United Nations Educational, Scientific and Cultural Organization is hiring a Consultoria Design Consultation for Strategy Implementation C1 Project Agustine El Salvador.

OVERVIEW OF THE FUNCTIONS OF THE POST

The United Nations Educational, Science and Culture Organization (UNESCO) promotes, through work with the region’s ministries, participation, coexistence, the culture of peace and the development of leaderships in educational communities, as strategies to prevent violence and build safe learning environments, within the framework of the ODS4 mandate and in particular of the goal 4.7.and the strengthening of education for world citizenship and education for sustainable development.UNESCO’s experience regarding education for world citizenship and sustainable development seeks to develop in people the knowledge, skills, values ​​and attitudes to learn to live together and build a more sustainable, fair and peaceful world.

In this perspective, and in line with goal 4.7, the Ministry of Education, Science and Technology of El Salvador (MINEDUCYT), has been developing a series of strategies that seek to strengthen the participation of students, through the organization of student councils and the National Student Council;It also seeks to strengthen citizen skills and skills of all students for coexistence, participation and conflict resolution through extended training space, articulated with the national curriculum;It also seeks to strengthen teachers’ skills and improve school management to generate a safe space for the participation of the entire educational community.

In order to strengthen these efforts, and thanks to the financing of the Delegation of the European Union in El Salvador, the UNESCO Regional Office for Central America, Colombia and Mexico, based in San José, works together with UNICEF and Expertise France for the implementation of the Agustine project – prevention of violence through education – that has the general objective: transform the lives of peoplesocial vulnerability to violence and crime.This is carried out from a strategy that attends the social and educational integration of young people in conflict with the law;the improvement of psychosocial care services to educational communities;The productive integration of young people and adolescents, and the increase in the participation of girls in inclusive school programs.

 

The Agustine project has drawn 4 great results, of which the first is to improve and diversify the offer of the educational system in terms of soft life skills, positive transformation of conflicts and citizen participation.To achieve this result, component 1 of the project has been structured which articulates actions aimed at the update of educational policy and the normative framework of school management, the authorization of spaces for participation and training to students to generate coexistence, participation, leadership, as well as teacher training to enliven the process of strengthening citizen skills and competences.

Component 1 of the Agustine Project in its first year of implementation, will take advantage of the training spaces to activate dynamics of consultation and participation that allow to update, adjust and renew the normative frameworks of participation, leadership, coexistence, among others, and to design in a participatory manner, particularly with the involvement of students, a national strategy for the development of skills and competences for coexistence, peace and the exercise of the citizeneducational centers.

Objective of the consulting for the design of consultations towards the formulation of the Strategy for Intervention and Development of Soft Skills in students of Component 1 of the Agustine Project for participation, leadership and student development

The main objective is to design and implement a participatory consultation process with the educational communities that allow to collect qualitative and quantitative supplies for the design of the strategy of implementation of component 1 of the Agustine Project, which seeks to develop and strengthen soft skills and citizen skills, leadership and student participation to improve the peaceful coexistence of educational communities.Inputs can additionally support the development of experience systematization processes, the evaluation of educational policy and institutional decision making.

It is sought that the consultation process be at all participatory, guaranteeing the inclusion, representativeness and cultural relevance.The consultation processes will have to be dynamic at all times, and participation will have to be encouraged through the development of recreational activities and with methodologies of artistic education, sports and educational innovation.

The consulting person will build together with a team of specialists in arts, sports and innovation the strategy of generating spaces for participation and consultation of component 1 of the project.

Consulting duration

Duration: 6 months (July – December 2025), with the possibility of pending renewal of the availability of resources and subject to performance evaluation.

Monthly payments will be made, 1 time per month during each month of the consulting.

PLACE

It can be developed remotely, and with the possibility of mobilization once or twice per month to El Salvador, depending on the needs of the project in terms of implementation activities.

PRODUCT

The contracted person must deliver monthly reports systematizing the activities carried out during the corresponding month.The product will serve to authorize monthly payment.

 

General description of the functions of the position

This position is associated with the UNESCO Regional Office for Central America, Colombia and Mexico based in San José, Costa Rica.The consulting person will be supervised by the person in charge of the sector in that office and the National Onesco officer in El Salvador who serves as project coordinator, in articulation with the National Office of UNICEF in El Salvador, who serves as a partner in the implementation of component 1 of the project.

Component 1 of the Agustine Project seeks to design a strategy for the implementation and development of soft and citizen skills that is based on a real and dynamic consultation with educational communities.It is based on the fact that the leadership and participation of students develop if there is a real participation of educational communities, so it is sought that the same strategy design is a space of genuine participation.

In particular, the consulting person will have the following functions:

Prepare and present the consulting plan.
Make a preliminary diagnosis on the key actors and existing participation channels.
Design participatory methodologies adapted to the different groups of the selected educational communities.
Identify experiences and practices that may be guiding for the design of a general proposal.
Develop consultation instruments for data collection.
Design and implement consultations with key actors for the elaboration of the strategy, including the National Student Participation Council, national and local authorities, teachers, school managers, etc.
Coordinate and facilitate participatory sessions with educational communities, students, teachers, families and managers.
Systematize the results and prepare a final report with recommendations for the formulation of an implementation strategy of component 1 of the Agustine project based on the promotion of student participation through arts, sports, technologies and innovation.
Technically accompany the development of actions in the territory to know the reality and challenges of implementation.
Prepare and review documents related to the Agustine and Educational Policy of MINEDUCYT, as necessary.
Participate in permanent planning, evaluation and design of actions.

REQUIRED QUALIFICATIONS

Education

Bachelor of Social Sciences, Anthropology, Education or related.
Master in Sociology, Education, Social or related sciences.
With training in diplomas, courses and others related to student participation, educational leadership, coexistence, culture of peace, youth and/or the prevention of violence.

Work experience

Have an understanding and theoretical and practical vision about the theme fields linked to this consulting.
Proven experience of 10 years in the design and implementation of participatory consultation processes and the elaboration of proposals for strategies, projects, programs, policies, among others, that use the inputs generated.
Verible experience of at least 5 years in project management implemented by non -governmental, government or other institutions that work in prevention of violence, participation, student leadership, youth, and culture of peace.
Experience in the construction of participatory methodologies with educational communities that use communication and information, arts, cultures and sports technologies, among other tools.
Have extensive knowledge of the local and regional educational context.

Culmination

Have excellent analytical, research and identification, systematization and experience analysis.
Have an understanding and theoretical and practical vision about the theme fields linked to this consulting.

Proven experience of 15 years or more in the design and implementation of participatory consultation processes and the elaboration of proposals for strategies, projects, programs, policies, among others, that use the generated inputs.
Verible experience of at least 10 years in project management implemented by non -governmental, government or other institutions that work in prevention of violence, participation, student leadership, youth, and peace culture.
Experience in the construction of participatory methodologies with educational communities that use communication and information, arts, cultures and sports technologies, among other tools.
Have extensive knowledge of the local and regional educational context.
Have previous experience of work with the MINEDUCYT or other government organizations in the design and implementation of consultation processes on issues related to this call.
