NORCAP is partnering with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) to strengthen accountability and community engagement in the Democratic Republic of Congo (DRC).

The DRC continues to face complex and overlapping crises, including armed conflict, disease outbreaks, food insecurity, and large-scale displacement. In this context, OCHA plays a vital role in ensuring that humanitarian efforts are inclusive, transparent, and responsive to the needs and perspectives of affected communities.

To support this work, we are seeking an experienced Accountability to Affected People (AAP) Officer to be based in Goma, DRC until end of year with possible extension, reporting to the Deputy Head of Office.

Please note: This position is open exclusively to nationals of the Democratic Republic of Congo. Applications from non-nationals will not be considered.

Role and responsibilities

As the AAP Officer, you will take on the following responsibilities:

Strengthen the participation of local and national NGOs in AAP Working Groups through capacity-building, consultations, and focus group discussions
Design and deliver “AAP for Frontline Workers” Training of Trainers (ToT) sessions for focal points and OCHA staff
Support revitalisation of the National AAP Working Group and its alignment with provincial groups and HCT priorities
Facilitate implementation of the HCT-endorsed AAP workplan and support operationalisation of key recommendations
Collaborate with provincial AAP Working Groups to develop and disseminate key messages based on community feedback
Work closely with PSEA, GenCap, and ProCap experts to align cross-cutting workstreams and promote joint analysis
Support harmonisation of Complaint Feedback Mechanisms (CFMs) and Community-Based Complaint Committees (CBCCs), and ensure feedback is addressed effectively
Contribute to the integration of AAP indicators in Humanitarian Fund allocations and ensure community feedback informs the Humanitarian Programme Cycle (HPC)
Qualifications and experience

To excel in this role, candidates should possess the following qualifications and skills:

Proven experience in community engagement and stakeholder mobilisation in humanitarian contexts
Strong background in designing and managing Complaint Feedback Mechanisms
Fluency in both French and English; knowledge of local languages is an asset
Familiarity with the humanitarian context in Eastern DRC is desirable
Ability to work independently and collaboratively in complex environments
