Work scope
Under the direct guidance and supervision of the UNDP Procurement Management, the acquisition associates, directs the execution of the assigned projects/s services, guaranteeing its effectiveness, transparency and integrity.
The acquisition associate works in close collaboration with the Procurement Unit team, the Equipment of Operations, Programs and Projects of the Office in the country and with the staff of the UNDP headquarters to solve complex issues related to the acquisitions and the supply of information.
UNDP adopts a portfolio approach to accommodate the changing business needs and take advantage of links between interventions to achieve their strategic objectives.Therefore, UNDP staff is expected to work in all units, functions, equipment and projects in multidisciplinary teams in order to improve and allow horizontal collaboration.
Among the main functions and activities that the AA will carry out and/or support, according to the ranges of responsibility, are:
3.1 Manage and support the application of innovative and sustainable contracting strategies and policies that conform to the principles of equity, integrity and transparency to achieve the best value for money.
Guarantee the full conformity of acquisition activities with the rules, regulations, policies and strategic priorities of UNDP through the application of effective internal controls and the correct functioning of the client -oriented information management system.
Prepare/establish internal standardized operational procedures regarding acquisitions, plan the business acquisition processes of the CO and help manage workflows in the acquisition unit in coordination with the supervisor.
Carry out investigations to contribute to the formulation and application of the office contracting strategy in the country, which includes bidding and evaluation processes, contract management and contractor, legal considerations and payment conditions;and strategic hiring, which includes the supply strategy, selection and evaluation of suppliers, quality management and cost reduction strategies.
3.2 Organize the processes of acquisition of the CO, project/s and collaborate with other SNU agencies in coordination with the supervisor.
Consolidate the acquisition plans for the office and the projects, and supervise its application for the office and the projects of the country.
Organize the acquisition processes, including the preparation and realization of the RFQ, ITB or RFP, the reception of budgets, offers or proposals, their evaluation, the negotiation of certain conditions of the contracts in full compliance with the rules and regulations of the UNDP.
Prepare purchase orders and contracts inside and outside Quantum, as appropriate, prepare recurring purchase orders for the hiring of services, create suppliers in Quantum.Buyers profile in Quantum.
Apply the internal control system that guarantees that purchase orders are properly prepared and sent.Appropriate corrective actions in orders with budget check errors and other problems.
3.3 Ensure the application of the contracting strategy and electronic contracting tools, focusing on achieving the following results:
Prepare and update supplier lists, application of the selection and evaluation of suppliers.
3.4 Ensure the organization of logistics services focusing on achieving the following results, when applying:
Organize trips, including the purchase of tickets, the DSA calculation, the preparation of orders, the shipping organization, the maintenance of vehicles and the conferences organization.
Timely realization of diets, travel agencies, vehicle maintenance, hotels and conferences facilities.
3.5 Ensure the facilitation of the creation and exchange of knowledge in the implementing unit, focusing on achieving the following results:
Organize training courses on acquisitions for staff/s personnel.
Synthesis of the lessons learned and of the best practices in matches.
Solid contributions to knowledge networks and practice communities.
3.6 The holder performs other functions within its functional profile that are considered necessary for the efficient operation of/L and the organization.
Institutional Agreement
The Procurement Unit (UA) is a service area within the Operations Unit.The AA will work under the supervision of the UA manager.

Required skills and experience
Education
Secondary Education Title (Media/Diversified Level) is a requirement.
University studies (degree or engineering level) in business administration, international relations, industrial engineering, or related areas, may be considered favorably, but are not a requirement.
The level 3 of Cips is very desirable for this position and the candidates who have this level at the time of the application will have a clear advantage.If the desired certification is not available at the time of hiring, it must be obtained within one year from the hiring.The candidates who have a CIP certification of any lower level at the time of the application will have a proportional advantage.
Relevant work experience
Minimum seven (7) years (with secondary education) or four (4) years (with a degree or engineering title) of relevant experience in the administrative area at national or international level.
At least three (3) years of relevant experience in acquisitions of goods and services in international organizations and/or the public sector.
Experience in the use of computers, software packages (MS Word, Excel, among others) and knowledge of automated acquisition systems
Experience in web -based management systems management.(Highly desirable in the ERP system).
Desirable skills and competences
Knowledge of monitoring and evaluation tools.
Knowledge and experience in project management that require strict compliance with procedures.
Knowledge and experience in the management of automated tools for the management of procurement and electronic offers by applying UNDP’s standards and acquisition regulations.
Experience in acquisitions that contain complex and high value requirements, in any of the following areas: civil works/construction projects, information/communication technology, complex services or participation in civil society, will be an advantage.
Languages
Fluency in Spanish is required.
English language: intermediate.
