ORGANIZATIONAL CONTEXT

In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide support to ensure the timely facilitation and management of the customs process for WFP food commodities and non-food items as well as coordinate with the concerned WFP staff and stakeholders to ensure customs clearance of commodities.
  • Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  • Assist in management of commodity accounting data quality and integrity.
  • Process documentation for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating various issues to the supervisor.
  • Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
  • Support the monitoring of WFP trucks including but not limited to reporting of truck and commodity details and cargo status for trucks and commodities crossing through the different border crossings into Gaza and/or support the monitoring of commodities at WFP warehouses including receipt of trucks, counting of WFP commodities received and commodities stored at the WFP warehouses.
  • Ensure the Cart Note and/or relevant documentation is completed with correct and accurate information and is passed onto the required stakeholder.
  • Identify and report on any supply chain challenges identified at the crossing including but not limited to missing documentation, challenges with monitoring of trucks and commodities and cargo status including any damaged or missing commodities.

* Short Description

  • Monitor and follow up with Transporters until safe and timely delivery of WFP cargo is ensured;
  • Take pre-emptive action on operational issues;
  • Ensure adequate number of trucks for Ashdod shunting operations by timely notification of carriers;
  • Consolidate information on daily incidents and notify it to the supervisor and other concerned parties.
  • Follow up on the status of individual shipments to ensure compliance with agreed commitments.
  • Take corrective action to meet target dates.
  • Ensure availability of appropriate documentation.
  • Forecast ETA of consignments and prepare timely commodity and truck allocation tables and distribute the information for WFP Field Offices to ensure their timely follow up action

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area.

Completion of BA degree in Business Administration, project management, Logistics and Supply Chain Management, or and related disciplines is desirable.

Experience:

5 years’ work experience in logistics assessments and management, and/ or as a Logistics Assistant, or similar relevant work experience in a private company, humanitarian organization, and dealing with logistics operations, or in any related field of work.

  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience analyzing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in assisting the preparation of contract documentation.
  • Experience in providing technical business support in corporate systems.
  • Experience in managing customs procedures and processes.

Language:

– Fluency in both oral and written communication in English and Arabic.

– Preferable to have Hebrew language.
