in external meetings and/or/or at the UNICEF headquarters, as well as visits to territory.Time flexibility and availability to travel to other departments must be available.
The contractual linkage will be carried out by means of a service contract with a single -person company or monotax.
Contract supervision:
The individual consultant will be supervised by the general coordination of the program neither silence nor taboo, and the director of the National Youth Institute in coordination with the Unicef Uruguay protection officer.
Required profile:
Those interested must have training and verifiable experience in the social area.
Education:Degree title in Social Sciences, Humanities, Psychology and Careers of Teacher Training and Social Education will be assessed;and courses or specializations related to the area of adolescents, youth, mental health, violence and youth participation.
Experience:Work experience in projects with adolescents and young people, experience in mental health, and experience in equipment support will be valued.
Communication skills:Good communication skills, fluid, oral and written Spanish management are required and English knowledge will be valued.
