Assistant Logistics Officer
Organizational Setting and Work Relationships
UNHCR delivers timely and quality goods and services to Persons of Concern (POC) in compliance with supply chain rules and procedures.
The Assistant Logistics Officer manages and supports all activities pertaining to the logistics function including planning, sourcing & procurement, transport, customs clearance, warehousing within the area of responsibility (AOR). The position may be located at Headquarters (within DESS), in a Regional Bureau or in a Country Office.
The incumbent is normally supervised by the (Senior) Logistics Officer or other senior staff with logistics oversight function who defines the objectives and provides general guidance and may supervise some staff and/or AWF. The incumbent will also refer to UNHCR manuals and relevant policy papers.
The incumbent will support effective logistics operations that enable the office to meet the needs of POC as well as timely quality goods and services to them. Further, s/he will assist in the maintenance of logistics infrastructure that is robust and flexible enough to accommodate the needs of the Operation and that enables timely emergency responses, along with effective partners and/or contractors to support activities.
The Assistant Logistics Officer maintains impartial, ethical and customer-oriented relations with suppliers and partner organizations; exchanges information with counterparts in other UN agencies, and International Organisations within the limits established by UN /UNHCR Procurements Rules and assists with joint procurement and logistics actions if, as and whenever necessary.
The incumbent will support the coordination of the delivery of assistance from the regional warehouse, if applicable and will liaise with SMS staff who manage the Global Stockpiles, the Global Asset and Fleet Management, if and as required and if applicable.
Contacts are predominantly with other UN agencies, Implementing Partners and Government Departments on relevant subject matters at the working level.

Duties
– Support all activities pertaining to the logistics function including planning, sourcing, transport, customs clearance, warehousing, asset and fleet management, as applicable.
– Prepare plans for delivery of relief and other non-food items according to the operational needs and provide regular updates.
– In emergency situations (refugees, internally displaced persons and/or any other person/s of concern to UNHCR), support the coordination with all stakeholders to ensure that the Organization is able to, in a timely and cost-efficient manner, provide core relief and non-food items.
– Apply UNHCR’s relevant strategy when planning for purchase of important commodities and services.
– Prepare and implement supply chain management plans and provide information on the status of requests and the availability of items in the different steps of the supply chain.
– Support the sourcing and procurement process to ensure timely, cost-effective and adequate delivery of commodities and services to support operational needs.
– Identify partners for supply chain projects based on objectives, priorities, strengths and resources of the UNHCR partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.
– Ensure accurate and comprehensive records on logistics activities and provide timely reports and updates both periodically and on request. Conduct regular calendar activities and contribute to the accuracy of UNHCR’s relevant reports and statements.
– Provide guidance and advice on relevant UNHCR policies and procedures to support and assist requesting operations, HQ entities and others, as applicable.
– Analyse matters relating to sourcing & procurement activities and deliver information on all sourcing & procurement activities within the AOR.
– Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.
– Monitor the planning and the supervision of UNHCR’s emergency airlifts, sea and road transport arrangements are efficiently carried out.
– Assist in the supervision of UNHCR’s emergency airlifts movements in collaboration with all the stakeholders and the GSMs.
– Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
– Disseminate, promote commitment to and monitor compliance with UNHCR’s global policies, standards and guidance on supply chain management.
– Establish and monitor Key Performance Indicators (KPI) for Supplier(s)/Service Provider(s).
– Apply sustainable supply chain strategy throughout activities performed.
– Make recommendations to senior management on resource allocation to support on-going operations.
– Coordinate with Emergency Supply Unit, freight forwarders, and emergency operations for the release of the relief items.
In the Regional Bureaux
– Track the progress of specific operations and provide guidance that ensures timely implementation.
– Support Country Operations on how to implement logistical strategies based on interpretations of the situation and conclusions to how the operation can be best implemented.
– Track the progress of specific periodic operations and provide guidance that ensures timely implementation.
– Assist in coaching and advising individuals or supply teams as requested.
– Track global logistics KPIs for the region and devise regional ones as required.
– Monitor periodic supply exercises such as monthly reconciliations, quarterly physical inventory exercises, and year-end accounts closure procedures and ensure that they are implemented throughout the region and provide relevant reports to senior managers.
– Assist Country Operations in MSRP management.
– Support the analysis of country financial reports and work with the Country Operations Supply Team leaders to address red areas relating to supply aspects of operations by providing advice and corrective measures in compliance with Supply and Financial rules and regulations.
– Support the country needs assessment plans and assist in combining them into regional procurement plans and monitor their timely implementation and changes based on operational needs.
In the Country Operations
– Ensure that applicable exemptions and approvals are obtained in a timely manner (i.e. tax exemption, import customs clearance, waivers etc.).
– Monitor the incoming pipeline of goods.
– Manage inventory and warehousing according to ‘Best Practises’ and UNHCR rules and regulations.
– Maintain an efficient system for the release, and redeployment of goods.
– Coordinate the release and transportation and of relief and other non-food items.
– Provide asset management reports, customised reports, and gather information on all assets and provide in-depth reports periodically and when requested.
– Establish local quality control process
– Ensure that the local supply chain functions are optimised and aligned with the Operations’ evolving needs and management systems, and there is an infrastructure that is robust and flexible enough to accommodate operational volatile requirements.
