World Food Programme is hiring a Professional for the analysis and strengthening of local purchases of small producers within the framework of the School Food Program (PAE)
Organizational context:
Within the framework of the strengthening of the School Food Program (PAE), the World Food Program (PMA) seeksSelected. Strengthening of local purchases of small producers is a strategic tool to boost territorial economies, promote the inclusion of small producers and organizations of peasant, family and community agriculture (ACFC), and consolidate short marketing circuits, in line with the provisions of Law 2046 of 2020, Decree 248 of 2021, and the technical guidelines of the PAE.In this context, the support of a professional (a) that identifies, analyzes and systematizes key information on the current and potential participation of local producers in the provision of food for the PAE is required.The analysis will serve as an input for the elaboration, together with the PMA, of a report of recommendations aimed at strengthening the implementation of local public purchases within the framework of the program, with special emphasis on small producers.This report must also propose strategies to enhance the productive, organizational and commercial capacities of small producers and their organizations, and facilitate their access to financing and credit mechanisms, in order to improve their productivity, sustainability and effective access to institutional markets.
Objective of the contract
Contract a professional (a) that access the official national government systems related to public purchases (such as SECOP, SYIF, SIPAE or other sector platforms), collect, organize and analyze relevant information about local purchases linked to the PAE, identify small producers, cooperatives and local organizations that participate or could participate in such purchases, work together with local actors and governmentsThey serve as a basis for strengthening the articulation between PAE and local production.These products will include:

andtechnical diagnosison the current percentage of local purchases (including small producers) within the framework of the PAE, based on information documented by the UAPA,
a set ofPractical and regulatory recommendationsTo reduce the gap in the participation of local actors,
yStandard Operating Procedures (SOP)They serve as a guide to certified territorial entities (etc.) to incorporate and increase local purchases of small producers in their contractual processes.
The professional must deliver a joint report with the PMA containing the rigorous technical analysis and viable proposals to facilitate the access of small producers to institutional purchases, improve their capacity for supply and promote financing mechanisms that promote their productivity and sustainability.
Place of execution:
The professional will develop its functions in person and remote, as required.You must work in an articulated manner with both the team of the Special Administrative Unit of School Food – Food to Learn (UAPA), especially during the uprising and analysis of information in its internal systems, and with the Technical Team of the World Food Program (PMA), for the elaboration of joint products and the technical monitoring.Displacements to the prioritized territories may be programmed, if necessary and prior coordination with both entities to carry out work in territory, workshops and other relevant activities.
Supervision and coordination:
The contract will be supervised by the School Food Officer of the World Food Program (PMA) in Colombia, in Technical Coordination with the PMA purchasing equipment and in close articulation with the Team of the Special Administrative Unit of School Food – Food for Learning (UAPA).The professional must maintain a permanent communication and coordination with both entities, ensuring technical quality, coherence with the Pae guidelines and territorial relevance of the products delivered.
Main responsibilities (indicative and non -exhaustive list):
The hired professional will be responsible for:
Access and analyzeThe information available in the official national government systems (such as SECOP, SRIF, SIPAE), as well as in the UAPA databases, PAE operators reports and agriculture secretariats, to identify patterns and characteristics of local public purchases in the framework of the PAE.
Identify key actors in the territories, such as small producers, associations, cooperatives, organizations of peasant, family and community agriculture (ACFC) and other local suppliers, including those that currently do not participate in the PAE but have articulation potential.
Characterize purchase and supply dynamics by region, analyzing:
The percentage of local purchases (including small producers) compared to the total food purchases.
Compliance with the stipulated in Law 2046 of 2020 (minimum 30 % of local purchases to small producers and producers of peasant, family and community agriculture).
Existing institutional hiring and articulation routes.
Identify barriers and opportunitiesin the participation of small producers in the PAE supply processes.
Propose mechanisms to improve the articulation between supply and demand, including strategies for:
Increase the effective participation of local actors, emphasizing the participation of small producers in the supply chain.
Strengthen short marketing circuits.
Promote the access of producers to financing, technical assistance and organizational strengthening.
Elaborate – together with the PMA team – a reportof technical, regulatory and operational recommendations that guide public policy actions, programmatic decisions and territorial interventions.
Participate in technical sessions, validations, workshops or presentationsWith the UAPA, PMA, local governments and other key actors.
Develop standard operational procedures (SOP), aligned with the PAE guidelines and current regulations, which serve as a practical input for ETC to incorporate local purchases of small producers in their contractual processes and increase their participation.
Taking into account that the work may be carried out hybridly with alternation and willingness to attend face -to -face meetings or field missions when necessary in the Zonzas of influence of the project, the selected person is expected to work using their own computer.
Assignment duration and payment schedule
Payments will be made after the presentation of satisfactory results for each service/assignment, in accordance with the specified requirements.The contract will be established for 3 months and three (3) product deliveries.After completing the task, the consulting person must send an invoice that details the time dedicated to the task and the relationship of tasks performed.
First payment – 30%
Detailed and approved work plan.
Technical Report with the updated mapping of the public purchasing situation linked to the PAE, including sources such as SECOP, SRIF, SIPAE and UAPA databases.
Diagnosis of the percentage of local purchases (with special emphasis on small producers) effective in the PAE, according to the official information documented by the UAPA and other relevant sources.
According to paid – 40%
Document with technical, regulatory and operational recommendations to reduce the gap between current local purchases and the legal minimum of 30 %, with emphasis on facilitating the participation of small producers.
Third Payment – 30%
Document with standard operating procedures (SOP) aimed at ETCs, which guide the effective incorporation of local purchases (with special emphasis on small producers) in their contractual processes.
Organized database with the information collected and analyzed.
*The total value of the contract is $ 28,500,000 subject to the delivery of all the products agreed above and approved by the PMA.
Minimal standard qualifications and experience:
Formación:Completion of the Secondary Education cycle.Desirable, professional title in: Economy, Business Administration, Industrial Engineering, Social Sciences, Agroindustrial Engineering, Agricultural Engineering or related careers.
Experience:Minimum 7 years of professional experience and those years, at least 3 years of experience in data analysis, public purchases or management of government information systems.
Knowledge demonstrated in state hiring, preferably in food, agriculture or rural development.
Analytical skills and ability to write technical reports.
Desirable experience in social programs, supply or rural development chains.
Desirable to have previous experience in school food, as well as in work articulated with the UAPA, certified territorial entities (etc) and/or other institutions responsible for leading the School Food Program (PAE) at the local or national level.
