Project Context and Scope
Established in 1951, IOM, the UN Migration Agency, works closely with governmental, intergovernmental and non-governmental partners. IOM established its office in Kazakhstan in 1997. Since then, the Organization has been promoting humane and orderly migration for the benefits of all, providing services and advice to the government as well as to migrants. As the Country Office with Coordinating Functions for Central Asia, the IOM mission in Kazakhstan helps to address specific sub-regional migration issues and emerging trends in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, establishing priorities for project development in the country offices in the context of sub-regional strategies, policies and consultative processes.
The regional project “Improving Migration Governance and Access to Services for Displaced Afghans in Pakistan and Central Asia” funded by Canadian Ministry of Immigration, Refugees and Citizenship Canada (IRCC) focuses on supporting regional institutions and communities to address immediate protection and humanitarian needs of Afghan nationals and local communities, mitigate the mid-term impact of the crisis on societies in the region, and support recovery and resilience for longer-term sustainable development.
IOM will conduct a gender analysis aims to support national stakeholders to regulate service provision in areas such as protection, health, education, employment, and entrepreneurship for migrants in all their diversity. From the analysis findings, IOM will provide recommendations on how services for migrants can be more gender-inclusive and socially cohesive. This will in part serve to build the capacity of the government to conduct a gender analysis as well as align with the National Gender Equality Plan and provide a foundation for further strengthening the government capacity to make services more inclusive.
These analysis will contribute to the project activityKZ.3.2.4. Conduct a gender analysis of all relevant regulations governing the national migration process, including the National Migration Concept.

Tangible and measurable outputsof the work assignment:
The primary objective of this assignment is to conduct a comprehensivegender analysisof theNational Migration Conceptand all otherrelevant migration regulations and policiesto assess their responsiveness to gender dynamics and inequalities in the migration process.
Specific objectives:
Identify and assess the gender dimensions embedded within the national migration legal and policy framework.
Determine the extent to which the current migration policies and strategies are aligned with international and national gender equality commitments.
Develop recommendations to enhance gender responsiveness in migration governance.
Scope of Work
The consultant/team will undertake the following tasks:
Desk Review:
Review the National Migration Concept and all related laws, policies, regulations, and administrative procedures governing migration.
Analyze national gender equality laws and frameworks relevant to migration (e.g., labor laws, anti-discrimination laws, national gender strategy).
Identify international instruments ratified by the country (CEDAW, ILO Conventions, Global Compact for Migration, etc.) relevant to gender and migration.
Gender Analysis:
Apply a gender analysis framework to evaluate how migration policies affect individuals of different genders.
Identify any gender biases, gaps, or unintended consequences in migration policy design or implementation.
Analyze how issues such as access to documentation, labor market integration, protection from exploitation, family reunification, and access to services are addressed for different genders.
Stakeholder Consultations:
Engage with key stakeholders including government ministries, civil society organizations, women’s rights groups, migrant associations, and international agencies.
Gather qualitative inputs on gender-specific challenges and opportunities within the migration process.
Reporting:
Prepare a draft and final report with findings, analysis, and recommendations.
Include a gender action plan or roadmap for integrating gender into migration governance.
Inception Report with methodology and workplan –1stdeliverable submission no later the end of July 2025;
Deliverables:
Legal review summary –2nddeliverable submission no later the end of September 2025;
Stakeholder consultation report and draft gender analysis report with preliminary recommendations–3d deliverable submission no later the end of January 2026;
Final gender analysis report incorporating feedback and Presentation of key findings to stakeholders –4thdeliverable submission no later the end of April 2026;
Deliverablesshould be paid upon reporting on executed tasks according schedule mentioned above and stipulated in consultancy contract B;

Education, Experience and/or skills required
Education
Master’s University degree in Migration studies, Political or Social Science, International Relations, Law, or a related field from an accredited academic institution with three years of relevant professional experience.
Bachelor’s University degree in the above fields with six years of relevant professional experience.
Experience
Experience in consultancy on human rights/ legal questions;
Experience in report writing.
Experience in liaison on human rights with government, UN, and NGO stakeholders.
Skills