– Coordinate logistics activities of UNHCR partners and/or contractors performing supply related activities and ensure that they understand and adhere to relevant UNHCR rules and procedures.
– Through regular physical verification of PPE establish their status.
– Propose old and obsolete PPE for disposal and plan for arrival of replacement items.
– Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the Organisation including receipt, inspection, registration & marking of new Property, Plant and Equipment (PPE), and organisation of the physical verification of PPE.
– Ensure that PPE agreements are properly issued and signed. Ensure proper preparation of disposal forms and cases for the Asset Management Board. Organize the disposal of PPE according to Asset Management Board decisions.
– Adapt local supply chain structures to be consistent with the operational needs. Ensure effective information flow in the supply chain and adapt local process to the prevailing environment.
– Provide regular feedback on the goods and/or services received from Regional Bureau / HQ.
– Ensure that safety and security of stocks is maintained throughout the warehouse cycle.
– Decide on applicable internal system to ensure systematic conduct of warehousing processes.
– Contribute to the work of the multi-functional team.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

On 15 April 2023, clashes broke out between the Sudanese army and the Rapid Support Forces (RSF), more than 10 million people have been displaced, and more than 2 million have fled to neighboring countries, including Chad.
As of January 2025, Chad (specifically Ouaddaï, Wadi Fira, Sila, and Ennedi Est) has counted more than 720,000 new refugees from Sudan; 88% are women and children. In support of the Government of Chad, UNHCR, WFP, UNICEF, UNFPA, WHO FAO and national and international NGOs provide protection and assistance in border sites and refugee settlements. UNHCR and IOM support the Government in coordinating the humanitarian response to refugees and returnees.
The most urgent needs remain to relocate refugees from the border to consolidated refugee sites and ensure access to water, shelter, food, core relief items, health, and education.
The Assistant Logistics Officer supports the logistics activities in Farchana Field Office, including
the 2 Field Offices in Hadjer-Hadid and Adre, and a Logistics base managed by logistics partner in Amleyouna. The incumbent reports to the Head of Field Office in Farchana and collaborates closely with supply staff at the Eastern Coordination Office in Abeche and Country Office in Ndjamena. S/he will supervise 2 national staff, maintain contact with other UN agencies, NGOs, government partners and commercial contractors to facilitate Logistics activities.
Ideally the candidate should perform the following tasks.
1. Planning: Participating with other Functional Units in defining Operational needs and contingencies related to Logistics/Supply issues. Compiling the Consolidated Procurement Plan (CCP). Developing performance monitoring tools to identify and address bottleneck and operational risk. Following up on the implementation of the CCP, Advice on policies and procedures pertaining to the Supply Chain functions as defined in Chapter 8 of the UNHCR Manual and corresponding AIs.
2. Sourcing: Facilitate and maintain cost-effective procurement by providing technical analysis on all aspects including quality, costing, swiftness, and terms of delivery. Ensure that standards and quality of services are maintained by adhering to and applying to internal Supply criteria/procedures. Assist Budget holders in providing information necessary for raising requisitions for all types of goods and services required by Operation. Maintain close collaboration with respective colleagues from HQ and RB related to the international procurement. Draft RFQs, ITBs and RFPs for Services and Goods, Draft submissions to the LCC, RCC, HCC, clear submissions for LCC, RCC, CoC, Draft contracts for provision of goods and services, Update procurement tracker.
3. Delivery: Liaising with suppliers and following up on the timely delivery of in-coming shipments, Custom clearance, importation formalities, Provide up-to-date pipeline information for in-coming goods. Monitoring the supply chain performance to enhance delivery efficiency and mitigate delays.
4. Assets and Inventory management: Tracking assets (monitoring the location, custodianship, and maintenance/performance history of assets). Managing assets (monitoring the data provided from tracking so that sound decision could be taken by managers on current and future needs for assets). Preparing Right-of-Use and Transfer-of-Ownership Agreements Providing assistance to the Assets Owners in preparation of documents for submission to the AMBs, Preparing submission to the Authorizing Officers, Following up on the AMBs decisions, Providing technical advice to the Asset Owners potential disposal or redeployment of assets, Liaising with and reporting to the DESS SMS AM on all issues pertaining to the assets, Maintaining ERP Cloud Database on AM, Liaising with Asset Owners and ensuring assets correctly maintained and disposed in order to ensure maximum costs effectiveness.
NFIs/CRIs tracking (stock balances, pipeline) – Weekly reports- ensure timely receipt in ERP Cloud, Issue and analyze the Inventory Receiving Pipeline Report, undertaking Inventory reconciliation and physical verification exercise. Coordinate with and monitor activities of the Partner responsible for warehousing, transport, delivery, and fuel management. Analyze and provide feedback on all reports submitted by the partners, especially those related to renting trucks for persons transport and fuel.
5. Support implementation and coordination: Designing and preparing supply status reports for donor reporting, budget reviews, monthly and annual reports, and funding appeals. Capacity building of Supply staff, maintaining effective collaboration and partnership at the UN Procurement Working Group, maintaining filling system and tracking sheets.
The Assistant Logistics Officer actively participates in Logistics Group coordination meetings, strengthens communication between the Eastern Coordination Office and the field offices, collaborates with stakeholders to enhance emergency response, and develops performance monitoring tools to mitigate bottlenecks and risks.
