JOB DESCRIPTION

Project Context and Scope

Monitoring will be done by the authority on the activities of different government and  non-government organizations who are delivering services and assistance to the victims of human trafficking.

 

Some of the roles that the National Authority is tasked with are; Ensuring minimum standard of the service and care by the government shelter homes will be inspected and reported to the authority; Coordination with Bangladesh diplomatic missions overseas to ensure assistance to Bangladeshi victims of trafficking; They will maintain a database containing information related to rescue, repatriation, rehabilitation and protection of the victims of human trafficking including information about the trial of cases; Create public awareness to prevent trafficking; To coordinate compensation, legal aid and other facilities for the victims of human trafficking as per the Act, the rules and regulations; Inspect any place or require any person to furnish any information relating to human trafficking; Provide the Government with necessary advice and assistance for implementation of the Act and these rules including other rules made there under.

Organizational Department / Unit to which the Consultant is contributing

One of the objectives of the project titled “A Comprehensive Counter Trafficking Program to Address Human Trafficking in Bangladesh”, implemented by the International Organization for Migration (IOM) jointly with MoHA, is to provide technical and other logistical support to the National Authority.

 

This support includes the employment and secondment of a consultant to support the day-to-day operations of the National Authority. The consultant will be directly supervised by the Chairman/Chief Executive of the Authority, (Joint Secretary, MoHA) or Secretary of the Authority, (Deputy Secretary, MoHA).

Tasks to be performed under this contract
Assist in organizing regular meetings of the Authority as well as note taking.
In coordination with the supervisor, assist the Authority to undertake and implement appropriate measures for the prevention and suppression of human trafficking and for the identification, rehabilitation and protection of, and for providing services to, the victims of human-trafficking, and to monitor and manage the said matter.
Assist in coordinating with government and non-government organizations concerned including law-enforcing agencies to schedule meetings, relevant correspondence and other administrative and logistical matters as directed by the supervisor.
In coordination with the supervisor, assist to inspect and monitor the activities of the non-government organizations engaged in the delivery of services and assistance to the victims of human-trafficking.
Assist the Authority to receive and compile reports on the activities and services of the non-government organizations engaged in the delivery of services and assistance to the victims of human-trafficking, and to evaluate the reports and undertake such measures as may be necessary.
In coordination with the supervisor, assist the Authority for the purpose of repatriating any Bangladeshi victim of human-trafficking from any foreign country in accordance with the provision of section 33 of the Act. Assist to take initiatives for maintaining a close communication with the concerned Ministry and the Bangladesh Mission in the concerned country and provide necessary assistance in that behalf.
Assist to undertake necessary measures for complying with the provision of section 34 of the Act and to maintain a large database containing the information relating to the rescue, repatriation, rehabilitation and protection of the victims of human trafficking including information about trial of case related to human-trafficking and to establish coordination between the said database and other relevant databases concerning victims of human-trafficking.
Assist to create public awareness about the activities undertaken for the prevention of human trafficking and, in this behalf, to take necessary measures.
Assist the Authority to take measures to coordinate the provision to the victims of human-trafficking of compensation, legal aid and other facilities ancillary thereto in accordance with the Act and the rules and regulations made there under.
Assist in maintaining the National Authority’s website, regularly updating the contents under the guidance of the supervisor.
Assist the Chairman to develop an annual report for the Government containing an account of all functions carried out by the Authority. Prepare income and expenses statement and recommend plans of future actions.

Education

Graduation degree preferably in law, political science, development studies , business administration or other relevant field.
Experience

Previous experience of assisting any network or forum, specially related to government.
At least 5 years of relevant professional experience.
Experience of working in counter trafficking and international legal framework related to protection of the victims of trafficking and prosecution of trafficking cases will be considered as an advantage.
Experience in working with judges, prosecutors, and other judicial system stakeholders or relevant government/non-government agencies will be considered as an advantage.
Skills

Capacity to work independently and with minimal supervision.
Strong organizational and time management skills, and ability to multi-task and deliver under tight timelines.
Adequate knowledge of maintaining and updating the websites will be considered as an advantage.
Meticulous, ability to pay attention to small details.
Personal commitment, efficiency, and flexibility.
Prior experience with government and IOM or a relevant UN agency will be considered an advantage.
Languages

Fluency in Bangla and English (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
