Introduction

Niger, a vast arid state located in the heart of the Sahel, is considered by the United Nations as one of the least developed countries in the world.In 2023, the value of the Human Development Index (HDI) of Niger was 0.4, by placing the country in 189th among 191 states and territories.Since its independence, in 1960, Niger has been the victim of a general political instability and afflicted by a security crisis in border areas with Nigeria, Burkina Faso and Mali, characterized by the presence of armed groups and attacks that have not spared the civilian population.In addition to the security crisis, the country has faced a health (COVV-9) and climate crisis, which have hampered its economic growth, especially due to the fluctuations in agricultural production due to rainfall deficits.The Nigerian economy is indeed little diverse and depends mainly on the primary sector (40% of GDP) and is therefore particularly vulnerable to climate change.

Niger is a country with a pastoral vocation.A large part of the primary sector, whose Nigerian economy rests, is based on the valuation of farming products.In 2020, the national livestock was estimated at more than 45 million heads, all species combined, just over 13 million tropical cattle units (UBT), for a total value of more than 3,000 billion FCFA.
For decades, Niger has been recognized worldwide as a producer and exporter of leathers and skins.The majority of these raw leathers are exported to Nigeria via a highly organized network of collectors frequently funded by Nigerian tanneries, while the rest is tanned in Niger.These tanned leathers are used for art crafts (sandal sole) and the making of usual or cultural products.Until now, only the smallest and caprine skins are tanned in Niger.
However, the leathers and skins sector is faced with difficulties related to the homogeneity and the quality of the raw and tanned skin which threaten the competitive advantage of Niger and the competitiveness of the products of the sector on the outdoor markets.Indeed, the reputation of the producer and exporter country of leathers and skins is rather linked to the past, and the quality of the tanned skin and the quality of the products which allows high added value, is not sufficiently valued.

In this context, the International Labor Organization (ILO) will implement a project financed by the Italian Agency for Development Cooperation (AICS) entitled “Reception – Strengthening skills and market access in the Signe and Logs sector in Niger”.This project extends over two and a half years (30 months) and aims to promote the best opportunities for professional integration and improvement of income from the actors in the leather and skins sector in Niger.The project will work in the Niamey region.

The project will apply the systemic ILO approach in value chain development, an approach also known as the market systems development approach (DSM) for decent work.This approach, which is applied in an increasing number of value chain development projects, seeks to create sustainable and large -scale “systemic” changes by based its actions on in -depth analyzes, by working in close cooperation with local actors, and by applying adaptive management methods (for more information, please consult the ILO Guide “Development of value channels at the service of decent work”).

Thus, in line with the DSM approach, the project’s intervention areas will be decided using market systems analyzes in the leather and skins, which will be carried out during the project starting phase (during the first three months).Certain areas of intervention identified during the project development phase are envisaged: the strengthening of the skills necessary to access employment, the profession of craftsman, support for self-employment;technical support for companies and cooperatives in the sector for the implementation of commercial strategies;Analysis of the infrastructure and equipment of the Center for Leather and Art in Niger (CMCAN), among others.

Supervision

The National Expert/E, in Fillière Leather and Skin will work under the general responsibility and the direct supervision of the National Coordinator of the Project (CNP).
He/She will also benefit from the technical support and advice of the team for decent work (BP/ETD) of the ILO Pays de l’Oli office in Dakar, in particular with the main specialist in business development and job creation, and the team specializing in the development of value chains/development systems in the unit of small and medium -sized enterprises (at ILO headquarters in Geneva).

Functions and responsibilities

The post holder will be responsible for developing and implementing the project portfolio of the project focused on the development of the leather and skin value chain.
More specifically, under the supervision and CNP management with the specialist in sustainable business development and job creation, the National Expert/E Fillière Leather and Skin will have to:

1. Provide technical support for planning, implementation, and monitoring and evaluation of project sectoral interventions on the leather and skin value chain in accordance with the approach to the development of market systems (DSM) and the project strategy, and in accordance with ILO’s policies and guidelines for programming.
2. Collaborate with the DSM team of the ILO headquarters for the application of the DSM approach and the achievement of the start -up phase objectives.This includes in particular the carrying out of additional studies aimed at deepening the initial analysis of the market and skins market systems, as well as a detailed analysis of the main transversal services (in particular financial services, and technical support to businesses) relevant to the leather and skin sector.
3. Establish and coordinate relations with actors in the private sector, public and the social partners of the ILO active in the leather and skins sector and other sectors of support relevant to this sector as part of the activities of the project.

4. Facilitate the organization of workshops, training and events and provide technical advice for the adaptation of ILO training equipment to the local context and the project objectives.Talking on behalf of the project when he/she participates alone in these events.

5. Provide technical advice for the preparation of periodic and ad hoc reports and case studies on the progress of the project and its results.

6. Ensure the taking into account and integration of transversal dimensions in the analyzes and activities of the project in connection with the leather and skins sector, particularly gender considerations, the impact on the environment and adaptation to climate change, as well as the dynamics of conflicts.

7. Ensure good visibility of the activities of the project and AICs, to support the design and organization of communication activities relating to the project and the intervention of the ILO in the development of market systems, development of values, and decent work.

8. Support the daily operations of the project, including support for the recruitment of external employees / project consultants and the management / supervision of their activities, with a view to ensuring high -quality deliverables within the time limits.

9. Coordinate the translation and adaptation of the main supports and training contents so that they are adapted to local languages ​​and context.

10. Be responsible for the management of knowledge of the fields of specified results, undertake relevant reports and enter the results (sensitive to gender and young people, if applicable) and develop regular communication media and updates for internal and external dissemination in collaboration with the CNP.

11. Participate in training on the market systems development approach and any other training if deemed necessary by the supervisor.

12. Pass any other task requested by the supervisor and the specialist.

Qualifications required

Formation

• First cycle university diploma in economics, management, entrepreneurship, international development, social sciences or in a related field.

Experience

• At least one year of professional experience in relevant areas such as the development of value chains, especially in the leather and skin sector, inclusive economic development, entrepreneurship or young people.
• Experience in gender integration into development activities for leather and skins or inclusive economic development will be considered an August.

LANGUAGES

• Excellent mastery of French.A mastery of English is considered a plus.

SKILLS

• Knowledge in the field of crafts in Niger, and preferably the leather and skins sector.
• Strong sensitivity to gender issues and commitment to advance gender equality and the economic inclusion of women through project interventions.
• Knowledge of questions related to employment and/or decent work.
• Good research and analysis skills.
• Good ability to design and direct interventions with public and private partners as well as identify, analyze and adapt appropriately to the problems that may arise when implementing.
