Mission and objectives

ACNUR protects people forced to flee their homes and stateless people.To do this, it provides vital assistance in emergency situations, safeguards fundamental human rights and helps displaced people to find a sure place they can call home.Year per year, millions of people – women, men, girls and boys – are forced to leave their homes to escape conflicts and persecutions.ACNUR, the UN Agency for refugees, always supports them and accompanies them, since a crisis explodes to the months – even years – that remain displaced from their homes.ACNUR provides vital assistance and protection in emergency situations;advocates better asylum systems and laws so that displaced persons can access their rights;and helps them return home in safe conditions, or to build a future in another country.It also strives to ensure that stateless people obtain nationality, which allows them to have access to fundamental rights, such as education and medical care.

Context

Colombia is the country most affected by the flow of more than 7.7 million Venezuelan refugees and migrants, and hosts almost 2.8 million Venezuelans, most of them in the process of regularization.In addition, and despite the 2016 Peace Agreement, armed conflict and violence continue to uproot Colombians (more than 1.2 million people displaced by internal conflict since 2016) and, in a growing and worrying trend, also Venezuelans and other nationalities.Afro -Colombians and indigenous peoples continue to be disproportionately affected by mass displacements and confinements, particularly on the Pacific coast.ACNUR and its partners work to strengthen preventive actions, as well as to respond to emergencies, providing protection and solutions to people with and for whom ACNUR works.More than 2.4 million Venezuelans living in Colombia have registered to benefit from the temporal protection status (TPS), issued by the Colombian government in February 2021. The TPS offers a 10 -year protection status and access to a wide range of rights, including medical attention, education, formal employment and financial inclusion.More than 1.8 million permits have been delivered;However, there are still challenges in terms of access to rights and services.Xenophobia against Venezuelans persists, since the misinformation and perception that Venezuelans will take away labor opportunities from Colombians feed general discontent.ACNUR supports the implementation of the TPS and believes that it is a promising way to address the vulnerable situation of Venezuelan refugees and migrants and continues to work to achieve lasting solutions.The mixed movements of refugees and migrants continue to increase in the region, including more than 520,000 that will travel through the Darien plug in 2023. Task Description

Within the framework of the delegated authority and under the supervision of the associate of lasting solutions and/or its designated representative (a), the UN volunteer will carry out the following tasks: • Support in the update and implementation of the subregional strategy of lasting solutions in the northwest of Colombia (Antioquia, Chocó, Coffee Axis and Córdoba) with emphasis on socio -economic actionsand cultural, especially in education, lands and solutions for internally displaced persons, ensuring compliance with the minimum programming criteria according to the protection framework and solutions of the operation.• Provide technical accompaniment to partners, in the monitoring and evaluation of lasting solutions projects led by the Durable Solutions Unit, seeking a sub -regional approach design that includes the context and needs of the offices of the region (Sub Office (SO) -Medellín, Field Office (FO) -Apartadó, Fo -Quibdó and Field Unit (FU)Monitoring of agreements and letters of understanding in the framework of strategic alliances with public, private actors, academy and civil society, etc.Additionally, support the articulation to achieve new strategic alliances for the issues of lasting solutions.• Support productive dialogues with key actors around solutions for internally displaced persons, promoting an approach that includes the whole society, including academia, the private sector, and development entities.• Provide technical and thematic support in the consolidation and management of indicators/information related to the specific objectives and results of tertiary education, land and cultural inclusion, with special emphasis on internally displaced persons, victims of the armed conflict.• Technically contribute to the design and development of participatory diagnoses and focal groups with age, gender and diversity approach, for the identification and analysis of opportunities to promote solution strategies for internally displaced persons.• Strengthen the articulation with SENA, National State Learning Service, seeking to expand the articulation in all regions of the sub-efficine with respect to technical and complementary training programs for access to employment and services of the Public Employment Service.• Support in the organization, logistics, communication, implementation and monitoring of awareness and approach activities to the private and financial sector, carried out by UNHCR in everything related to promoting non -discrimination towards the victim and refugee population.• Provide support to the Durable Solutions Unit in the identification of barriers to the access of effective solutions (income, education, land, housing and social cohesion, among others) of the population with and for which ACNUR works.• Process documentation to ensure that people of interest receive the documents and monitoring necessary for the search for their lasting solutions in a timely manner.• Analyze statistics, trends and other documents, and write relevant reports within the framework of lasting solutions.• Serve as a relevant UNHCR units, to guarantee the “solutions from the beginning” approach in the multifunctional team.• Attend meetings, working groups and coordination instances (forums, technical tables) prioritized by the SO, both at the institutional and interagencial level, relevant and focused on strengthening the lasting solutions for people with and for which ACNUR works.• SUPPORT IN INCNUR INTERNAL REGISTRATION ACTIVITIES (Prims, Progres, Shared Folders, etc.) and in the implementation of the CBI Program (Community Based Protection) for supporting media and economic inclusion media programs.• Provide general support for the development of the unit’s work, including assistance in the organization of meetings, workshops and work sessions and administrative tasks.• Perform other related tasks, as required.

Medellín is a Colombian city, it is the second largest city in Colombia, after Bogotá, and the capital of the department of Antioquia.It is located in “The Aburrá Valley”, a central region of the Andes mountain range in South America.Medellín has a population of 2,508,452 inhabitants.The city of Medellín is often known as the “city of eternal spring.”In English, this could be translated as “City of Eternal Spring” and is a reference to the almost perfect spring climate.Daily temperatures vary from a minimum of approximately 16 ° C (63 ° F) to a maximum of 28 ° C (82 ° F).On a typical sunny day, the temperature can be a couple of higher degrees and on a cloud or rainy day the temperature can be lower degrees.As it leads through the valley that surrounds Medellín, the weather is remarkably cooler and a light jacket can be adequate medical services in the main cities (private clinics and hospitals) are available.Some clinics request an initial payment before entering a patient, even in emergency situations.Visitors must take medical precautions and seek advice before traveling.Rural areas continue to be affected by the activities of illegal armed groups (ELN, and recently emerging armed groups) and the clashes between them and the armed force of Colombia.Each UN agency is responsible for allowing their respective officials to attend the security induction conference.For all visitors and staff members recently it is mandatory to hold security courses.The contract lasts for the period indicated above, with the possibility of extensions subject to the availability of financing, operational need and satisfactory performance.However, the renewal of the allocation is not planned.The corresponding subsistence subsidy (in English, Volunteer Living Allowance or VLA) to COP $ 4’607.933, is provided monthly to cover housing, services, ordinary subsistence expenses.Life, health and permanent disability insurance, as well as final repatriation (if applicable) are included.This allocation requires complete availability and exclusivity with the United Nations system.As it is a national UN volunteer allocation, the UN volunteer will be responsible for seeking its own home and others essential for subsistence.National UN volunteers are part of the Damage Insurance Plan intentionally.
