Senior Telecommunications Operator

Organizational Setting and Work Relationships

Direct supervision and support are received from the Head of the relevant functional unit. The incumbent will also refer to technical manuals and UNHCR instructions concerning telecom operations. Regular contacts within the functional unit and with other units involving exchange of information related to telecom operations and security. Contacts with local authorities and UN agencies at the working level on issue concerning telecommunication. The post is important in maintaining an efficient telecommunication unit. Breakdowns will result in not being able to keep track of UNHCR staff’s movement in the field and in the movement of convoys with refugees. Errors could endanger the lives and wellbeing of staff and refugees

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
– Check and distribute incoming cables, messages and other communications, in accordance with instructions.
– Select the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted.
– Ensure that all cables and messages handed over for transmission are properly authorized, prepared in accordance with the format established for field offices, and promptly transmitted.
– Ensure that no unauthorized communications are exchanged on the network, either in writing or by voice, and that the use of the radio station conforms strictly to ITU and UN regulations.
– Maintain a station log where all occurrences related to the operation of the radio station are entered.
– Ensure that all the equipment placed under his/her responsibility is properly utilized and in good working condition, reporting promptly any malfunction and requirements for repairs and arranging promptly for repairs or replacement of malfunctioning equipment.
– Assist newly arriving staff members in the operation of telecommunications equipment.
– Train operators and users in the field in traffic procedure and handling of standard UNHCR equipment as well as in the manipulation and use of UNHCR radio equipment and procedures to be followed as well as follow up on the movements of UNHCR vehicles as well as their itineraries.
– Carries out administrative duties, within the area of competence as assigned.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Previous experience in communications networking Communication skills. International Radio Operator Certificate. Relevant services with PTT, Citelcom, UN, Diplomatic Corps or military telecommunications may be accepted in lieu, provided that it is substantiated by relevant service certificates. Proven experience of the following telecommunications systems is considered essential: HF, VHF/UHF voice, VHF/UHF packet, radio-telex FEC/ARQ/SELCAL SITOR/PACTOR, telex, facsimile and other digital and analog data transmission systems. Satellite telecommunications, including operation and accounting procedures. Working knowledge of PC/MC-DOS/Windows and software applications, especially as related to communications systems.

Le poste de Snr. Télécommunications Operator à Libenge requiert une solide expérience dans la gestion des systèmes de communication dans un contexte opérationnel complexe et isolé. Une familiarité avec le terrain de Libenge et la région du Sud-Ubangi est fortement souhaitée, notamment en appui aux opérations de rapatriement volontaire et à la coordination sécuritaire des mouvements. Le ou la candidate devra assurer l’entretien, la surveillance et le bon fonctionnement des équipements de télécommunication (radio VHF/HF, V-SAT, énergie solaire, etc.) tout en veillant au respect des normes de sécurité et de confidentialité des données.

Dans un contexte de personnel réduit, l’Opérateur(trice) principal(e) jouera un rôle clé en collaborant étroitement avec la section ICT basée à Gbadolite pour le suivi technique, le dépannage à distance et la mise à jour des systèmes. Il ou elle devra faire preuve d’autonomie, de rigueur et d’un bon sens des priorités afin d’assurer la continuité des communications essentielles à la sécurité du personnel et à l’efficacité des opérations sur le terrain. La capacité à travailler sous pression et à s’adapter à un environnement de travail exigeant est indispensable.
