ITSBA Context
The ITS Business Administration Department (ITSBA) is a central pillar in the World Bank Group’s IT, responsible for managing the business of ITS. ITSBA serves as a strategic catalyst, navigating IT transformation, endorsing agile and lean methodologies, and sculpting the IT workforce blueprint. It champions stringent governance, proactive risk management, and unwavering compliance with policies and standards, while also ensuring meticulous financial oversight of IT resources. ITSBA is the driving force behind organizational change and transformation efforts, instilling a culture of innovation and continuous learning. ITSBA is responsible for equipping the IT workforce with the necessary skills to address both present and future technological advancements and managing strategic sourcing and vendor management.

The Transformation and Change Specialist will play a key role in helping the department successfully navigate and adopt change by applying proven change management methodologies and identifying potential risks early on. They will strengthen the department’s ability to communicate effectively, lead cross-functional collaboration, and align staff around shared goals. By bringing strong executive presence and facilitation skills, the specialist will help ensure leadership engagement and staff buy-in. Their strategic planning, problem-solving, and organizational skills will support the department in executing transformation initiatives smoothly and effectively. Ultimately, they will help build the conditions needed for lasting change and improved performance across the department.

Unit Context

The Transformation Management Unit (ITSTM) was created to drive enterprise-wide change initiatives, advance Agile adoption, and embed organizational change management (OCM) capabilities across ITS. The unit provides specialized support in strategic program delivery, cultural transformation, and digital modernization. Through a robust service portfolio, ITSTM ensures transformation efforts are impactful, inclusive, and resilient—empowering ITS to meet future demands while improving user experience, adoption, and business outcomes.

The Transformation and Change Specialist will support successful adoption of transformation initiatives by applying change management methodologies and identifying risks that could impact outcomes. They will communicate effectively across all levels of the organization, demonstrating strong executive presence and leading key meetings with confidence. The specialist will influence stakeholders, foster cross-functional collaboration, and align teams toward shared goals. Highly organized and strategic, they will plan and execute both high-level and tactical activities. Strong problem-solving and root-cause analysis skills are essential, as is the ability to operate effectively and build trust across all levels of the organization.

Roles and Responsibilities

Strategy & Planning

• Develop and implement change management strategies and frameworks tailored to the project or initiative.

• Align change efforts with organizational goals and transformation roadmaps.

• Conduct change impact assessments and stakeholder analysis.

• Identify organizational risks related to change and develop mitigation plans.

Stakeholder & Engagement Management

• Create and execute stakeholder engagement plans.

• Map key influencers, affected groups, and potential resistance points.

• Facilitate two-way communication between project teams and impacted stakeholders.

• Support sponsor alignment and enable leadership to champion change.

Culture & Resiliency

• Support cultural alignment with new ways of working (e.g., Agile mindset, digital skills).

• Design and implement initiatives that build change resiliency.

• Run change fatigue assessments and recommend pacing adjustments when needed.

Communications

• Develop and execute multi-channel communication strategies.

• Create compelling messages, toolkits, FAQs, newsletters, and visual content.

• Ensure clarity, consistency, and relevance of messaging across all stakeholder groups.

Training & Learning Enablement

• Coordinate with learning teams to develop training plans and resources.

• Identify skill gaps and change readiness levels.

• Support the development of onboarding guides, microlearning, and tool-specific enablement.

Adoption & Resistance Management

• Use frameworks like ADKAR to track awareness, desire, knowledge, ability, and reinforcement.

• Develop resistance management plans and address pain points early.

• Facilitate feedback loops to adjust change plans based on adoption progress.

Measurement & Reporting

• Define success metrics (e.g., adoption rate, usage, sentiment).

• Support and maintain OCM dashboards.

• Track and report on change effectiveness, user engagement, and overall impact.

Sustainment & Continuous Improvement

• Lead retrospectives and lessons learned sessions post-implementation.

• Identify long-term reinforcement mechanisms (e.g., champions, communities of practice).

• Ensure ongoing alignment of behaviors, culture, and systems with the change.

Knowledge and Skills

• Understanding of change management methodologies.

• Ability to identify and analyze risks.

• Excellent written and verbal communication skills at all levels of the organization.

• Strong executive presence with a proven track record leading and facilitating meetings.

• Ability to influence others, collaborate across functions and move toward a common vision or goal.

• Organized with a natural inclination for planning strategy and tactics.

• Problem solving and root-cause identification skills.

• Able to work effectively at all levels of an organization.

Selection Criteria

• A Bachelors’ degree in organizational management/development, marketing, business administration public relations, psychology or a relevant discipline, with at least 5 years of relevant experience, preferably in the IT transformation field, OR an equivalent combination of education and experience.

• Change management certification ADKAR/Kotter.

• SAFe Agile certifications preferred.

• 5-10 years of relevant work experience related to organizational change management.

• Experience with and knowledge of organizational change principles, methodologies and tools.

• Previous experience in setting priorities and balancing competing deadlines.

• Experience in Agile, scrum, Kanban, or project management

• Background in relevant industries, functions, and/or technologies is preferred.

• Agility and Professionalism: Ability to thrive in a fast-paced environment. Maintain professionalism, confidentiality, organization, flexibility, initiative, teamwork, and adaptability to change.
