NATIONAL INDIVIDUAL CONSULTANT PROCUREMENT NOTICE
Country: Cabo Verde
Description of the Assignment:Individual Consulting specializing in Cape Verde’s institutional capacity reinforcement in the area of climate change
Period of assignment/services: 70 days
Work
– Exhaustive review of existing strategies, policies and legislation related to the creation of the National Secretariat of Climate Action and other relevant institutions, in order to formulate recommendations on institutional provisions to support effective climate action in support of the nationally determined contributions (NDC) and the National Adaptation Plan (PNA).
– Analyze buying the institutional framework of climate change in other countries, particularly SIDS, that can be used as a reference and adapted to the context of Cape Verde
– Coordination and narrow involvement with relevant stakeholders, including, among others, the Ministry of Agriculture and Environment, the Ministry of Energy, the Ministry of Finance and the Luxdev and other partners with a view to collecting subsidies for the preparation of the script.
– Analysis of gaps in climate action, especially the financing of actions related to climate change, in order to take concrete steps to long -term interventions, capable of capitalizing existing opportunities.
– Development of a clear and comprehensive script to establish and strengthen the National Secretariat of Climate Action.
– Validation of the script through a consultative process with the relevant stakeholders.
– Evaluate the organizational structure of SNAC and the qualifications and experience of its technical team,
