United Nations Development Programme is hiring a ICT Associate to

I. Organizational context

The United Nations Program for Development (UNDP) is the United Nations Global Development Network.He advocates change and connects countries to knowledge, experience and resources to help people build a better life.We are present in the field in 170 countries and territories, working with governments and populations on their own solutions to world and national development challenges to help empower lives and build resilient nations.

In Gabon, the UNDP has a strong imprint on questions of environmental protection and other related themes (green value chains and jobs, sustainable finance, etc.) in which current joint projects will be reinforced to better contribute to the “transition to the green and blue economy”.The UNDP is also recognized as an adviser to trust good governance, the first pillar of the UNSDCF.In addition, the country office will be based on its history in four signature solutions and a catalyst for the PNUD 2022-2025 strategic plan:

i) Environment: UNDP supports the preparation of the determined contribution at the national level (CDN) of Gabon and is a trusted partner for the implementation of the letter of intent between the Gabon government and the initiative for the forests of Central Africa (CAFI).It has led initiatives to strengthen the capacities of institutions responsible for forest conservation and optimization of land use, interventions that will be essential for a successful transition to a green and blue economy, the main pillar of the United Nations Development Fund for Forest Cooperation (UNSDCF).

ii) Governance: UNDP-GABON played a major role in this area by helping to strengthen the capacity for development management, fight against corruption and protection of human rights.

iii) Poverty and inequality: in collaboration with the United Nations Food and Agriculture Organization (UNFAO), the UNDP leads a pilot operation in two localities aimed at strengthening the capacities of vulnerable groups through entrepreneurship, training (productivity, conservation and processing of agriculture) and IV))Pilot, the UNDP develops, with other United Nations agencies, interventions aimed at increasing the participation and contribution of women.

v) Development financing: UNDP supports several studies (green taxation, green private investments, green public finances, etc. This experience will facilitate the implementation of co-creation platforms of an ecosystem favorable to the financing of the transition to a green economy in Gabon. The ICT unit allows the UNDP to connect effectively between its country office (BP) and all other sites such as projects, regional offices, external offices, as well as other United Nations partner agencies for solid execution of UNDP program and operations activities.

It is mainly the ICT unit which is entrusted with the following tasks:

• Supply of ICT support services to the PUDD country office and to all other programs, projects, regions and outdoor offices.

• Maintenance of hardware and software

• Support on the country’s digitization program and on information management, data security, etc.

• Cybersecurity support measures

• Support services concerning Q <computer and corporate applications, mainly MS 365 applications such as SharePoint Online

• ERP services

• Services MS Azure/Intune/AD

• IDAM services

• Provision of an internet connection

• Office extension with input and exit ease

• Centralized management/sharing/collaboration of documents

II.Post objective

Under the direction and direct supervision of the operations manager, the ICT partner provides ICT services, implements ICT systems and strategies, provides daily technical support to users of information management and technological infrastructure tools.The ICT partner promotes a customer -oriented approach.

The holder works in close collaboration with the Front Office, the management and commercial development support teams, the programs and operations of the Central Bureau and the IUF -based headquarters to solve complex problems related to ICT, collaborates with regional ICT specialists, ICT managers, ICT and other ICT staff.

The UNDP adopts a portfolio approach to adapt to the evolution of operational needs and take advantage of the links between interventions to achieve its strategic objectives.Consequently, UNDP staff are supposed to work in several units, functions, teams and projects within multidisciplinary teams in order to improve and allow horizontal collaboration.

III.Main functions and responsibilities

1. Ensure the implementation of ICT strategies and the introduction or implementation of

new technologies, focusing on obtaining the following results

In accordance with standards, directives and business management and technology procedures for the ICT ICT offices.
Contribution to the development of internal policies and procedures on the use of ICT.Development of internal standard operational procedures in ICT, in consultation with office management.

2. Ensures the effective operation of hardware and software software for country offices and

regional offices by focusing on the achievement of the following results:

Contribution to the proper functioning (installation, operation and maintenance) of all the material equipment of the UNDP and to the acquisition of hardware supplies.
Supply of the purchase plan and the replacement plan for ICT equipment
Execution of specific technical functions, including the replacement of electronic equipment components (discs, memories, network wiring, power sources, etc.
Supply of inputs for the development of new software / management software / software software for results with high impact (for example, office management system, electronic register, etc.) according to needs and aimed at improving the work of user work
Installation of commercial software and developed internally and related upgrades, anti -virus programs in time
Maintain an inventory and a stock of supplies and up -to -date spare parts in cooperation with the teams responsible for administration and purchases.
Holding an up -to -date inventory of software and hardware.
Update of a library of reference documents relating to ICT
Help in the preparation of meetings by preparing and configuring conference equipment in various places and operating the equipment during conferences and in key events.

3. Ensure the effective administration of networks, emphasizing obtaining the results

following:

Control the connection to the network daily to guarantee a stable and responsive environment.
Make sure that office computers and UNDP network resources are protected against malicious virus attacks and deploy countermeasures in the event of attacks.
Respond to user needs and questions about access to the network.
Implement procedures for safeguarding and restoring local discs based on the cloud.Install anti-virus programs in due course.Organization of off -site storage of backups.
Maintain the information settings for network customers and email up to date.

4. Help provide automation and scanning support for CO operations and programs, emphasizing the results

following:

Installation of commercial and developed software internally, as well as the corresponding updates.
Support for the development of new automation tools using platforms developed by the UNDP.
Participation in the development of reference terms (TOR) for software products and providing support for monitoring and evaluation to program teams during the development life cycle.
Support for the internal development of tools for the program and operations, if applicable.
Help to identify the possibilities and means of converting operational processes into web -based systems in order to solve efficiency problems (for example, office management system, donor software, knowledge management systems).

5. Ensures the facilitation of the strengthening of knowledge and the sharing of knowledge in the regional center and the country office by focusing on the achievement of the following results:

Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, providing information.
Organization of training for operations/projects on ICT issues.
Summary of learned lessons and best practices in ICT.

IV.Requirements:Education

Secondary education is required with formal training in IT systems, management software and/or web applications.CCNA, MSCA, MSCE and/or MCP certifications are an asset.
A university diploma in information technology, information management, telecommunications, IT or an equivalent field will be duly taken into account, but it is not an requirement.

Experience, Knowledge, and Skills

Minimum of 6 years (with secondary school diploma) or 3 years (with the license) relevant professional experience in administration and exploitation of networks, website design, supply of technical support for hardware/software or ERP Cloud, work with telecommunications facilities;And apply knowledge of database applications, web -based management systems and required cloud infrastructure solutions.
Experience in the use of Cloud/Web management systems required
The administration of software and networks, use of hardware/software, telecommunications installations, videoconferencing systems, use and support for office follow -up, mainly Microsoft 365 with Skype for Business, SharePoint, OneDrive, Teams, Yammer, Planner, Knowledge of databases are desirable.
Knowledge and experience of the administration of SharePoint Online and the development of automated process flow flows in Power Automate is desirable.
