JOB DESCRIPTION

 

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) Ethiopia Medical Assistance Team (EMAT) operates a network of clinics across the country offering primary and emergency healthcare services to UN staff, dependents, consultants, and volunteers.

The position holder will be located in UNHCR Bokh sub-offices where WFP is setting a clinic and ALS ambulance services on behalf of UNHCR.

The Doctor reports technically to the WFP EMAT head doctor and Administratively to EMAT project manager

JOB PURPOSE: The doctor will provide evidence-based primary healthcare and emergency care (Basic Life Support (BLS), Advance Life Support (ALS), Pre-Hospital Trauma Life Support (PHTLS)), initiating and supporting in medical referrals and medical evacuations to UNHCR staff, eligible dependents and any other authorized users.

The medical care provided should be in accordance with UN Healthcare Quality and Patient Safety standards, national regulations, and international best practices high-quality, timely, and compassionate.

Provide primary health promotion, other wellness activities contributing to the overall safety, well-being of UNHCR staff, eligible dependents and other authorized users in collaboration with other WFP and UNHCR teams.

Oversee and manage the clinic and operations of the BLS/ALS ambulance based in the duty station.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Provide evidence-based patient care and practice in line with Medical Professional Standards and deontological norms.
Deliver comprehensive primary and emergency medical care, including clinical assessments, physical examinations, diagnostic investigations, emergency stabilization, chronic disease management, and medication dispensing other clinical duties.
Provide Basic and Advanced Life Support (BLS/ALS), Pre-Hospital Trauma Life Support (PHTLS), and stabilization of pre-hospital, inter-hospital, and emergency service care, in coordination with emergency staff and following guidelines from recognized resuscitation associations in coordination with Emergency nurse/paramedic, other doctors and UNHCR/WFP management.
Manage ALS ambulance services, operate and maintain emergency medical equipment such as ventilators, cardiac monitors, defibrillators, and administer anti-arrhythmic agents and other medications in collaboration with the emergency nurse/paramedic.
Requesting, process and accompany, as applicable, patient referrals, medical travel and medevac providing follow up ensuring patient confidentiality in Ethiopia and abroad in coordination with head doctor and UNHCR Medical officer and management.
Offer mental health support, identify cases requiring specialized care, and facilitate referrals to mental health professionals.
Consult with the Head Doctor when patient cases exceed the scope of practice or experience and participate in patient care weekly peer review of clinical cases with WFP UNHCR doctors.
Report cumulative diagnoses, disaggregated by contract type and gender, to the EMAT Head Doctor on at monthly basis, for epidemiological tracking and insurance claims processing.
Monitor and report public health concerns to support surveillance activities and outbreak response as required.
Securing and protecting confidential patient information by recording all consultations in the Electronic Medical Records system – without sharing any patient information with UN agency except the minimum necessary for medical evacuations, emergency care or referrals.
Participating in campaigns and health promotion examples healthy lifestyle, stress management, injury and illness prevention, vaccinations, screening, sharing newsletters in coordination with UNHCR and WFP doctors and sub-office team.
Performing periodic and entry medical examination for prospective staff and ensuring staff members traveling for missions or reassignments receive pre-travel medical screenings, vaccinations, and malaria prophylaxis guidance.
Support in developing emergency preparedness and disaster response plans ensuring preparedness for public health risks, infection control, and medical emergencies, working closely with other EMAT staff, security and field office team.
Organize and participate in Continuous Medical Education (CME) sessions, workshops, emergency drills, and simulation exercises.
Conduct training sessions on basic first aid and other health-related topics for UNHCR staff and authorized users, in coordination with other units.
Ensure adherence to UN healthcare quality and patient safety standards (HQPS) in all aspects of clinical service delivery.
Manage clinic inventory to ensure adequate availability of pharmaceuticals, consumables, using digital systems, maintaining equipment in working order, and providing regular inventory reports to the project manager.
Provide medical escort services for high-level delegations as requested by management.
Perform any other related duties as assigned by the head doctor, Project manager, UNHCR/WFP RMOs, Bokh, sub-office management or others.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

EDUCATION: University degree in Medicine. Specialist masters degree or higher training in Emergency medicine, internal medicine, critical care or any other is added advantage. Registration as a General Practitioner in the Ethiopia with a valid practicing license.

Additional training and certification in emergency cases management will be an advantage (ACLS/PHTLS).

EXPERIENCE: Minimum 5 years of postgraduate clinical experience, with at least 3 years in an emergency or primary care setting. Experience in handling medical emergencies, trauma cases, and infectious disease outbreaks.

Previous experience in remote medicine, occupational health, or humanitarian healthcare settings is an advantage.

Strong interpersonal skills, with the ability to establish and maintain effective working relationships with clients, teams, volunteers, community members, and professionals across diverse agencies and cultural backgrounds.
Skilled in training design and facilitation, capable of delivering adaptable and audience-specific sessions on a variety of health topics.
Demonstrates high ethical standards, professionalism, and strict adherence to confidentiality protocols.

LANGUAGES: Fluency in both oral and written communication in English and the local language.
