The Administrative Services Unit (ASU) is responsible for providing operational and administrative support to all regional staff in the areas of travel, transportation, meeting management, assets and inventory tracking and management, registry and logistic services, staff security and safety, building and grounds maintenance and other related services.
The primary objective of the security function under Administrative Services Unit within the Division of Business Operations & Solutions Lab (BOS), encompassing both regional and country offices, is to ensure the comprehensive protection of all physical and digital assets. This includes safeguarding buildings, equipment, sensitive information, and the security of all personnel from any form of theft, damage, or unauthorized access. The security function
aims to create a secure environment that supports the WHO mission and operations by effectively managing risks, ensuring strict compliance with relevant laws and regulations, and maintaining operational / business continuity.
Additionally, the function is dedicated to fostering a culture of security awareness and preparedness among all personnel, while implementing monitoring and reporting systems to identify and address vulnerabilities and respond to incidents promptly. Adherence to the United Nations Department of Safety and Security (UNDSS) principles is paramount, ensuring that all security measures align with the established guidelines and frameworks of the UN Security Management System (UNSMS) to facilitate safe and effective operations in the Western Pacific region.
1. Closely monitors and regularly assess security operations in WPRO, particularly in higher risk areas and those with potential of any form of crisis.
2. In collaboration with UN Department of Safety & Security (UNDSS) and the ASO; evaluate and monitor existing security measures for the safeguarding of staff, visitors, WHO property and premises.
3. Disseminates key reports from other sources, particularly DSS and other security networks, to the concerned offices and mangers.
4. Monitor adherence to UN Security Management System procedures and practice; identify gaps and recommend solutions and/or arrange for their improvement.
5. Review and monitor the premises security for the safeguarding of staff, provide briefing on any new security measures and instructions.
6. Support the operations and management of the Warden System, including the conduct of exercises and administer the Emergency Communications System.
7. Participate in organizing and delivering security briefings and training courses on security awareness and preparedness in his/her area and arrange for security briefings for newly appointed staff and visitors.
8. Report security incidents affecting WHO staff, offices and assets and assist the ASO in investigations, preparation of security reports in a timely manner according to UNSMS guidelines.
9. Attends security cell meetings and other security-related activities of UN for the region and participate in inter-agency coordination and workshops
10. Respond to staff security emergencies, provide general administrative assistance in the WHO security office and perform other security-related duties as required.
11. Establish and maintain effective relations, cooperation and liaison with local authorities and UN security cell members on issues of security.
12. Maintains required databases such as updated guidelines, measures, standards and policies, staff lists, etc.
13. Timely initiate and finalize action for security clearances for internal and external travel of staff and visitors.
14. Produces regular security operations reports and submits the same to concerned offices and managers.
Essential: Completion of secondary education supplemented by training in security management.
Desirable: University degree with focus on security management and/or business administration, international relations, social sciences or related field is an asset.
Essential: At least eight years of relevant experience in security operations and management
Desirable:Relevant experience in the UN system

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 979,963 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
