The Joint Police Programme II (JPP2) continues to address the efficiency, effectiveness, transparency, and accountability of police service delivery to Somali citizens, while supporting the institutional and operational capacities of the federal and state-level security and police institutions, with a focus on human rights and gender-responsive measures.
Through this second phase of the programme, UNWOMEN, UNDP and UNNTMIS will further assist the Federal Government of Somalia (FGS) and Federal Member States (FMS) police structures to enhance their development and professionalization and protect the safety of citizens, and their individual rights, in line with the New Policing Model. The Programme intends to adopt a more problem-solving and people-centric approach and proposes to combine the institutional and capacity development support provided to federal and state-level police institutions, and the strengthening of community engagement through improved and extended police service delivery and enhanced oversight and integrity mechanisms, allowing citizens to increasingly participate in security sector strategies and protection mechanisms that more effectively respond to their grievances.
Under the Joint Programme, UN Women will develop a comprehensive gender mainstreaming plan and support the Somali Police Force (SPF) in its implementation at both the Federal Government and Federal Member State levels. This support will include the integration of gender perspectives into the SPF training curriculum, delivery of specialized training on sexual and gender-based violence (SGBV), and advocacy initiatives aimed at fostering an enabling environment for female police officers to lead and thrive within the force
Reporting to the Country Program Manager, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under their portfolio. The Programme Specialist works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementati portfolio
Scope of Work:
Design and develop programme strategies in the area of Women, Peace and Security (WPS)
Manage the implementation and management of the WPS programme
Manage technical assistance and capacity development to project/programme partners
Manage the monitoring and reporting of the programme project
Manage the people and financial resources of the WPS programme
Build partnerships and support in developing resource mobilization strategies
Contribute to inter-agency coordination on WPS to achieve coherence and alignment of UN Women programmes with other partners in the country
Manage advocacy, knowledge building and communication efforts
