International Organization for Migration is hiring a Consulting Assistant for Labor Insertion and Institutional Outreach .

2. Context:

The International Organization for Migration (IIM), a mission in Peru, accompanies the Peruvian State, for more than a decade, in its initiatives to promote a safe, orderly and regular migration with protection of the most vulnerable people.Peru has a national immigration policy that has considered principles, objectives and guidelines of the governance framework on migration, approved by the IME Member States in 2015. In this way, it recognizes the international regulations of Human Rights and places the welfare and social inclusion of migrants in the center of attention.

Since 2016, the mixed migratory flow of Venezuelan citizens to the Peruvian territory began.According to the Integencial Coordination Platform for refugees and migrants (R4V), it is estimated that there will be around 1.72 million Venezuelan refugees and migrants residing in Peru at the end of 2024. According to the study: “Venezuelan migrants and refugees in Peru: the impact of the Covid19 crisis” published in 2020 by the World Bank, for the effect of the Pandemicdrastically, significantly affecting the Venezuelan refugee and migrant population.This considering its vulnerability characteristics, negatively impacting its conditions in the labor market and access to services.

Deepening the employment variable, the study mentions that Venezuelan refugees and migrants are in jobs with more precarious conditions, due to high labor informality and their concentration in small businesses, in addition to generating lower income than their Peruvian peers.Consequently, the income -based poverty index (defined as the insufficiency of monetary resources to acquire a socially socially acceptable consumption basket) 1 among this specific population would have increased from 18 to 59 percent, given that its income depends more on labor income.

In that sense, it is important to consider relevant factors and inclusive mechanisms that promote the integration of Venezuelan refugees and migrants to the country and the reception population.Employment is a key factor in this context and allows low -income households to overcome poverty, and that the expansion of productive and decent employment is a way towards the growth and diversification of economies, in addition to linking people with society and the economy in which they live.The International Labor Organization (ILO) mentions that access to safe, productive and remunerated work – a paid or on their own – is essential for the self -esteem of people and families, which affirms their feeling of belonging to a community, and allows them to make a productive contribution to the country.

According to the latest occupational demand survey in Tumbes (Edo 2024), in 2024, a total of 448 workers would be sued to occupy new jobs, of which 79.0% would be personal to occupy positions of a temporary nature, while the remaining 21.0% would be to cover permanent positions, whose work is developed continuously because they are inherent in the production of companies.

According to the ENPOVE 2022, the absence of labor contracts between the Venezuelan refugee and migrant population occupied.19.2% of the occupied PEA have some type of contract at work.This represents an increase of 7.7 percentage points compared to the results obtained in 2018, the year in which the proportion of the PEA occupied with some type of contract amounted to 11.5%.

In that sense, the IOM Peru as part of the activities aimed at promoting the integration of Venezuelan migrant population and to make visible the relationship between migration and sustainable development, with the support of the Korean Agency for International Cooperation (KOICA), the project “Support for the integration of Venezuelan refugees and migrants in Peruvian community of reception through socio -economic interventions” is implemented, which contemplates between its activitiesAccess to the formal labor market of Venezuelan refugees and migrants and reception community.

3. IOM project or IOM department to which the consultant provides services:

The place to develop the consulting will be in person in the city of Tumbes, under the coordination of the head of the Tumbes Office of the International Organization for Migration (IIM -PERÚ).
The honorary for any concept (fees, taxes or others) that will pay the consultant (a) for the activities to be stipulated is for a total amount of S/ 16,500 (sixteen thousand five hundred 00/100 soles) at full cost.The consultant must have its technological tool (laptop) and functional telephone for the use of consulting, the IOM will not provide technological equipment.You must also contemplate your mobilizations to the intervention areas.

4. Category Consultants “A”: Activities

The “A” category consulting must be executed within ninety (90) calendar days of the signing of the contract.

Tasks to perform within the framework of this contract:

• The consultant must support the area of ​​economic and social inclusion in the development of 2 Mypes meetings in the Tumbes region;for the promotion of labor integration in the region.

• The consultant must support the area of ​​economic and social inclusion in the establishment of 4 alliances with government counterparts, local governments and the private sector to promote the benefits of socioeconomic inclusion of refugees and migrants in the Tumbes region.

• Identify relevant employment opportunities for program participants integrating talents.

• The consultant must support 3 company from the productive sectors in the Tumbes region, and accompany in 6 meetings to achieve the labor insertion of the Venezuelan migrant population and reception population.

• Perform the physical/virtual record (this model will be delivered by the IOM team, as well as the registration in the IOM registration program. (The person will be trained for the use of this tool), the considerations that must be taken regarding the technological equipment are in Annex 1.

• Provide personalized assistance and guidance to migrants attending the point of assistance and guidance (PAO) on access to employment services and access to state services.

• Record the detailed information of the beneficiaries in the care monitoring matrices developed for the PaO strategy.

• In addition to providing attention in community activities organized by the IOM for the migrant population and reception community in the various locations in the Tumbes region providing information on access to employment services and access to state services.

• Create a folder of photographs of the activities carried out in the consulting.

• Other tasks assigned by the direct supervisor.

5. Performance indicators for the evaluation of the results:

5.1.Punctual Activity Report: The consultant (a) punctuality in the delivery of documents and reports in the framework of the consulting is expected.
5.2.Product quality and, documents and designs: Documents, designs, and other products that will be prepared within this consulting are expected to have quality criteria, respecting the national regulations and the specifications indicated by the Coordinator of the Unit.
5.3.UIM approach transversalization: the products that contemplate the protection, gender, and inclusion of the refugee population, migrant and reception population are expected.

6. Required experience and capabilities

a) Studies in economics, law, business or related administration.
b) Specific experience of three (03) years in public or private entities or NGOs, in the subject of labor insertion and economic inclusion.
c) Experience in working with migrant population and vulnerable population in Peru.
d) Experience working issues on labor insertion, human rights, protection and access to state services and prevention of xenophobia.
e) It will be highly valued experience in migration, human rights and work in technical assistance to local governments.
f) Ability to work and adapt professionally and effectively in a challenging environment including environmental difficulties.
g) solid computer knowledge, including advanced management of several applications of Microsoft Office (Excel, Word, etc.) as well as email/internet;Familiarity with database management and office technological equipment.

7. Paid schedule

The honorary for any concept (fees, taxes and any other expense) that will pay the consultant for the activities stipulated in the terms of reference is for an amount S/ 16,500 (sixteen thousand five hundred 00/100 soles).Payable according to the schedule detailed below and the payment program described in Annex A of this document:
