Mission and objectives

The United Nations World Food Program (PAM) is the largest humanitarian agency that fights against world hunger.PAM provides solutions in the fight to end hunger and acute malnutrition.He strives to reach the most deprived first, people suffering the most food insecurity and unhappy people.The double mandate of the WFP allows it to have development objectives in its humanitarian responses, and to align the interventions of early recovery and development accordingly.Thanks to this double mandate, the experience of WFP in humanitarian and development contexts has enabled it to establish unique forces and capacities to strengthen resilience in food and nutrition security, especially in prolonged crisis contexts.

Context

As part of our operational needs and in order to optimize purchase management within the framework of cost sharing agreements, we would like to recruit purchase specialist (VNU-international) to support the activities of PAM and FNUAP.

Task Description

Under the direct supervision of the Pays Director of UNFPA and the Deputy Director of PAM, the United Nations will undertake the following tasks: · Contribute to the development of plans and purchasing processes by ensuring that they are in accordance with broader purchasing policies and standards for the two agencies.Support the strategic selection of suppliers, including identification of potential suppliers, market research and analysis.· Support or manage supply programs and operational activities (e.g., launching tenders, assessing offers and negotiating/assigning contracts), following standard processes to contribute to the success of the supply of food and non -food products.· Contribute to the achievement of supplier performance assessments to assess their capacity and reliability.· Follow and analyze data to provide processes improvement recommendations.· Gather data and contribute to the preparation of specific and timely reports on purchasing activities, in order to contribute to a global vision for the two agencies which allows informed decision -making and consistency of the information presented to the stakeholders, leading to the optimization of performance.· Gather information and write appropriate responses to recommendations to support audit for supply activities and ensure compliance with the rules of conformity.· Work in close collaboration with internal counterparts and external partners, including suppliers, superintendents, businesses, etc., to align supply activities on wider programs and ensure a coherent approach to meet food aid needs.· Promote ethical and transparent supply practices, guaranteeing the commitment of the two agencies to integrity and responsibility.· Support staff training for the two agencies to adopt a strategic and proactive approach to the purchase of food and non -food products and services, for example by designing and examining training supports.· Guide and supervise more experienced staff, acting as a reference point and supporting them with more complex analyzes and requests.· Follow standard preparation practices for emergency situations to ensure that the two agencies are able to intervene quickly and deploy necessary food and goods and services in the affected areas from the start of the crisis.· Other, if necessary.
