Assistant Information Management Officer
Organizational Setting and Work Relationships
The Assistant Information Management Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
– Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
– Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
– Support the operation in the analysis of processed data and information and perform data quality and consistency control.
– Facilitate the analysis of cross-border information between relevant countries.
– Assist in training staff involved in information management activities, including data collection and data entry teams.
– Support and leverage geographic data for map production and use in geographic information systems (GIS).
– Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
– Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
– Liaise with partners and represent UNHCR in meetings related to the functions.
– Make recommendations and provide advice on the technical information management requirements.
– Assist in training of data entry and data collection teams.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desire Candidate Profile
Under the supervision of the Senior Protection Officer, the Assistant Information Management Officer will be required to provide information/data management support, innovative solutions, and coordination to UNHCR Mexico. This position involves close collaboration with various UNHCR units and field offices, while providing technical guidance to all sector-led and interagency coordination groups, focused on protection, including but not limited to the Protection Working Group, the Shelter Working Group, among others. He/she will lead or support the implementation of data collection activities and promote interoperability between various information management tools and systems. The Assistant IM Officer is tasked with participating in capacity-building initiatives to enhance UNHCR staff and other stakeholder’s competencies on data literacy in information management and analysis. Given the interaction with multiple stakeholders, including government counterparts, he/she must have good interpersonal and communication skills, diplomacy, negotiation skills, and political awareness.
In addition to the outlined job requirements, the ideal candidate must possess a demonstrated knowledge and experience in implementing the full data life cycle including the production and dissemination of information products focusing on protection analysis, Operations Management Cycle (OMC) and Joint Response Plan (JRP). S/he must have demonstrated experience in the following fields: Information Management; Data Management; Data Analysis; Systems Analysis and Design; Monitoring and Evaluation. The incumbent should possess proficient skills in the utilization of the following applications/software: RStudio, MySqL and /MS SQL server / MS ACCESS; Adobe Creative Suites; PowerB; ActivityInfo; MS SharePoint, Power Automate, Power Apps; MS Excel tools / Kobo/ MS Form; ArcGIS, QGIS, ArcGIS online, RIDL. Over recent years, Mexico has evolved from being a country predominantly of origin and transit for many refugees and asylum-seekers, to also being a country of destination for hundreds of thousands of individuals seeking international protection from within the region and beyond. The exponential growth in the number of asylum applications in Mexico, which reached a historical record of over 140,000 in 2023 and close to 80,000 in 2024, has posed multiple challenges to its asylum system. Access to durable solutions became an important component of UNHCR’s strategy in Mexico. UNHCR seeks to protect the asylum space by strengthening the socioeconomic inclusion of asylum seekers and refugees, while alleviating pressure on host communities in Southern Mexico and the asylum system by promoting access to legal pathways to other countries for refugees with specific needs, and regularization alternatives for those not in need of international protection. Communication and awareness-raising campaigns become key to ensure that information on asylum procedures and durable solutions effectively reach target audiences. UNHCR has also started to engage with IDPs in Mexico both in terms of technical advice on legislation and policies, and direct operational response in certain prioritized locations.
The Assistant Information Management Officer will coordinate data and information management support to UNHCR and humanitarian coordination structures in the country, and ensure that the activities are provided with robust and meaningful data and information to support planning, funding and advocacy efforts. This includes refugee statistics, assessments, planning, and monitoring activities for RRPs, maintaining and developing country level 3/4/5W, providing IM support for sectoral activities and cross-sector analysis, etc. S/he also needs to have strong knowledge of ODM and PRIMES. The incumbent is expected to further enhance the information management strategy in the operation. S/he will provide technical guidance on methodologies, and support for data management activities such as surveys and survey design, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, data visualization, maps, and other data and information management activities. He/She will need to coordinate as a technical liaison with authorities (promoting EGRISS implementation and collection of official statistics) & other agencies and provide IM field support & coordination.
The Information Management Unit is expected to provide IM technical support to UNHCR operations in Mexico (refugee statistics and data management, refugee operational data portal, shelter monitoring,protection monitoring, etc) as well as support the Representation and External Engagement team, in particular all interagency efforts (IA data portal, IA processes and monitoring framework, coordination of IM working group, etc.)and covering mandate activities around refugee statistics.
Living and Working Conditions:
Mexico City (also known as CDMX) is the capital of the United States of Mexico. It is category A, family duty station and has a high-level infrastructure:
– Health: Mexico City has a highly ranked medical infrastructure with many internationally acclaimed hospitals.
– Education: There is plenty of Govt and private schools. Most of the private schools are bilingual (English-Spanish), and there are US, British, German, Japanese and French schools.
– Housing: Apartments can be rented both furnished and unfurnished, and services of real estate agents are widely available. All international staff members must present their residential places for UN security inspection BEFORE signing lease contract. There is a large seismic area in Mexico City which is restricted for selection of residences by UN staff.
– Weather and earthquakes: Mexico City has a pleasant climate, yet there are frequent weather changes. Heavy rains sometimes cause flooding in some colonies. Mexico City is situated in one of the most active seismic regions in the world, interlocked inside the area known as the Circum-Pacific Seismic Belt, the area with the highest seismic activity in the planet. Earthquakes are frequent and sometimes cause major damage to the urban infrastructure. The newcomers should study relevant SOPs upon arrival.
– Currency and exchange: Mexican Peso. Dollars, Euros and traveler’s checks can be exchanged at a currency Exchange office.
– Communications: Internet is available everywhere, but in houses and offices, a contract has to be made in order to access to this service.
– Transportation: There are public buses, subway, and if taxis are to be taken, it is recommended to take “taxis de sitio”. Uber is also available.
Mexico City is part of the SRM Central Security Risk Management area, with a current overall threat level of 02, LOW. There are no known direct threats to UNHCR, but UNHCR staff may be affected by crime or collateral damage from violent events. Mexico City has a high crime rate, including street robbery with or without violence, vehicle theft, burglary of homes and businesses, extortion and telephone intimidation, fraud, kidnapping and homicide. In addition, there are frequent demonstrations and periodic peaceful marches in the main avenues of Mexico City.
The crime rate in Mexico City is expected to decrease in the first half of 2025 due to the new security strategy implemented by the federal government.
