The purpose of the position of officer accommodation and infrastructure / water, sanitation and hygiene is to contribute to the implementation of humanitarian accommodation and infrastructure / water services, sanitation and hygiene in the West area according to the NRC programmatic strategy.
General responsibilities:
Ensure compliance with the policies, tools, manuals and guidelines of the NRC.
Implement the functions of the delegated project portfolio according to the Action Plan.
Prepare and develop reports of states required by management.
Ensure the proper file of the documents.
Ensure that project activities are oriented to the most needy beneficiaries, and explore and evaluate new and better forms of assistance.
Promote and share ideas to improve technical assistance.
Specific responsibilities:
Provide AEI and Wash services efficiently and timely, according to program orientations and sector standards.
Generate tools and promote the participation of people, homes and communities within the framework of emergency assists and in support of durable solutions from the CB and all the phases of the projects, as part of the safe programming.
Propose and participate in the improvements of tools and exercises of evaluations of needs, and actions that allow the analysis of the information collected, for the prioritization of the response strategy, selection of the population with greater needs and of interest for NRC as part of the safe programming.
Analyze the information collected and prepare the relevant reports to guide the response strategy in the requested times.
Generate communication, education and information (IEC) materials on accommodation and infrastructure issues (adequate housing, good use and maintenance of kits and infrastructure delivered, minimum standards in temporary accommodations, etc.) and Wash themes (infections prevention, handwashing, management and consumption of safe water, good use and maintenance of the WASH facilities, etc.They are based not so much on the acquisition of knowledge, but on the promotion of positive, safe and healthy behavioral changes.
Generate key messages, methodology and support the implementation of information and awareness sessions, as well as workshops or training processes based on the information of AEI and Wash programs, other CB, communities and humanitarian actors.
Distribute non -food items (habitat and coat kits, hygiene kits, menstrual hygiene kit or dignity, water treatment kit, water management kit and sanitation kit), contributions (materials or temporary accommodation kits) and monetary transfers or coupons of the AEI and Wash sectors.
Plan and implement impact measurement exercises (for example, participating in PDM exercises, in English for post distribution monitoring) of the distribution of non -food items, monetary contributions and transfers or coupons of the AEI and Wash sectors.
Participate in community -based project processes or projects framed in integrated programming promoting the articulation with the rest of CB and NRC departments.
Support the monitoring and documentation activities of the implementation of the project activities carried out by the partners and / or contractors of the execution (activities of the action plan, contracts, financial expenses and project documentation).
Accompany the design, planning of strategies, protocols, methodologies and implementation of the AEI and Wash programs.
Ensure the development of logistics, administrative and security procedures that are required for the development of the activities under their established times.
In coordination with the supervisor, accompany when institutional or humanitarian coordination spaces are required.
Facilitate the necessary information to complete the beneficiary database, matrices that consolidate the progress in goals of internal indicators and by project and/or information management system on the population served, services and products delivered by NRC.
Participate in the Routines of the PCM (of its acronym in English for the management of the project cycle) of NRC and the AEI and Wash programs.
The others assigned by the supervisor in compliance with the objective of the position.
Generic skills for this position:
Minimum work experience of three (3) years in similar positions of the context of humanitarian aid.
Previous work experience in complex and volatile contexts
Verifiable experience related to the responsibilities of the position
Written and verbal fluidity in the English language.
Specific skills, knowledge and experience:
Professional in architecture, engineering, social work, psychology, law, health or career related to the scope of temporary accommodations, habitat, housing, land and property (VTP or HLP, of its acronym in English), school or community infrastructures, and promotion of hygiene, sanitation and water.
Minimum professional experience of two (2) years, as a social promoter in the implementation of housing projects, educational facilities, community infrastructure, issues related to Wash (promotion of hygiene) in emergency contexts.
Minimum professional experience of two (2) year at work with government entities of the National/Territorial Order, United Nations System Agencies, Red Cross movement or other humanitarian organizations on issues related to accommodations and infrastructure (Shelter & Settlement), violated communities (indigenous, Afro -Colombian communities, peasants and people with international protection needs).
Minimum professional experience of one (1) year in projects where it has developed participatory methodologies for the promotion of hygiene and the execution of Wash projects, CAP tools and methodologies on behavior change.
Knowledge in national and international regulations for humanitarian action, principles of protection, international humanitarian law, human rights, land and property.
Knowledge of participatory methodologies for the execution of accommodation and infrastructure projects with communities.
Work skills in multicultural contexts with Afro communities, peasants and indigenous.
Experience proven in the use of MS Office (Word, Excel, Power Point) and information analysis systems (for example, Power BI).
