Norwegian Refugee Council is hiring a Monitoring, Evaluation and Learning Assistant Panamá to

The purpose of the position is to support programs personnel in the correct implementation of the monitoring, evaluation, accountability and learning processes (Meal) according to the general strategy of the NRC operation and the correct implementation of the projects executed in the Panama Office.

General responsibilities:

Ensure adherence to the policies, tools, manuals and NRC guides that correspond to their functions.
Support with the implementation of the projects according to the defined action plan.
Implement procedures and activities established by the Meal Unit as delegated.
Responsible for the organization and execution of the tasks in accordance with the priorities and standards assigned.
Develop and maintain knowledge of the work specialization area in which it provides assistance and support, in order to be more effective in supporting the team.
Show initiative in solving everyday problems in accordance with agreed procedures, priorities and standards for the work area.
Prepare and develop required state reports
Ensure the proper file of the documents
Promote and share ideas to strengthen the functions of your role.

Specific responsibilities

Provide support to monitoring activities in execution in the area/office in accordance with the guidelines of the PCM Project Management Cycle and the minimum Meal Standards and Safe and Inclusive Programming PSI.
Support information management on the population served by the area/office in accordance with the characterization and delivery parameters established by the Meal Unit.
Provide assistance in the consolidation of information establishing clear and reliable supplies for needs evaluations, programmatic reports and project monitoring meetings.
Facilitate routines that guarantee compliance in the delivery and quality of the data on the population addressed and the GORS indicators report, in accordance with the guidelines established by NRC and donors.
Support in the application and systematization of surveys, interviews, focal groups and other tools for measuring the outcome indicators of the area/office projects.
Support the update and consolidation of the relevant digital archives of the project/office projects and other documents required for accountability to beneficiaries, implementing partners and/or donors.
Act as a focal point for the reception of complaints, feedback and information requests through the digital channels implemented by the NRC Community Feedback mechanism (CFM)
Other tasks assigned by the supervisor that are clearly related to the objective of the position and assigned projects.

Professional competences

These are the skills, knowledge and experiences that are important for effective performance:

General Professional Competencies:

Professional or student of the last semesters in social, economic, administrative, engineering or related careers with project management and information analysis.
Some work experience or internship in an international NGO, preferably in the development of Mel systems and capacity.
Knowledge of the current principles and approaches of monitoring and evaluation in development and emergency programs, using both quantitative and qualitative methods.
Domain of the Spanish language (speaking, reading, writing)
Analytical and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
Good level of competition in Windows Excel and quantitative analysis
Knowledge of tools for collection, management and presentation of information

Specific skills, knowledge and context experience:

Understanding data and information needs for programs and decision making.
Good communication and interpersonal skills
Organizational and teamwork skills
The knowledge of NGO’s operations and the dynamics of the humanitarian sector is a plus
Proven presentation, training and facilitation skills
The ability to communicate in English in writing is highly valued.
