The incumbent will support the end-to-end management of Cooperating Partnership Management by providing technical, administrative, and coordination assistance across partner selection, agreement development, capacity strengthening, performance monitoring, and audit follow-up, ensuring alignment with WFP’s corporate frameworks and systems. The incumbent will work collaboratively with internal units and external partners to maintain compliant, efficient, and well-documented partnership operations, contributing to the effective delivery of programme objectives through strengthened partner engagement.
KEY RESPONSIBILITIES
Under the direct supervision of the Programme Policy Officer (Cooperating Partnership Management) and the overall supervision of the Head of Cooperating Partnership Management, the incumbent will be responsible for the following duties.
1. Provide technical and administrative support in managing Cooperating Partnerships, including preparing and reviewing Expressions of Interest (EOIs), Requests for Proposals (RFPs), and Field Level Agreement (FLA) award packages.
2. Draft and review grant agreements and amendments using corporate templates, ensuring alignment with WFP’s legal, financial, and operational frameworks.
3. Ensure end-to-end partner selection processes are completed through the UN Partner Portal (UNPP).
4. Coordinate with relevant units to ensure timely allocation and commitment of resources in Service Outline Agreements (SOAs) and Purchase Order Distribution Agreements (PODAs) in WINGS and support timely tracking and resolution of related issues.
5. Contribute to the review and update of cooperating partners’ financial and operational capacity assessments using WFP’s corporate tools and methodologies, consolidate findings, and monitor implementation of follow-up actions.
6. Conduct initial due diligence on potential partners, including verification against the UN sanction list and assessment of compliance with WFP’s partnership requirements.
7. Support partner performance evaluation processes by coordinating with programme units to review and update relevant indicators, gather performance data, and document findings for internal use and future partnership decisions.
8. Coordinate the planning and implementation of partner capacity strengthening activities in collaboration with relevant technical units; contribute to the development of training materials and maintain training records.
9. Plan and facilitate periodic spot checks, liaising with risk management and other relevant teams, and support timely reporting and follow-up with partners.
10. Support coordination and documentation for internal and external audits of implementing partners and follow up on audit recommendations.
11. Facilitate operational and financial closure of Field Level Agreements (FLAs) and projects by ensuring complete documentation and compliance in coordination with relevant units.
12. Support rollout, training, and troubleshooting of Partner Connect Invoicing and Field Level Agreement (FLA) Modules for Bangladesh Country Office (BDCO) and Cooperating Partners (CPs), coordinating with Monitoring & Evaluation (M&E) and acting as focal point when needed; maintain accurate, accessible records in line with World Food Programme (WFP) standards.
13. Perform additional duties as needed to support the effective functioning of the Cooperating Partnerships (CP) Unit and broader programme operations.
14. Perform any other tasks as assigned.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of University Degree (Bachelor’s or equivalent) is required. Education in Development Studies, Social Science, Humanities, or any other relevant subject is preferred.
Experience: At least 6 years of experience in Partnership Management, Agreement Formulation or in any other relevant field.
Language: Fluency in spoken and written both in English and Bangla language.
