In Algeria, this principle results in a constant commitment alongside the government to consolidate advances in maternal and child health, while reducing persistent inequalities.The country has experienced notable progress: between 1999 and 2019, maternal mortality dropped from 117.4 to 48.5 deaths per 100,000 living births.Neonatal mortality has also decreased, from 16 to 12 deaths per 1,000 living births between 2013 and 2019. However, these deaths represent even more than 70 % of total infant mortality, with higher rates in the northeast and southern regions (up to 24 deaths per 1,000 live births) and among the poorest populations.

At the same time, the complete vaccination coverage experienced a disturbing drop, from 83.1 % in 2013 to only 61 % in 2019, with marked differences: 31 % in the high plateau-center region and 47.4 % among the poorest quintile.These figures reflect challenges linked to the reluctance of certain parents, the ruptures of the supply chain and the governance of the vaccination program.

On the nutritional level, exclusive breastfeeding remains limited (28.7 % in 2019) and overweight affects 12.8 % of children under five-even reaching 15.4 % in the North Center and 15 % in the North West.In terms of early childhood development, 77 % of children aged 3 to 4 are on the right track to reach their full potential, but this rate drops to 38.2 % among those living with functional disability.Only 14 % of children from 36 to 59 months old are registered in kindergarten, despite the proven impact of preschool on development.

In parallel, Algeria modernizes its health system to better face demographic challenges, the aging of the population and the emerging health risks, while strengthening primary health and prevention services.This process is accompanied by digital investments, resilience and emergency preparation.

In this context, UNICEF supports the implementation of the national plan for the accelerated reduction in neonatal and maternal mortality, alignment with the ODD 2 and 3, through the 2023–2027 cooperation framework.He also intervenes in the Sahrawi refugee camps in Tindouf, where children have lived for fifty years confronted with chronic humanitarian conditions.

The intervention axes include: strengthening the extended vaccination program, improving school health services, mental health promotion, elimination of HIV-child transmission, the development of robust health information systems and the training of health professionals.In nutrition, emphasis is on support for exclusive breastfeeding and the mobilization of families, civil society and the private sector around healthy eating habits.

These efforts aim to build a fair, modern and resilient health system, capable of meeting the evolutionary needs of all children, especially the most vulnerable.

The specific context of the position

Under the supervision of the Health & Nutrition specialist, the Officer Health & Nutrition will provide technical assistance and professional support to all stages of the programmatic cycle, from planning and implementation to the monitoring, evaluation and capitalization of results.He/she will actively contribute to the execution of the action plan in coordination with the Ministry of Health, the National Health Security Agency (ANSS), the National Institute of Public Health (INSP), United Nations agencies, civil society and other partners.

His interventions will cover the following areas: vaccination, school health, mental health, infant nutrition, prevention of HIV-child transmission, health information systems and capacity building.He/She will also ensure the production of advancement reports, data analysis, knowledge sharing and technical advocacy related to the objectives of the Unicef ​​Health & Nutrition program.
